Honorable Mayor Raymond Hicks presiding. Library Department The newly elected officials having been given the Oath of Office were seated. Park Department APPOINTMENT OF CLERK" Street Department Mayor Hicks appointed Charles D. Kilbury to serve as.Clerk due to the absence of the City Clerk Adah M. Perry. Cemetery Department ROLL CALL: Golf Course By Acting Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Charles D. Kilbury, Ken Moore Ed Thompson and T. R. VanHoy. City Attorney Richard G. Patrick and City Engineer George R. Fisher were also present. APPROVING THE MINUTES: Minutes of meetings held May 17th and May 31st, 1960. Motion made by VanHoy, seconded by James approving the minutes as written. Grant objected to the May 31st, 1960 as approved. He stated that the Mayor expressed opinion that the City would participate in the,payment of L. I. D. #65. Motion made by James, seconded by Grant to add this correction. Motion carried. (See Page 2887 - *** for correction) REPORTS FROM COMMITTEES: PURCHASES: The following purchasesrequests were presented forf.approval: WATER DEPARTMENT: Boxes, lids, fittings, hydrants, kemlime, chairs, meter lawn mower, air hose, pearl oil and tire reppir $ 6,980.79 CEMETERY DEPARTMENT: Cement, sickle and cutter bar, also roller bars 194.21 AIRPORT DEPARTMENT:, , Grinder, pumps, asphalt & equipment rental 609.39 SPRAY DEPARTMENT: Insecticide 439,50„ PARK DEPARTMENT: Assorted craft supplies & equipment, balls, rackets, nets, etc 182.00 BUILDING & ALTERATIONS: Material for shelves in basement 41.66 Councilman Combs questioned the Water Department purchases. No items were over $1,400.00 on the request. Motion made by Thompson, seconded by Kilbury approving.the requests as presented. Motion carried by roll call vote of seven (7). BILLS: Current bills against the City were presented as follows: Current Expense Fund $ 35,354.30 Water Department 20,756.81 Airport Department 11,519.56 Library Department 5,595.09 Park Department 5,377.70 Street Department 6,286.31 Yacht Basin 450.58 Cemetery Department 2,029.29 Golf Course 6,187.95 Firemen's Relief & Pension 29.00 Total for all departments $ 93,586.59 Motion made by Combs, seconded by James to pay all vouchers properly signed and approved. Motion carried by roll call vote of seven (7). PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 7, 1960 AIRPORT LEASES: Two (2) leases presented for approval as follows:, Tri City Limousine Service Edward J. Bishop U. S. Naval Reserve Motion made by VanHoy, seconded by Thompson approving the leases for the Mayor's signature. Motion carried. BUSINESS LICENSE APPLICATIONS: Eight (8) applications for Business License submitted as follows: Hartford Accident & Ind Co Lowry Jackson Aqua Blast & Steam Cleaning R. J. Gholar Shield's Landscaping Pre -Built Homes, Inc. A 1119 Hagerman 920 So. 9th Lewis & Illinois Spokane Spokane Motion made by Grant, seconded by Kilbury approving applications for issuance. Motion carried. MOTOR GRADER - CALL FOR BID REPORT: Combs recommends the acceptance of they Webb Tractor & Equipment Company bid on the Model 12 Caterpillar in the amount of $17,402.60 for the following reasons: 1) Only the No. 12 Cat- erpillar grader fully met all specifications without reservations or exceptions; 2) It was felt the high trade in values in the No. 12 reflect less loss --due to depreciation and we see no reason for this trend not to continue; 3) The immediate availability locally of repair parts and service would reduce down time to a minimum as delayis waiting for service men and/or parts from out of town would be eliminated. Don Allway of the Modern Machinery accused the Committee of collusion. Fred Redmon of the Webb Tractor & Equipment Company spoke on this equipment and is willing to furnish a non -collusion bond if necessary. Mobion made by Combs, seconded by VanHoy to accept the bid of Webb Tractor & Equipment Company in the amount of $17,402.60. Motion carried by roll call vote of seven (7). POLICE CAR- CALL FOR BID REPORT: Grant reports that the Police Committee accepted the bid from Central Ford Motors in the amount of $982.06. STREET COMMITTEE REPORT: Motion made by Combs, seconded by Moore that the City Engineer be instructed to draw plans and specifications for 24' L.B. S. T. to the full extent of the 1960 Budget item and also to prepare plans for the installation -on an experimental basis of dry wells for disposing of storm surface drainage. Motion carried by roll call vote of seven (7). WATER ORDINANCE STUDY: Motion made by Moore, seconded by VanHoy that the Water Superintendent and the -Water -Committee make a study of the present rate structure toward a revision of water rates and report back to Council. Motion carried 6 to 1. Grant voting "No". REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT Harry McCall stated that water rates were taken out -of his hands and put into the Council hands. Dan Smoot asked for meeting with the Council to discuss a labor contract. Jess Mast asked for a record from the Council allowing deductions to be made from salaries of the Police and Fire Departments. Motion made -by VanHoy, seconded by Moore that the City Clerk be authorized to make payroll deductions from the Police and Fire Departments for Accident and Hospital Insurance to New York Life Insurance Company. Motion carried. Fire Chief Cooney asked the Council's permission to hold the Washington State Fire College in Pasco in 1961. Motion made by Grant, seconded by James that the City extend an invitation to the Washington State Fire College & Conference to hold their 1961 College and conference in Pasco and that Fire Chief Cooney extend the invitation. Motion carried. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT 2 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 7, 1960 STREET SIGNS: Combs reported on the needed Street Signs. Approximately 160 signs need at a cost of $7.30 each. Motion made by Combs, seconded by Kilbury that the needdd signs be.purchased. Motion carried by roll call vote of seven (7). Motion made by Combs, seconded by VanHoy that Catch Basins be installed and connected to the Sanitary Sewer to drain the intersection at Francis & Sylvester. Estimated cost of the material is $100.00. Motion carried. COMMITTEE APPOINTMENTS: . Motion carried. WESTON SAND & GRAVEL INSURANCE: Combs reported that Weston Sand & Gravel Pit is up for sale and inquired about the Bond. City Attorney to check on status of bond and insurance. COMMUNICATIONS: CORPS OF ENGINEERS:(BOAT BASIN) A letter was read from Paul H. Symbol, Col, Corps of Engineers, submitting a bill"for $3,000.00 for gravel materials removed from the Pasco Boat Basin and stating that they have been instructed.to submit the matter to the General Accounting Office for collection. Motion made by Kilbury, seconded by Moore to refer this to the Park and Finance Committee for study and report. Motion carried. BOAT BASIN: A letter was read from Max K. Tysor to Richard G. Patrick stating that under Paragraph 6 of the Boat Basin License any profits shall be utilized in the further development of the area but in instances where the Licensee with local funds developed the area to the satis- faction of the District Engineer and when it has been determined that the licensed area has been fully developed they will recommend that the license be modified to approve the use of profits to defray costs. Letter ordered filed. L. I. D. #65; Letter read from James Gay of Weter, Roberts & Shefelman, giving instructions for proceeding with L. I. D. #65 and also furnishing ordinance to be used. Motion made by VanHoy, seconded by Grant that the City participate in L. I. D. 465 to the extent of $3,000.00. Motion carried. Motion made by James, seconded by Grant that the $3,000.00 be taken from Cum -Res. Perm. Street & Storm Sewer Construction Fund. Motion carried. ORIINANCE NO. 998: AN ORDINANCE ORDERING THE IMPROVEMENT OF N. MEAD AVENUE FROM THE NORTH LINE OF W. MARIE STREET TO THE SOUTH LINE OF W. COURT STREET, AND W. BROWN STREET -FROM THE EAST LINE OF N. iILINOISAAVENUEFTO THE WEST LINE OF N. PETITION FOR MERCHANT POLICE: Petition presented and signed by E. H. Kidwall and Jerry H. Burgess was read petitioning the City Council for permission to allow Verl V. Moon and Hugh P. Moon to act as Merchant Police. Motion made by James, seconded by Thompson to turn to Police Chief and Police Committee. Motion carried. CALL FOR BIDS ON L. I. D. #65: Motion made by Combs, seconded by Kilbury to call for bids on L. I. D. #65 construction to be opened on June 30th, 1960 at 11:00 A. M., by the Street Committee and the bid to be awarded at the regular meeting of the City Council on July 5, 1960. Motion carried by roll call vote of seven (7). PORT OF PASCO EASEMENT: Letter read from John Horrigan regarding request for an easement from the Port of Pasco to the City. Letter to be an acknowledgment that the Port of Pasco and its Commissioners recognize that the purchase was made subject to that easement of which the Port District has a copy. DELINQUENT BUSINESS LICENSES: A letter was read from Adah M. Perry submitting allist of licenses which are delinquent. The following were notified by the City Attorney to pay by June 7th or the matter would be turned to the Council for action: 0 K Tire Shop Kermit L. Neff Col Signal Service Motion made by Moore, seconded by James to turn matter to the Police Committee for action. Motion carried. BUILDING INSPECTOR'S REPORT: Building Inspector's Report for the month of May was read and ordered filed. REFUND -L. W. VAIL COMPANY: Letter read from Adah M. Perry requesting a refund in the amount of $15.00 for L. W. Vail Company account oyer -payment of license fee. Motion made by Grant, seconded by Thompson to turn to Building Inspector to check. Motion carried. PRO SHOP EXTRAS: Letter read from City Engineer George R. Fisher recommending the payment of $49.50 for installing pipe and drainage not called for in the contrac6 for the Pro Shop. Motion made by Thompson, seconded by Grant to accept the City Engineer's recommendation and allow the extra payment. Motion carried by roll call vote of seven (7). PRO SHOP - ACCEPTANCE OF CONTRACT: Letter read from City Engineer George R. Fisher recommending the acceptance of the Pro Shop as the Contract has been completed in accordance with the specifications. Tax Commission to be notified and retained per centage to be paid after the 30 day period has lapsed. Motion made by Combs, seconded by Thompson to accept the City Engineer's recommendation and notify the Tax Commission of completion of contract. Motion carried by roll call vote of seven (7). CALL FOR -BIDS - PICKUP FOR THE WATER DEPARTMENT: Letter read from Water Superintendent C. F. Whetsler requesting call for bids for new truck. Motion made by Combs, seconded by Grant to call for bids on pickup on June 21, 1960. Motion carried. WATER SERVICE TO JR. HIGHSCHOOL: Letter read from Water Superintendent C. F. Whetsler requesting permission to quote the following amounts to the Jr. High School located between Road 22 & Road 24 and Henry & Marie for Water service: Front Footage $4,829.40; Service Charge $764.40 and Hydrant $350.00. Making a total of $5,943.80. Motion made by Moore, seconded by Thompson that the Water Superintendent be permitted to quote the figures to the School District. Motion carried. 28ny2 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 7, 1960 GOLF COURSE REPORT: Report for the month of May, 1960 submitted by H. A. Wyman was read and ordered filed. MUSIC AT AIRPORT: Letter read from Airport Manager H. W. Parkinson requesting to be allowed to participate IF in the cost of the background music at the Airport. Cost to be $5.00 per month and has the Airport Committee's approval. Motion made by VanHoy, seconded by Thompson granting the request. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 999: AN ORDINANCE RELATING TO THE PUBLIC HEALTH AND SANITATION; PROVIDING FOR AND REGULATING THE COLLECTION, REMOVAL, AND DISPOSAL OF GARBAGE; AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK OF THE CITY OF PASCO, WASHINGTON, TO ISSUE AND EXCLUSIVE LICENSE TO 10HN DIETRICH d/b/a PASCO GARBAGE SERVICE FOR SUCH PURPOSES; REPEALING ORDINANCE NO. 785, AND ALL ORD- INANCES OR PARTS`OF ORDINANCES IN CONFLICT HEREWITH: AND PRO- VIDING PENALTIES FOR THE VIOLATION,IHEREOF Motion made by James, seconded by Grant to read Ordinance No. 999 by title only. Motion made by James, seconded by Grant to amend Ordinance No. 999. Under "License, Section 13"- add "subject to the approval of the Council"; also add the following under "Section 23, Page 10 of License" - "and further that as long as this license is in effect the licensee shall be obligated and required and hereby agrees to maintain and operate the dog warden service and maintain the public pound incident thereto". Motion carried. Motion made by James, seconded by Grant to adopt Ordinance No. 999 as amended. Motion carried. by roll call vote of seven (7). McCALL (from the Audience) brought up the matter of discrepancies in the Water Department and charges in the newspaper and asked what the Council wants to do about this. Mayor Hicks answered his question. ADIOURNMENT: Motion made by James, seconded by Thompson to adjourn to the next regular meeting, Tuesday, 8:00 P. M., June 21, 1960. Motion carried.
