D. Kilbury to act as Clerk due to the absence of the regular clerk, Adah M. Perry. ROLL CALL: By Acting Clerk. Members present were Cecil R. Combs, G. A. Grant, Harold C. Jame -s, Chas. D. Kilbury, K. E. Moore, Ed Thompson and T. R. VanHoy. City Attorney Richard G. Patrick was absent. City Engineer George R. Fisher was present. APPROVING MINUTES: Minutes of meeting held July 5, 1960. Motion made by James, seconded b.y Combs to approve minutes as written. Motion carried. COMMUNICATIONS: CALL FOR BIDS -- WATER DEPARTMENT PICKUP: Notice of Call for Bids was read. Three (3) bids received, opened and read as follows: Jerry Horrobin Ford, Inc. 1960 F100 Ford 'Ton Pickup $1,869.64 State Sales Tax 74.79 Less Trade. In 25.00 $1,919.43 Farley Chevrolet 1960 '-Ton Chev. Pickup $1,920.75 State Sales Tax 76.80 Less Trade In 25.00 $1,972.55 Smith Truck & Tractor 1960 International '-Ton Pickup $2,020.25 State Sales Tax 80.81 Less Trade In 50.00 $2,051.06 Motion made by Combs, seconded by Thompson to turn bids to the Water Com- mittee and Water Superintendent with power to act. Motion carried. STATE HIGHWAY COMMISSION: George R. Fisher reported there would be a meeting at the Franklin County Court House to discuss the proposed overpass on by-pass Highway August 2nd, 1960. REGULAR ORDER OF BUSINESS SET ASIDE TO HEAR FROM THE AUDIENCE. Water Superintendent C. F. Whetsler reported that 13,350,000 gallons of water were used on :Monday and will probably hit 14,000,000 today. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. COMMITTEE REPORTS: PURCHASES: The following purchases were requested: Airport Department: 217 Rolls of roofing $ 604.55 Fire Department: Puritan Fire Hose 450' 758.16 Water Department: Miniature lamp bulbs, bends, brooms, gale. pipe, corp stops, half ball sets, disc plate, scrapers, leather -mallet, meter bores & misc. tools 1,712.26 Road oiling from Ainsworth to Sewage Treatment plant 900.00 Total requests to purchase -- $3,974.97 Motion made by Thompson, seconded by Combs that all purchases be approved. Motion carried. BUDGET REPORT: Budget report of all departments for June, 1960 was presented by the Clerk to each member. Moon -- Merchant Police: Motion made by Grant, seconded by Kilbury to approve the request, subject to regulation by Police Chief. Motion carried. SHERWIN-WILLIAMS CO: Letter submitted from The Sherwin-Williams Co. requesting a transfer of license from The-Shbew'i-.h-Williams Co. of Oregon to The Sherwin-Williams Co., an Ohio Corp. Chairman of Police Committee Grant recommends sending an application to the Sher- win-Williams Co. in the amount of $7.50 for the balance of the year. POLICE COMMITTEE REPORT ON CHARLES HEATH LICENSE SUSPENSION: Motion made by Grant, seconded by James to uphold the Chief of Police on suspension of Mr. Heath's Taxi Driver's License. Motion carried. DELINQUENT BUSINESS LICENSES: List of delinquent Business Licenses turned to Police Committee on June 7, 1960. Councilman Grant suggests personal contact with individual delinquents. STREET COMMITTEE -- STREET PAVING: Councilman Combs reports that Acme Pavers will start work on Monday. The street signs have not arrived yet. WATER COMMITTEE REPORT: Councilman Moore reported that the Committee approved the water service for Mr. Hamann to Lot 10 and West 1/2 of Lot 11, Block 1, Star Addition, approximate cost $157.50 and the sewer service for Western Farmers' Association to serve the North side of "A" between 12th and Ship, approximate cost $3,000.00. Water rate study is still in committee. PARK COMMITTEE REPORT: Kilbury reported Library Stucco job still in committee and reported as soon as suitable truck could be found for the Cemetery an Emergency Ordinance would be submitted to the Council. Motion made by Kilbury, seconded by Combs, to instruct the City Attorney to draw a Resolution authorizing $25,000.00 in Interest Bearing Warrants for the Golf Course. Motion carried. Committee also recommends letter be written to Senator Magnuson to correct situa- tion at Boat Basin. PLANNING CONSULTANT: A letter was read from L. S. Moore, Chairman, Planning Commission, informing the Council that the Planning Commission had unanimously decided to select Clark Coleman & Associates for the Planning Consultants and asking the Council to take necessary action thereon and submit the $6,000.00 allotted to the Department of Commerce and Economic Development. PASCO WASHINGTON REGULAR MEETING COUNCiL CHAMBERS JULY 19, 1960 Motion made by James, seconded by Kilbury, approving selection and voucher for signature and payment. Motion carried by roll call vote of 6 - 1, VanHoy voting "No". Combs voted "Yes", but questioned whether the City would get their money's worth. UNION AGREEMENT: Letter was read from James J. Lawless, Judge., Superior Court, stating that he had found that 21 of the 36 City Employees had signed authorization cards with the Union. Motion made by Kilbury, seconded by James to return Labor Agree- ment to the Labor Committee to negotiate changes as requested by Department Heads and report back at August 2nd, 1960 meeting. Motion carried. Don Smoot wondered how long it would take to get the Agreement signed. L.I.D. NO. 65 REPORT: City Engineer George R. Fisher reported that L. W. Vail would start Wednesday, July 20, 1960. City Engineer requests the Finance Committee to bring,recom- mendation for financing L.I.D. #65 so Contractor could be paid in cash. Motion made by Kilbury, seconded by Combs, that Finance Committee bring recom- mendation at next meeting. Motion carried. DRY WELLS: City Engineer reports finishing the specifications on this. READING OF ORDINANCES: ORDINANCE NO. 1001: AN ORDINANCE CHANGING THE NAME OF MOUND STREET BETWEEN THIRTEENTH AVENUE AND ILLINOIS AVENUE, AND OLIVE STREET BETWEEN THIRTEENTH AVENUE AND CHASE AVENUE. Motion made by James, seconded by Grant that Ordinance No. 1001 be read in full. Motion carried. Ordinance No. 1001 was read. Motion carried by roll call vote of six, Combs out of room. RELIEF JANITOR SALARY: Letter read from Paul Green, Janitor, regarding money for relief Janitor while he is in the hospital. No action taken. ADJOURNMENT: Motion made by VanHoy, seconded by Moore, to adjourn to next regular meeting, Tuesday, 8:00 P.M., August 2, 1960. Motion carried.
