REGULAR MEETING COUNCIL CHAMBERS JANUARY 3, 1961
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by Mayor Pro -Tem C. R. Combs.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, Harold C. James, Charles D.
Kilbury, K. E. Moore, Ed Thompson -and T. R. VanHoy. George A. Grant was
absent. City Attorney Richard G. Patrti:ck and City Supervisor George R. Fisher
were present.
APPROVING MINUTES:
Approving minutes of meeting held December 20, 1960, Motion so made by James,
seconded by Kilbury. Motion carried.
BILLS:
Balance of 1960 bills approved, listed with 1960 issue.
Current bills presented for payment as follows: $273.24.
Motion made by VanHoy, seconded by Thompson that all vouchers properly
signed and approved be paid. Motion carried by roll call vote of six (6).

Motion made by Moore, seconded by Kilbury to turn Soda Ash and Aluminum Sulfate
to the Water Superintendent and Water Committee for report and recommendation
at next regular meeting, January 17, 1961. Motion carried.

Motion made by Moore, seconded by Kilbury to turn bids to the City Supervisor
and Purchasing Agent for study and recommendation at next regular meeting, Tues-
day, January 17, 1961. Motion carried.
ELECTRIC LAMPS:
No bid received. Motion made by Combs, seconded by James that the City
Supervisor be empowered to negotiate a contract. Motion carried.
COMMUNICATIONS:
ORDINANCES NEEDED:
A letter was read from City Supervisor George R. Fisher, stating two
Ordinances are needed to insure effective use of street cleaning equipment.
Motion made by Kilbury, seconded by Moore that the Street Committee, City
Supervisor and City Attorney draft an ordinance covering needs. Motion
carried.
STREET AND CURB CUTS:
An ordinance is needed controlling all street cuts. Also, is needed some
form of traffic code to control parking at least in the central business.
district so street cleaning operations can be effectively carried out. Motion
made by Kilbury, seconded by James that the Police Committee, Police Chief,
City Superintendent with the City Attorney draft an ordinance. Motion carried.
STOCK PILE:
A letter was read from City Supervisor recommending a stock -pile of maintenance
gravel for the Street Department of approximately 9,000 tons, contractor to
crush 10 to 15 thousand yards for his own use with royalty credit for material
taken out. Area to be left graded in accordance with terms of the agreement
between the Port of Pasco and the City. Motion made by Kilbury, seconded by
Moore authorizing a call for bids as recommended; bids to be opened Tuesday,
1:00 o'clock P.M., January 17th, 1961. Street Committee with City Supervisor
to report at the regular meeting, same date, 8:00 P.M. Motion carried.

AGREEMENT -- SIDEWALK WAIVER:
WILLIAM HOFFMAN, JR., P. 0. Box 203 Kennewick desires to erect a service station
at 2104 East Lewis, for the Frontier Refining Co., a Wyoming Corporation, and
requests an agreement with the City for a temporary waiver of Ordinance No. 891,
to apply to lot 14, block 2 Acre Park Addition. Motion made by Kilbury, secon-
ded by VanHoy, authorizing thea Mayor to sign agreement. Motion carried.

PARKING METERS:
MR. O'BRIEN, Representative for the Miller Meter Corp. told the Council a
member of the Corporation, S. L. CHRISTIANSON, was to have attended this
meeting. In flying up from Los Angeles, he was grounded some place along the
way and would arrive at a later date. Mr. O'Brien read a telegram from Mr.
Christianson, stating that in addition to their bid of November 29th, 1960,
for $3,000.00 they will resurface two proposed lots and install bumper rails,
in the event the City increases rate on street meters to 30 minutes for a
nickle we will accept as payment 50% of the increased revenue $2.00 per
meter installed per month if there is no change in rate, or any other payment
plan mutually agreed upon. Mr. Christianson will contact Police Committee,
Police Chief and City Supervisor on his arrival.
L I BRARY:
Councilman Kilbury reports the Council and Library Board have not held a
meeting yet account Mr. Kilbury being on vacation. He will attempt to ac—
complish this before next meeting.
GOLF COURSE:
Councilman Kilbury reports 146 players in December, 1960. Receipts of 1960:
$14,064.62 -- Recreation and Park attendance 5,980.
PLANNING COMMISSION: PROGRESS REPORT NOVEMBER 30, 1960:
Councilman James reports contract No. 110 from Clark—Coleman and Associates
they have about 18% return on the survey forms, work nearly completed on map—
ping existing conditions and the analysis and projection of the region's economy
and population continues. This approximately 45% of the project is completed.
LEGISLATIVE COMMITTEE:
Councilman James reports the Legislative Committee will meet with C. R. Combs
to lay ground work.
BUILDING INSPECTOR R. B. LOVELACE'S REPORTS:
Inspector Lovelace submitted the December 1960 report along with the 1960
annual report.
READING OF ORDINANCES:
ORDINANCE NO. 1018:
AN ORDINANCE AMENDING ORDINANCE NO. 1014
PASSED DECEMBER 20, 1960, APPROVING AND
CONFIRMING THE ASSESSMENTS AND ASSESSMENT
ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 65.
Motion made by C. R. Combs, seconded by VanHoy that Ordinance No. 1018 be read
by title only. Motion carried. Ordinance No. 1018 was read by title. Motion
made by Moore, seconded by James that Ordinance No. 1018 has been read by title.
Motion carried. Motion made by Moore, seconded by Kilbury to adopt Ordinance
No1018 as read. Motion carried by roll call vote of six (6).
ORDINANCE NO. 1019:
AN ORDINANCE SPECIFYING AND ADOPTING A'
PLAN AND SYSTEM FOR MAKING ADDITIONS TO AND
BETTERMENTS AND EXTENSIONS OF THE MUNICIPAL
AIRPORT; DECLARING THE ESTIMATED COST THEREOF
AS NEAR AS MAY BE; PROVIDING FOR THE ISSUANCE
AND SALE OF NOT TO EXCEED $60,000.00 PAR VALUE
OF AIRPORT REVENUE BONDS TO OBTAIN FUNDS WITH
WHICH TO PAY A PART OF THE COST OF SAID PLAN
AND SYSTEM; CREATING A SPECIAL FUND TO PROVIDE
FOR THE PAYMENT OF SAID BONDS; AND AUTHORIZING
AND DIRECTING THE CITY OFFICIALS TO PROCEED WITH
THE IMPROVEMENT.

Motion made by Kilbury, seconded by Moore that Ordinance No. 1020 be read by
title only. Motion carried. Ordinance No. 1020 was read by title. Motion
made by Kilbury, seconded by Thompson that Ordinance No. 1020 has been read.
Motion carried. Discussion followed VanHoy not in favor of rezoning on lot
when adjacent property owner objects. Some Council members thought that
since September 1960 this party has done nothing toward rezoning his property
others in that area obtained resolution forms but did nothing about it, property
across the street is to be C-1 zone.
Motion made by Kilbury, seconded by James to adopt Ordinance No. 1020. Motion
carried by roll call vote of five (5), VanHoy voting "No".
THE TRAVELERS INSURANCE COMPANY, Hartford, Connecticut:
A letter was read from Mr. E. R. Johnston submitting a form
City of Pasco, Washington is adopting the Travelers Salary
