ROLL CALL: By Clerk. Councilmen present were C. R. Combs, George A. Grant, Harold C. James, Charles D. Kilbury, K. E. Moore, Ed Thompson and T. R. VanHoy. City Attorney Richard G. Patrick and City Supervisor George R. Fisher were present. APPROVING MINUTES: Minutes of the meeting held November 15, 1960 were approved; motion so made by James, seconded by Kilbury and carried. BIDS: PARKING METERS: Call for bid was read (Legal Notice). and read as follows: Three bids were received, opened Magee -Hale Park -o -Meter Co. 65 Model "H" Automatic 3909 Willow Springs'Road Park -o -Meters Furnished: $6,500.00 P.O. BILLS & COMMUNICATIONS: BILLS: Current bills against the City presented as follows. Motion made -by VanHoy, seconded by Thompson that all vouchers properly signed and approved be paid. Motion carried by roll call vote of seven (7). Current Expense $ 40,316.50 Water Department 29,282.04 Street Department 18,577.20 Park Department 4,258.69 Golf Course 2,531.62 Airport Department 41790.90 Library Department 1,587.44 Cemetery Department 1,760.45 Building and Alterations 292.24 L.I.D. #65 2.876.73 Total $106,273.81 COMMUNICATIONS: DESERT MARINE GROSS RECEIPTS PAYMENT: A letter was read from JOHN B. OWSLEY submitted with payment of $242.54; which is 1% of $74,254.05 less $500.00 paid on Basin Lease. He commended the Park Superintendent Harry Wyman and crew for work done in building and maintaining the park and yacht basin. WATER ACCUMULATING: A letter was read from RUSSEL R. RIDENOUR advising that the water condition at Fifth and Lewis had not been corrected and asking for prompt action. (No council action take.n.) CEMETERY TRUCK: A letter was read from ROY SHAW Cemetery -Superintendent asking permission to sell the old 1940 Ford dump truck for approximately $125.00; the truck is no longer being used. Motion made by Kilbury, seconded by Thompson authorizing .the Cemetery Superintendent to dispose of the truck for $125.00. Motion car- ried. NO FUND CHECK: A letter was read from City Treasurer, Mary Ellison, regarding a $30.00 check which was returned by the National Bank of Commerce, presented by JOHN C. WEDDLE for business License; check dated February 2, 1960 presented to the Treasurer November 28, 1960. She wishes to clear it from the City books in case it can- not be collected. 29122 4 v PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 6, 1960 THE MAD HATTER -- Elizabeth C. Weaver and HAZEL'S BEAUTY SHOP -- Hazel Warfield have not paid business license or delayed payment fee, total $25.00 each. Motion made by VanHoy, seconded by Kilbury to turn these three items to the City Attorney for action. Motion carried. CONTRACT BIDS FOR 1961: Permission was requested by the Water Superintendent and City Clerk to advertise for bids on Soda Ash, Liquid Chlorine, Liquid Aluminum, Lamps, Legal Advertising, Gasoline, Fuel Oil and P.S. #300 oil. Motion made by Kilbury, seconded by Moore, granting request and calling for bids on Tuesday, 8:00 P.M., January 3, 1961. Motion carried. SHORT SCHOOL FILTRATION -- PULLMAN: A letter was read from ROLF T. SKRINDLE, Associate Professor, Civil Engineering, expressing his satisfaction with the school and commending Mr. Whetsler on his part of the activities. TEXAS BUTADIENE CHEMICAL: A letter was read from H. L. DAVIS, Utilities Engineer making inquiry about the Microphotometer used to detect turbidity in water, he would like some information on this instrument and its application. Motion made by Grant, seconded by James that these two letters be turned to the Water Superintendent. Motion carried. PUBLIC HEARING_-- L.I.D. 65: Legal Notice of Public Hearing was read. Mayor Hicks declared the hearing open. The City Clerk reports no objections received by mail. No one present made a protest or objected. Motion made by Grant, seconded by Thompson declaring the hearing closed. Motion carried. Mr. & Mrs. D. H. MASON, 1033 Valencia, Walla Walla, asked if they could have this assessment added to their house contract, with the CommonWealth Mortgage Co.; Portland, Oregon. The Clerk was instructed to write Mr. Mason that he would have to take this up with his mortgage Co. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. ANNEXATION: MR. C. R. WEIGE is desireous of having lots 11 to 16 inclusive Block 9, Columbia Addition annexed to the City. A discussion followed relative to annexing such a small parcel of land; however, this would straighten the limits line. Owners of a triangle piece of property to the South might be interested in annexing at this time, the property owners are John Horrigan, W. M. Livermore and L. Gilliam. City Engineer recommends that Mr. Weige not be held up on his petition when it is presented. The triangle property owners will be contacted and given an opportunity to annex at the same time. City Engineer will contact the aforementioned property owner to ascertain their desire regarding the petition. Commercial zone was favored as the most applicable. RAILROAD MERGER: GEORGE KILBURY, representing the Locomotive Firemen & Engineers, spoke to the Council about the effects of, reasons for and against the proposed N.P. and G. N. Railroad merger; also results of the merger financially to the area, no action was taken by the Council. Mayor Hicks stated a joint resolution protest— ing the merger is being formulated at this time; he was in hopes the three area Cities would sign, then it will be presented to the Interstate Commerce Commis— sion before the hearing. KEN KIND of the Chamber of Commerce stated the Chamber did not have enough information on this proposed action to take a stand on it yet, however they have written for data on the subject. Councilman Moore asked what could be done by the Council in case they wanted to do something about it? Would a letter to the Governor or other public officials help? No action. I.O.O.F. CEMETERY LOTS: D. F. RODKEY and BRUCE LEE were present in the interest of the Lodge relative to getting some more graves set aside; they have approximately fifteen (15) graves left in the old agreement of 1942. Councilman Thompson stated he would favor an agreement setting aside a certain number of graves for the IOOF but at a going price when grave is used -- but if the Lodge wished to purchase some graves at any one time, the price designated and in effect at the time of purchase would be used. Motion made by Kilbury, seconded by Thompson that the Clerk write the IOOF Lodge and inform them that the. Council would agree to setting aside pro— perty for future use at the going price in effect when graves are purchased. AIRPORT LEASES: Three leases presented for renewal as follows: West Coast Airlines, Inc. Landing fees U. S. Post Office East Wing, Bldg. #85 (December 1960 only). U. S. Post Office Bldg. 149 (11-15-60 to 1-15-61) Motion made by VanHoy, seconded by Kilbury, authorizing Mayor to sign. Motion carried. AIRPORT BONDS: Motion made by VanHoy, seconded by Kilbury,. authorizing the City Attorney to write Weter, Roberts & Shefelman instructing them to draw up a plan and system Ordinance by next meeting, on Airport Revenue Bonds in the amount of sixty-five thousand dollars ($65,000.00). Motion carried. STREET SWEEPER BROOM: Councilman Combs reports the street broom does not fit, another one will be received shortly. CIVIL DEFENSE MEETING: C. F. WHETSLER reported on the meeting of November 15, 1960, the information submitted was to the effect that in case of an attack, survival would depend on each individual, emergency supplies sufficient for two weeks should be in each basement and in each car -- information on what should be done and how to do it will be printed and distributed by Mr. Whetsler. BRUCE LEE reports a Civil Defense meeting will be held in Pasco, December 15, 1960. LIBRARIAN'S EXPENSE TO CONFERENCE: Councilman Kilbury reports that the Librarian made a trip to Seattle relative to preliminary building plans -- total expense $16.65. Motion made by Kilbury, seconded by Moore, approving this expenditure when properly presented for payment. Motion carried. PARKS & RECREATION: Reports read by Councilman Kilbury on Recreation and Golf Course activities for the month of November, 1960. C)Q1.7 7 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 6, 1960 KURTZMAN PARK BUILDING: A letter was read from the Park Board recommending that the YMCA Committee be al— lowed to erect a Park Shelter Building in Kurtzman Park. The Board states that before excavation is started, proof must be furnished in writing that all do— nated material will be paid for and donated labor erect the building. A work schedule is necessary so all volunteer labor will know when to be on the job. Also, before work is started a complete set of working plans will be furnished the Park Board and City Engineer so final correction of details can be worked out. Underground pipes must be removed and set aside. As the programs are 90% YMCA sponsored, that the building be leased to the YMCA. The main concern is that the building be completed and not left half finished as a dangerous hazard to the children in the area. Motion made by Kilbury, seconded by Moore, that the YMCA submit a plan and lease covering items as requested by the Board. ::_Lease to be for a duration of one year, 1961 and that they maintain -and operate the bu:i:lding with the exception of the period between June 1 to August 31, 196.1_, when the Park Department establishes their summer program for which the leasee will pay $1.00. Motion carried. PLANNING REPORT: Councilman James states the Comprehensive Plan is progressing on schedule. LEGISLATIVE PETITIONS: Councilman James states more petitions are available. APPOINTMENTS TO AREA PLANNING STAFF COMMISSION: The Mayor Raymond Hicks appointed L. S. MOORE and H. E. JAMES as members of the Commission. Motion made by Kilbury, seconded by Moore, nominating Mayor HICKS to the third position and approving appointment. The Council concurred with the appointments nomination closed. Raymond Hicks approved by the Council as the third member of the Commission. Motion carried unanimous. BUILDING INSPECTOR: The Building Inspector's report for November, 1960 was read by the Mayor. READING OF ORDINANCES: ORDINANCE NUMBER 1013: AN ORDINANCE TRANSFERRING THE SUM OF $500.00 FROM BOOKS, NEWSPAPERS AND PERIODICALS TO DESK CLERK UNDER THE LIBRARY DEPARTMENT SECTION OF THE 1960 BUDGET OF THE CITY OF PASCO. Motion made by Kilbury, seconded by VanHoy that Ordinance No. 1013 be read by title. Motion carried. Ordinance No. 1013 was read. Motion carried by Roll Call vote of seven (7). CLAIMS: DAMAGE CLAIM -- MARY JANE BAKER: MRS. BAKER presented a claim for damgge:�sustai:ned by personal injury at approximately 5:00 P.M., October 26, 1960, by tripping over the stand of a parking meter. stand which extended between 2" and 6" above the sidewalk on the southerly side of Columbia Street between Third and Fourth in front of Sherwood and Roberts Building, 432 West Columbia. She received injuries to the right knee and elbow, pain in cervical region of claimant's neck and some blepheospasm of the left eye. Claimant reserves the right to amend claim or add to it by later supplying more accurate information concerning same, dated November 23rd, 1960; filed with the Clerk November 25, 1960, 10:45 A.M. Motion made by Kilbury, seconded by James to turn this to the City Attorney for action. Motion carried.
