REGULAR MEETING
CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
MAY 17, 1960
Meeting called to order at 8:15 P. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, Charles
Kilbury, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick and City Engineer George
R. Fisher were also present.
APPROVING THE MINUTES:

COMMUNICATIONS:
CENSUS COUNT - 14,348:
Motion made by VanHoy, seconded by Zier approving the
A letter was read from Adele H. Goss stating the substantially correct count for Pasco to be
14,348.
WAGE CLAIM - J. D. BROODER $933.00:
A letter was read from T. D. Peterson presenting a claim for $933.00 and making a demand upon
the City for that amount. Motion made by Grant, seconded by Kilbury that this be turned to the
City Attorney for study and action. Motion carried. City Attorney states he has a copy of the
claim and intends to deny the claim.
FIREMEN'S PENSION FUND ACTUARY:
A letter was read from G. Frank Waites regarding an actuary. He will be prepared to undertake
this assignment for a fee of $300.00 and could commence working on it soon as employee data is
received.
JOINT FACT FINDING COMMITTEE:
A letter was read from J. B. Hansen, Chairman, thanking the City for their -..p
resentation before
the Committee at a public hearing held in Yakima on April 9, 1960.
SUBLET SOUTH HALF OF HANGAR NO. 142:
A letter was read from H. W. Parkinson, Airport Manager, recommending that Loney Aviation
Compan*'s request to sublet be granted. Goddard's are conducting an electric appliance sale
May 13th to and including June 13, 1960. Motion made by VanHoy, seconded by Zier that the
request be granted subject to Liability Insurance satisfactory to the City Attorney. Motion
carried.
POLICEMEN'S BALL:
A letter was read from H. W. Parkinson, Airport Manager, stating that the School District
wishes to sublet the Gymnasium in Building No. 34 to the Pasco Police Department for the
annual Policemen's Ball on May 31, 1960 and recommending that this be allowed. Motion made
by VanHoy, seconded by Kilbury granting the request as the City Attorney states that the
Liability Insurance has been obtained. Motion carried.
FIRE COLLEGE - LYLE COONEY:
Fire Chief Cooney requests permission to attend the Fire & Arson Seminar at Portland Extension
Center on May 23 to 27, 1960 also to take three new firemen to the Fire College at Port Angeles
June 21 to 25, 1960; would also like to use the City Car. Motion made by VanHoy, seconded by
Thompson granting permission as requested and that he use the City Engineer's car. Motion
carried.

L. I. D. N0. 65:
Information on L. I. D. No. 65 presented by the City Engineer George R. Fisher to be consulted
by anyone desiring to so do. Contents as listed below: area to be included described by
boundaries and set out by additions, blocks, assessed valuation of land, assessed valuation of
improvements and out standing L. I. D. Assessments. Estimated construction cost is $22,500.00
Each property owner within the L. I. D. area was mailed a notice on May 9, 1960 informing him
of the amount to be paid by him. Copies are available at the City Clerk's Office.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
No one issued a statement of any kind.

HAROLD WYMAN, PARK SUPERINTENDENT REPORTS:
Mr. Wyman reports on Golf Course developments. From the opening to May 15, 1960, 1,100 rounds
of Golf have been played; $1,431.75 cash receipts and $590.00 in season tickets.
STREET SIGNS (NO REPORT):
Combs desired to have the City Engineer present. Two committees will meet on May 23, 1960;
(Street and Police). Fisher will notify.
GARBAGE ORDINANCE:
City Attorney was asked to report on Garbage Ordinance to be drawn following John Deitrich's
intention to seek an adjustment and re -negotiation of the present contract with the City to
allow an increase in the monthly rates for Garbage collection from $1.00 to $1.50. Notice
presented by Orville Olson. The Council approved this raise and have requested an ordinance
and resolution be drawn. City Attorney advised the Council that according to two recent
Attorney General's opinions garbage service can be provided in two different ways: 1) by
contract after call for bids limited to one year; or 2) by license without call for bids
limited to 2 years. Therefore, any renegot-iation of a 5 year contract would not be proper
under these rulings. Under these circumstances, the City Attorney would be reluctant to
draw any new ordinances unless in accordance with current rulings:,
Councilman James states that there has not'been a raise since 1942 and that John Deitrich
has improved his operation by establishing a new dump site, surfacing the road leading to
the dump; adding new and up to date equipment besides all costs regarding garbage handling
have gone up.
ADJOURNMENT:
Motion made by Kilbury, secq.nded by James to adjourn to 8:00 P. M., Tuesday, May 31, 1960 for
L. I. D. #65 hearing. Motion carried.
