Notice presented by Orville Olson. The Council approved this raise and have requested an ordinance and resolution be drawn. City Attorney advised the Council that according to two recent Attorney General's opinions garbage service can be provided in two different ways: 1) by contract after call for bids limited to one year; or 2) by license without call for bids limited to 2 years. Therefore, any renegot-iation of a 5 year contract would not be proper under these rulings. Under these circumstances, the City Attorney would be reluctant to draw any new ordinances unless in accordance with current rulings:, Councilman James states that there has not'been a raise since 1942 and that John Deitrich has improved his operation by establishing a new dump site, surfacing the road leading to the dump; adding new and up to date equipment besides all costs regarding garbage handling have gone up.
