SPECIAL MEETING COUNCIL CHAMBERS MAY 31, 1960
CALL TO ORDER:
Meeting called to order at 8:05 P.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, George A. Grant, Harold C. James, Charles Kilbury,
Ed Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick and City Engineer
George R. Fisher were also present.
SPECIAL MEETING FOR PUBLIC HEARING FOR OR AGAINST L.I.D. #65 AS PER RESOLUTION NO. 460
Hearing declared open by Mayor Hicks, Legal Notice of Resolution No. 460 was -read:
"CITY OF PASCO, WASHINGTON -- RESOLUTION NO. 460
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON,
DECLARING ITS INTENTION TO IMPROVE N. MEAD AVENUE FROM THE NORTH
LINE OF W. MARIE STREET TO THE SOUTH LINE OF -W. COURT STREET, AND
W. BROWN STREET FROM THE EAST LINE OF N. ILLINOIS AVENUE TO THE
WEST LINE OF N. ONEONTA AVENUE, BY THE CONSTRUCTION AND INSTALLATION
OF ASPHALTIC CONCRETE PAVEMENT 42 FEET WIDE CURB TO CURB; INCLUDING
CRUSHED ROCK BASE, CONCRETE GUTTER AND CONCRETE CURB WHERE NECES-
SARY AND STORM SEWER FACILITIES, INCLUDING CATCH BASINS, MANHOLES
AND ALL NECESSARY APPURTENANCES, AND TO CREATE A LOCAL IMPROVEMENT
DISTRICT TO ASSESS THE COST AND EXPENSE OF SAID IMPROVEMENT AGAINST
THE PROPERTIES SPECIALLY BENEFITED THEREBY; AND NOTIFYING ALL PER-
SONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENT TO APPEAR AND
PRESENT THEIR OBJECTIONS AT A MEETING OF THE CITY COUNCIL TO BE
HELD ON MAY 31st, 1960."
MERALD D. ELLIS' letter of protest was read.
DON ANDERSON spoke opposing Resolution No. 460. First, he asked about storm sewer trunk lines.
City Engineer answered questions, explained that this is a sewer continuation of L.I.D. #64.
Second; he asked why Oneonta from Brown to Court was not on petition. Mrs. Keene explained that
at the time of petition circulation, all property owners were against L.I.D. so it was not included.
LARRY PORTIER stated that he had recently purchased property in this area and discussed sewer
lines with the City Engineer and wondered why the assessments were higher than L.I.D. #64. This
was explained by City Engineer, George R. Fisher.
MRS. J; W. MC GOURIN, 1307 N. Mead inquired if the City would participate in L.I.D. #65 as they
did for #64.

MRS. D. H. GIBSON, 1403 N. Mead wanted to know how/final assessments on #64 ran over the esti-
mated cost of #64. City Engineer George R. Fisher reported between 5 and 7 per cent.
After all persons desiring to speak had been given the opportunity to do so, the Mayor declared the
hearing closed.
Additional filings will be received for thirty (30) days after passage of ordinance.
A 60% protest is necessary to stop -the program. A hearing will be held on the final assessment
roll for any adjustments. Ordinance to be ready for meeting June 7th, 1960.
ADJOURNMENT:
Motion made by James, seconded by Kilbury that the meeting adjourn until next regular meeting
June 7, 1960. Motion carried.

Grant objected to May 31st minutes as approved and stated that the Mayor expressed opinion
that the -.City would barticipate in the payment of L. I. D. #65. Motion made by James,
secondedr)by Grant to add this correction. Motion carried.
