REGULAR MEETING COUNCIL CHAMBERS SEPTEMBER 6, 1960
CALL TO ORDER:
Meeting called to order at 8:08 P. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, C. D. Kilbury,
K. E. Moore and T. R. VanHoy. Absent Ed Thompson. City Attorney Richard G. Patrick and
City Superintendent George R. Fisher were present.
APPROVING THE MINUTES:
Minutes of meeting held Aggust 16., 1960 were approved. Motion so made by VanHoy, seconded by
Kilbury and carried.
B ILLS:
Current bills against the city presented as follows. Motion made by VanHoy, seconded by
Grant that all vouchers properly signed and approved be paid. Motion carried by roll call
vote of six (6) .

CAST IRON PIPE PURCHASE:
Water Superintendent C. F. Whetsler wishes to purchase approximately seven car loads of Cast
Iron Pipe with sizes varying from 6" to 24" with an estimated cost of $39,418.08. Motion made
by Moore, seconded by Kilbury to call for bids on Tuesday, 8:00 P. M., September 20, 1960.
Motion carried.
CEMETERY TRUCK: One (1) bid received, opened and read as follows:

REGULAR MEETING COUNCIL CHAMBERS SEPTEMBER 6, 1960
COMMUNICATIONS:
SCHOOL DISTRICT NO. 1:
A letter was read from The Board of Directors requesting that side walks and curbs be installed
at Court & Illinois Streets. They feel that a dangerous situation exists there. This turned to
the Street Committee.
LEWIS & FIFTH -STREETS, LOW AT CURB:
A letter was read from Russell R. Ridenour requesting that this low spot be corrected before
the rainy season starts. Motion made by Combs, seconded by VanHoy to turn to the Street Committee.
Motion carried.
REFUND - GUZELLE JOHNSON:
Water Superintendent C. F. Whetsler requests that the City Treasurer be authorized to refund
$20.00 to Mr. Johnson. This amount was collected as a paving cut, however, Mr. Johnson was
able to put the street back in proper condition as there was no black top to replace. Motion
made by Kilbury, seconded by James authorizing the City Treasurer to refund $20.00 as re-
quested. Motion carried by roll call vote of six (6).
TRAFFIC COUNT AT FOURTH & COURT AND YAKIMA & COURT:
R. H. Pyle acknowledged receipt of the Mayor's letter requesting a traffic count at the above
mentioned locations and states that,a count will be made when school is in session, about the
middle or latter part of September 1960 and findings will be studied and information furnished.
FINANCE OFFICER'S ASSOCIATION, LONGVIEW, WASHINGTON:
City Treasurer Mary Ellison requests, permission to attend October 20 and 21, 1960 with expenses
and dues paid. Motion made by Grant,, seconded by James authorizing the trip as requested.
Motion carried.
SPECIAL FINANCE COMMITTEE MEETING (September 6, 1960):
A letter was read from the City Treasurer Mary Ellison, secretary of the Finance Committee
stating that a special meeting was held at 2:00 P. M. on September 6,. 1960 to find money for
the operation of the Golf Course. Motion was made by VanHoy, seconded by Ellison and affirmed
by Mayor Hicks and carried unanimous that the Finance Committee recommend to the City Council,
that the Water Department purchase the $16,000.00 G. 0. B. Fire Station No. 2 Bonds from the
Consumer's Deposit Fund and the Consumer's Deposit Fund -loan the money to the Golf Course on
a three year payment plan at 4% interest. Resolution to be furnished by the City Attorney.
GROUND WATER PERMIT NO. 4822 GOLF COURSE:
A letter was read from Robert H. Russell, Assistant Supervisor, Division of Water Resources,
dated August 31, 1960, stating that they had not received the proof of appropriation of water
-and the filing and recording fees. As the permit now stands it is subject to cancellation.
However, they do not wish to do that if the City wishes to perfect it as there is quite an
expenditure involved in this project. If we do not hear from you within thirty (30) days
from date of this letter the permit will be cancelled without further notice. Motion made by
Grant, seconded by Kilbury to turn this to the City SuperfMtendent and City Attorney with
power to act on submitting a new request. Motion carried.
CEMETERY BUILDING:
A letter from Roy Shaw, Superintendent of the Cemetery was not read account pertaining to
the tentative 1961 Budget. City Clerk requested to furnish each Councilman a copy also
furnish a copy of Police Judge P. V. Sullivan's letter.
PETITIONS:
PETITION BY RESOLUTION NO. 466:
A resolution following petition to vacate the south half of the north and south alley in
Block 25, Helm's Second Addition to Pasco, and set a ppblic hearing for Tuesday, 8:00 P. M.,
October 4, 1960. Motion made by James, seconded by Moore to read Resolution No. 466. Motion
carried. Resolution No. 466 was read. Motion made by Moore, seconded by James that Res-
olution has been read. Motion carried. Motion made by James, seconded by Moore to adopt
Resolution No. 466. Motion carried by roll call vote of six (6).
RESOLUTION NO. 467 - BY PETITION:
A resolution'following a petition to vacate 8 feet of Cartmell Street, fronting on Lots 10 to
17, inclusive, Block 1, Star Addition to Pasco and portions of alley similar to sketch
attached. Motion made by Grant, seconded by Kilbury to read Resolution No. 467. Motion carried.
Resolution No. 467 was read. Motion made by Kilbury, seconded by Grant that Resolution No. 467
has bees read. Motion carried. Motion made by Grant, seconded by Kilbury to adopt Resolution

SIDEWALK ORDINANCE NO. 891 - WAIVER AGREEMENT:
An agreement submitted by Western Farmers Association, 1203 West "A" Street by J. C. Heath
to waive sidewalk and curb installation at the present time. Motion made by Grant, seconded
by Kilbury authorizing the Mayor to sign the agreement. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
MR. DON SMOOT wanted to know where the labor question on agreement came on the agenda. He was
informed Item "H".
QUESTIONED TRUCK BIDS: Mr. Jim Lahtinen of the Buick Company questioned the legality of Smith
Truck & Tractor's bid on the Street Trucks as a direct representative of that company is a
member of the City Council. Also questioned a bid from the same company on a 1959 used truck
for the Cemetery, eliminating all bid competition. Especially in view of the fact that the
City could purchase a new 1961 model truck for almost the same amoum

Motion made by Combs, seconded by Kilbury granting purchases as requested. Motion carried by
roll call vote of six (6).
AIRPORT LEASES:
One (1) lease submitted for approval:

Motion made by VanHoy, seconded by Grant approving lease for Mayor's signature. Motion carried.
BUSINESS LICENSE APPLICATIONS:

Motion made by Grant, seconded by James that licenses be granted. Motion carried.
STREET EQUIPMENT:
1) Councilman Combs feels that the City should negotiate for the purchase of a Roller.
Committee to get together and set up specifications.
2) Committee should study the purchase of a Street Sweeper and make recommendation.
Report back at next meeting.
Motion made by Combs, seconded by James that the Street Committee, Department Superintendent
-and Engineer draw specifications for Street Roller with bids to be.opened on Tuesday, 8:00
P. M., September 20, 1960. Motion carried. -
Street Oiling is 90% finished; the crew expects to finish and clean up by tomorrow.
Irrigation Water problem is still inr_Committee. Thirteen (13) water meters were installed in
August 1960; 1,675' of 6" pipe installed; one (1) Fire Hydrant installed at Henry & Francis
and 267,000,000 gallons of water filtered during the month of August.

CIVIL DEFENSE:
Bruce Lee stated they are looking for a location to construct an Air-raid Shelter and the
material and work will be donated. They wish to set up a warning system and will also need
a sponsor for electricity and maintenance and a fence would also be necessary. Councilman
Grant visited a shelter in California and is very much in favor.
Motion made by Grant, seconded by Moo*e to turn this to the Civil Defense Committee of the
City -Moore, James & Thompson. Motion carried.
REGIONAL MEETING, ASSOCIATION OF WASHINGTON CITIES, SEPTEMBER 21, 1960:n
Councilman James reminds every one of this meeting and requests that they notify the Pancake House
as soon as possible.
LABOR AGREEMENT:
Councilman Kilbury reports the meeting time was to short to effect an agreement and thinks
that negotiating on one point could be completed in another session. One-half hour every
two weeks is not enough. Smoot suggested Wednesday, September 7, 1960. Motion made by
Kilbury, seconded by James that the Council meet with the Union negotiating Committee on
Wednesday, 7:30 P. M., September 7, 1960 at the City Hall. Motion carried.
KURTZMAN'S PARK BUILDING:
Harotd Wyman reports that the ParkaBoard has had one meeting and hopes to have another one
on the Kurtzman Park Building.
BUILDING INSPECTOR'S REPORT:
Inspector's report was read by the Mayor.
READING OF RESOLUTIONS & ORDINANCES:
RESOLUTION N0. 466 AND RESOLUTION NO. 467:

CITY ATTORNEY referring to petitions for vacations states that a petition must be signed by
both the husband and wife as owners for all property adjacent to the property which is involved.
RESOLUTION NO. 468:
A RESOLUTION TRANSFERRING THE SUM OF $300.00 FROM BUILDING
MAINTENANCE TO LIABILITY INSURANCE AND BONDS UNDER THE AIR-
PORT DEPARTMENT SECTION OF THE 1960 BUDGET OF THE CITY OF
PASCO
Motion made by Grant, seconded by Kilbury to read Resolution No. 468. Motion carried.
Resolution No. 468 was read. Motion made by Kilbury, seconded by Moore that Resolution
No. 468 has been read. Motion carried. Motion made by Gant, seconded by James to adopt

RESOLUTION NO. 469:
THE OUTSTANDING "1957 GENERAL OBLIGATION BONDS FOR FIRE
STATION NO.2" SHALL BE PURCHASED FROM THE CONSUMER DEPOSITS
FUND BY THE WATER AND SEWER FUND OF THE CITY OF PASCO AT
THEIR FACE VALUE OF $16,000 AS OF SEPTEMBER 15, 1960
Motion made by Combs, seconded by Moore to read Resolutihn No. 469. Motion carried.

THE SUM OF $16,000 SHALL BE TRANSFERRED FROM THE CONSUMER
DEPOSITS FUND TO THE.MUNICIPAL GOLF COURSE FUND AS A
TEMPORARY TRANSFER LOAN TO CARRY OUT THE BUDGETED PROGRAM
FOR THE MUNICIPAL GOLF COURSE OF THE CITY OF.PASCO

ORDINANCE NO. 1005:
AN ORDINANCE RELATING TO CRIMES; DEFINING SHOP-
LIFTING AS A MISDEMEANOR; PROVIDING FOR ARREST
THEREON WITHOUT WARRANT; AND PROVIDING PENALTIES
Motion made by Kilbury, seconded by James that Ordinance No. 1005 .be read by title.. Motion
carried. Ordinance No. 1005 was read by title. Motion made by Kilbury,, seconded by Moore
that Ordinance No. 1005 has been read by title. Motion carried. Motion made by Kilbury,
seconded by Grant to adopt Ordinance No. 1005. Motion carried by roll call vote of six (6).
NEW BUSINESS:
YELLOW LINE ON AURELIA STREET; ALSO MURRAY & SYLVESTER STREETS:
The need of traffic lines on Murray and Sylvester in the vicinity of Buck's Grocery was
discussed. Street Department to make line in accordance to the Chief of Police decision.
DRY WELLS:
VanHoy feels that the cheapest installation is just as good as any. Moore reports a dangerous
spot at Octave &.Mead. City Superintendent to check. Several spots need reflector buttons or
whatever is needed to correct the hazard.
ONE WAY STREETS:•
Moore also thinks a study should be made relative to making Bonneville and Shoshone Streets
one way streets. Name changes of streets was also mentioned. The Council recommends that
the Planning Commission make a study of this and recommend to the Council. Clerk to notify
the Planning Commission.
ELECTION MACHINES (TWO):
The County Auditor is desirous of leaving two machines in the City Hall permanently. Motion
made by Grant, seconded by Kilbury to turn this to the City Superintendent with power to act.
Motion carried.
CLAIMS:
CLAIM FOR DAMAGES:
Alfred L. Hales files claim against the City for fire damages in the amount of $2,264.00
caused by fire at the City dump. Motion made by Kilbury, seconded by VanHoy to turn this
to the City Attorney. Motion carried.
ADJOURNMENT:
Motion made by Kilbury, seconded by VanHoy to adjourn to Tuesday, 8:00 P. M., September
20, 1960. Motion carried.
