COUNCIL CHAMBERS
CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Raymond Hicks presiding.
APPOINTMENT OF CLERK:
Mayor Hicks appointed Charles D. Kilbury to act as Clerk due to the absence of the regular
City Clerk Adah M. Perry.
ROLL CALL:
By Acting Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Charles D.
Kilbury, K. E. Moore, Ed Thompson and T. R. VanHoy. City Attorney Richard G. Patrick and'
City Engineer George R. Fisher were also present.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT
PRESENTATION OF FLAG FOR THE CEMETERY:
J. Kahler, Clarence Singular and Frank Haun presented a flag from the American Legion and
the Veteransof Foreign Wars to the Memorial Plot at the City View Cemetery. Mayor Hicks
accepted the€lag for the City.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT
APPROVING OF THE MINUTES:
Minutes of meeting held June 7, 1960. Motion made by James, seconded by VanHoy that the minutes be
approved as wiitten. Motion carried.
COMMUNICATIONS:
STREET NAME CHANGES:
Letter read 'from the Planning Commission Secretary recommending that Mound Street between 13th
& Illinois be changed to Clark Street and that Olive Street between 13th & Chase be changed to
Bonneville Street. Motion made by Grant, seconded by Kilbury accepting the recommendation of
the Planning Commission and instructing the City Attorney to draw the necessary ordinance.
Motion carried.
MOWER FOR PARK DEPARTMENT:
Letter read from H. A. Wyman requesting permission to eliminate the purchase of Furniture in
the Capital Outlay item of the 1960 Budget and purchase a Toro Mower since the twelve year
old Gravely will not last the balance of the year.
Motion made by VanHoy, seconded by Kilbury granting permission to purchase the Toro Mower
instead of the Furniture as requested. Motion carried.
PAYROLL SURVEY OF AIRPORT TENANTS:
Letter read from H. W. Parkinson, Airport Manager, showing total of wages paid during the
past twelve (12) months. Letter ordered filed.
SPOKANE, PORTLAND & SEATTLE RAILWAY COMPANY FIRE DAMAGE:
Letter read from W. J. Sheehan, General Claims Agent for the Spokane, Portland & Seattle Railway
Company informing the City that a claim for damages for fire on June 3, 1960 originating at the
Pasco City Dump will be filed as soon as the necessary information is available. Motion made
by Kilbury, seconded by Grant to turn to City Attorney. Motion carried.
FRED E. MILLER - BUSINESS LICENSE REFUND:
Letter read from Fred E. Miller requesting refund of Business License fee paid to the City
to sell Pre -Built Homes since the information he has received from the Better Business Bureau'
in Portland, Oregon was not favorable.
Motion made by Kilbury, seconded by VanHoy to turn request to the Building Committee for
recommendation. Motion carried.
INDUSTRIAL DEVELOPMENT DIVISION - SALARY STUDY:
Letter read from Lloyd P. Kirry in regard to a comparative salary study completed by the
Pacific Northwest Chapter of the American Institute of Planners.
Motion made by Moore, seconded by James to turn to the Planning Commission of the Council
and the City Planning Commission. Motion carried.
RENTON-FRANKLIN DISTRICT BOARD OF HEALTH:
Letter read from Dr. Vernon E. Michael, District Health Officer, submitting the name of
Clifton Grabei to serve on the Benton Franklin District Board of Health. Mr. Graber was
nominated by the City of Kennewick to replace Don Visger. Motion made by Grant, seconded
by James to approve the appointment of Mr. Graber for the balance of the term of Mr. Visger
and ascertain why Pasco should not be represented. Motion carried.

RESIGNATION - CHARLES D. KILBURY FROM PLANNING COMMISSION:
Charles D. Kilbury submitted his resignation from the City Planning Commission.
Mayor Hicks suggested Ralph Oakley to succeed Kilbury o6 the Planning Commission.
Motion made by VanHoy, seconded by Moore that all appointments be submitted to the Councilmen
prior to the meeting. Motion carried.
REPORTS FROM COMMITTEES:
L. W. VAIL COMPANY REFUND ON LICENSE:
Request for refund for overpayment of license'fee presented by the City'Clerk at the June 7th
meeting was turned to the Building Inspector to check. Building Inspector Lovelace furnished
report on the square footage.
Motion made by VanHoy, seconded by Kilbury to turn to City Attorney for permissionLto refund.
Motion carried.

The following requests for purchases were presented:

STREET DEPARTMENT:

WATER DEPARTMENT:
Packing, keffilime, copper tubing, charts, plug,
repair parts, meters and drill set 1,429.07
Motion made by Thompson, seconded by Kilbury granting the requests as presented. Motion carried
by roll call vote of seven (7).
AIRPORT LEASES:
Two (2) leases presented by the Airport Committee as follows:
Pasco Rifle & Pistol Club
Bonneville Power Administration
Motion made by VanHoy, seconded by.Thompson approving leases for the Mayor's signature. Motion
carried.
BUSINESS LICENSE APPLICATIONS:
Seven (7) applications for Business Licenses presented as follows:

Motion made by Grant, seconded by JatfteS�approving applications for issuance. Motion carried.
LIBRARY RESURFACING:
Councilman Kilbury reported on the meeting held June 20th with George Thompson, Contractor and
the Library Committee. Committee has hopes that an amicable settlement can be arranged in the
near future.
STREET SIGNS:
Combs reports that the needed Street Signs have been ordered.

STREET OILING - CALL FOR BIDS:
Councilman Combs reported that the Street Committee had met.and p+;oposed a call for bids for
60,000 cu. yds, of street oiling.
Councilman Grant objected due to the fact he had not been informed of the study or the meeting
of the Street Committee and wanted time to study the specifications.
Councilman James also requested more time.
Art Milan, from the audience, asked who authorized the strip paving?
After discussion motion made by Combs, seconded by Moore that.bids be called for -the Street
Oiling for July 5, 1960. City Engineer to furnish the specifications. Motion carried 4 to 3.
Grant, James & Thompson voting "NoY Combs, Kilbury, Moore & VanHoy voting "Yes".
READING OF RESOLUTIONS:
RESOLUTION NO. 461:
A RESOLUTION TRANSFERRING THE SUM OF $2,860.00
FROM ASSISTANT CITY ENGINEER TO INSPECTOR UNDER
THE ENGINEER'S DEPARTMENT OF THE 1960 BUDGET OF
THE CITY OF PASCO
Motion made by VanHoy, seconded by Kilbury that Resolution No. 461 be read. Motion carried.

CONSTRUCTION FUND FOR THE STREET DEPARTMENT
Motion made by VanHoy, seconded by Thompson that Resolution No. 462 be read. Motion carried.
