HomeMy WebLinkAbout10-18-1960 Minutes29129 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS OCTOBER 18, 1960 CALL TO ORDER: Meeting called to order at 8:00 P. M. by Honorable Mayor Raymond Hicks. ROLL CALL: By Clerk. Councilmen present were C. R. Combs, G. A..Grant, H. C. James, C. D. Kilbury,K. E..Moore Ed Thompson and T. R. VanHoy. Also present were City Attorney Richard G. Patrick and City Supervisor George R. Fisher. APPROVING THE MINUTES: Minutes of meetings held October 3, 4, 5, 6 & 7th, 1960. Motion made by Kilbury, seconded by Thompson approving the minutes. Motion carried. COMMUNICATIONS: BUILDING OFFICIALS CONFERENCE: A letter was read from R. B. Lovelace requesting permission to attend the Inland Empire Chapter to be held in Pullman, Washington on November 14th through the 18th, 1960 and use of the City car for that period. Motion made by James, seconded by Grant granting the request. Motion carried. PAINTING CENTER LINES: George R. Fisher presented a letter he had received from V. L. Dorsey, District State Aid Engineer in Yakima, stating they had received a bid of $65.40 per mile for this work. Fisher stated that the material costs $65.00 when the City does the work. Following a short dis- cussion as to what streets to paint motion made by Kilbury, seconded by VanHoy to turn this to the Street Committee for report at next meeting on November 1, 1960. Motion carried. POLLUTION CONTROL ASSOCIATION: A letter was read from Chester Biesen urging the Mayor and Councilmen and other City Officials to attend the annual meeting in Walla Walla on October 20th to 22nd, 1960. The Mayor stated that a meeting was held in the Water Office prior to the council meeting on the pollution subject. VISITORS: TRAFFIC CONTROL - W. COURT & LUCAS (PEDESTRIAN): Ed Wells on North 1736 Oneonta appeared in the interest of a petition requesting a caution light at Lucas & West Court. George Fisher stated that he is having a personal count taken at this time on the pedestrian traffic. REPORTS: PURCHASES: The following requests to purchase were submitted as follows: WATER DEPARTMENT: Meter Yokes, corporation stops, gate valves, pipe laying hooks and meter repair parts $ 733.21 POLICE JUDGE: Criminal Complaints 30.00 CITY CLERK: Onionskin paper 36.71 Motion made by Thompson, seconded by Kilbury authorizing the purchases as requested. Motion carried. by roll call vote of seven (7). AIRPORT LEASES: One (1) lease submitted as follows: Smith Truck & Tractor Inc. Motion made by VanHoy, seconded by Thompson authorizing the Mayor to sign the lease. Motion carried. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS OCTOBER 18, 1960 BUSINESS LICENSE APPLICATIONS: Three (3) business license applications and one (1) change of address submitted as follows: Albert L. Nielson Apartments 931 Opal J. W. Copeland Lumber yard 224 W. Columbia A. Mustafa Solicit -Tapestries Portland, Oregon Change of Address: W. P. Hedrick Contractor from Road 24 to 410 No. 8th Motion made by Grant, seconded by Kilbury granting the licenses and the change of.address. Motion carried. ENGINEERING: No report. VACATING 10' OF CARTMELL STREET AND RELOCATING ALLEY: George R. Fisher states that he informed Mr. Jack Hamann of the three points that will have to be met by the petitioners before further action can be taken by the Council. The points are 1) The charge.of $225.00 by the Franklin County P. U. D. #1 for moving a power pole in the alley must be borne by the petitioner at no cost to the City. 2) A deed to the City for a triangle of Lot 3, Loney's Addition must be prepared, and be ready for presentation to the City concurrently with. vacation proceedings to prevent a restriction in the right-of-way width of the alley. 3) The cost of adjusting curb and gutter returns and paving which was constructed under L. I. D. #64 at Meridian and Cartmell Streets must be borne by the petitioner at no cost to the City To date no answer received. NEW TRUCKS FOR THEJSTREET DEPARTMENT: James reports that the trucks have arrived but are not serviced out yet. SECOND RESERVOIR SITE: Ken Moore read a letter from Robert V. Culp to C. F. Whetsler, Water Superintendent, relatite to the City of Pasco purchasing Government owned land for the location of a covered water storage tank. Property described as the SW's NW's SW's NWk SWC SW'k and the SW'k SW'k SW'k, Section 14, T 9N R30EWM. After receiving information as to when the reservoir might be built, what relationship to the existing water facilities and developing plans, E. W. Rawlings, Project Manager stated on October 13, 1960 that they would note the city's interest in the land on our records so that it will not be disposed of otherwise without full consideration of the city's application. A discussion followed regarding the need of this site account elevation. I6 was suggested that the City Supervisor, City Water Superintendent and Councilman Moore and any one else desiring to go make personal contact and follow up on this acquirement. CIVIL DEFENSE MEETING: Councilman Moore referred to a letter from Harold C. Petsrson, President of the Washington Association of Civil Defense Directors, stating a meeting will be held at the Ridpath Hotel, Spokane, November 4th & 5th, 1960 (program of the meeting attached). Motion made by Moore, seconded by Grant tDat the Water Superintendent be instructed to attend the meeting. Motion carried. LIBRARY: The Mayor read a letter from the Library Chairman Esther E. Nelson reporting that the Library Board has resolved that the new Library be constructed on City owned land adjacent to Memorial Park. URBAN PLANNING ASSISTANCE PROGRAM: Councilman James reports that Bob Clark of the Clark Coleman Planning Firm was here last Tuesday and stated that the program covered by their agreement was 25% finished. Clark remarked that splendid cooperation has been received from all concerned. LEGLISLATIVE COMMITTEE: Councilman James states that the Committee has not been very active of late but will start to work on the 5% sales tax being returned to the Cities. REZONING LOT 11, BLOCK 10, COLUMBIA ADDITION: No report. J ME Qy 2,022 REGULAR MEETING READING OF RESOLUTIONS & ORDINANCES: RESOLUTION NO. 474: PASCO, WASHINGTON PCOUNPIL CHAMBERS A RESOLUTION TRANSFERRING THE SUM OF $1,000 FROM PURIFICATION W & S TO UTILITY EQUIP. MTNCE. UNDER THE WATER DEPARTMENT SECTION OF THE 1960 BUDGET OF THE CITY OF PASCO OCTOBER 18, 1960 Motion made by Kilbury, seconded by Moore that Resolution No. 474 be read. Motion carried. Resolution No. 474 was read in full. Motion made by Kilbury, seconded by Thompson that Reso- lution No. 474 has been read. Motion carried. Motion made by Kilbury, seconded by Thompson to adopt Resolution No. 474. Motion carried by roll call vote of seven (7). ORDINANCE NO. 1011: AN ORDINANCE VACATING THAT PORTION OF THE NORTH AND SOUTH ALLEY ADJOINING LOTS 8 AND 9, BLOCK 25, HELM'S ADDITION TO PASCO, ACCORDING TO THE PKAT THEREOF RECORDED IN VOLUME B OF PLATS, PAGE 25, RECORDS OF FRANKLIN COUNTY, WASHINGTON Motion made by James, seconded by Grant that.Ordinance No. 1011 be read by title.
