HomeMy WebLinkAbout05-03-1960 Minutes` 2M, PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS MAY 3, 1960 CALL TO ORDER: Meeting called to order at 8:00 P. M. Honorable Mayor Raymond Hicks presiding. ROLL CALL: By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Charles Kilbury, Ed Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was absent. City Engineer George R. Fisher and Building Inspector R. B. Lovelace were present. APPROVING THE MINUTES: Minutes of meeting held April 19, 1960 were approved as wriktten. Motion so made by VanHoy, seconded by Thompson and carried. BILLS: Current bills against the City presented as follows. Motion made by VanHoy, seconded by Thompson that all vouchers properly signed and approved be paid. Motion carried by roll call vote of seven (7). Current Expense $ 27,177.22 Water Department 20,554.60 Park Department 5,308.12 Golf Course 10,318.25 Street Department 5,782.43 Airport Department 4,496.41 Cemetery Department 1,492.88 Library Department 3,551.61 Yacht Basin 8.30 Total for all Departments $ 77,689.82 COMMUNICATIONS: STREET GRADING AT MASONIC TEMPLE: A letter was read from the President of the Board, A. C. Northrup, regarding street and side- walk conditions around the Temple. Grades were established low owing to the hazardous con- dition and respectfully request that your attention be given to this matter. Following a short discussion with C. F. Grigg motion was made by Combs, seconded by Thompson to turn this to the Street Committee to bring in recommendation at the next meeting. Motion carried. Combs stated that he did not favor surfacing or paving Sylvester by L. I. D. account this being an arterial. REFUND - GRAVE PURCHASE - Mr. LOWTHER: A letter was read from City Treasurer Mary Ellison stating a request had been received from Mr. Lowther for a refund for a grave purchased in 1944; he paid $50.00 at that time but now wishes to receive market price which is $85.00. Motion made by Thompson, seconded by Grant that upon the surrender of a purchase certificate or certified relinquishment a refund in the amount of $50.00 be issued by the Treasurer. Motion carried by roll call vote of seven (7). AIRPORT RELEASE - LESTER J. PIRO: A letter was read from H. W. Parkinson recommending that Mr. Piro's lease be terminated effective April 30, 1960. Motion made by VanHoy, second6d by Thompson toterminate lease for Mr. Piro as recommended by the Airport Manager. Motion carried. AIRPORT LEASE - SUPERIOR MANUFACTURING & EQUIPMENT COMPANY: A letter was read from the Airport Manager stating that the Airport Committee favors recommending that the City Attorney be instructed to collect $775.00 delinquent rent from the Superior Mfg and Equipment Company or evict this tenant from Building No. 40. A history of this Company's method of past payments was attached to the letter; each Councilman has a copy. Motion made by VanHoy, seconded by Combs that the City Attorney be instructed to collect $775.00 immediately or attach the personal property of the Superior Mfg & Equipment Company. Motion carried. SEWER LINE EASEMENT - PASCO ENGINEERING DEPOT: A letter was read from Max K. Tysor, Chief, Real Estate Division, with reference to the easement right-of-way within the Pasco Engineering Depot. The underlying land has been deeded to the Port of Pasco subject to Pasco's easement right. As the U. S. has no interest in the land any further reference to this easement should be made directly to the Port of Pasco. WATER SERVICE REOUESTED FOR RIVERVIEW TERRACE ADDITION: A letter was read from Water Superintendent C. F.Whetsler stating that Mr. Pat Morgan has requested water service to his property in Franklin County, Riverview Terrace Addition, Block 1, Lots 10, 11 & 12; Block 4, Lots 7, 8 & 9; cost of installation will be $3,388.54; over $2,300.00 would represent material. Motion made by Zier, seconded by Combs authorizing the installation. Motion carried. v 2821 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS MAY 3, 1960 CONSULTING ACTUARIES: A letter was read from G. Frank Waites informing Mr. Fisher that he had not as yet heard of any other city contemplating this service or study. Expects to be writing again soon about this aame matter. SIDEWALK INSTALLATION: R. B. Lovelace requested permission to have sidewalks installed on Court Street, Block 12, Lots 40, 41, 42, 43, 33, Sylvester Second Addition, S. W. Corner at Arthur and Court and the West 200 ft. of Ludwig Additl6n, S. E. corner of Arthur & Court. The costs would be charged against the property owner; the ;approximate cost of both locations would be $863.25. Motion made by Grant, seconded by James that this be turned to the Street Committee to re- port back at next regular meeting. Motion carried. WATER SERVICE REQUESTED IN THE COUNTY ON ROAD 40: Roy Shew has requested of the Water Superintendent that Water service be extended in Nixon Street west of Road 40 to serve his property. Estimated cost $2,594.52; materials $1,890.00. Motion made by Zier, seconded by VanHoy granting request for this extension. Motion carried by roll call vote of seven (7). RESOLUTION NO. 460, L. I. D. 465: Motion made by Thompson, secori"ded by Grant that Resolution No. 460 be read. Motion carried. Resolution No. 460 was read in full. Motion made by Grant, seconded by Thompson that Resolution No. 460 has been read in its entirety. Motion carried. Motion made by Grant, seconded by Zier to adopt Resolution No. 460. Motion carried. 2agg REGULAR MEETING APPOINTMENTS: PASCO, WASHINGTON COUNCIL CHAMBERS MAY 3, 1960 At this time Mayor Hicks appointed Robert Worley to succeed himself on the Patk Board, term expiring May 17, 1963. At this time Mayor Hicks appointed Arthur Glasow to succeed himself on the Planning Commission for a term of six (6) years which will expire April 7, 1966. Motion made by James, seconded by Combs approving the Mayor's appointments. Motion carried unanimous. STREET COMMITTEE - CHAIRMAN COMBS: Oiling program - no report STREET SIGNS: Chairman Combs reports approximately $1,200.00 in the Street Sign allocation. A list of locations needing signs was furnished by the City,Engineer George R. Fisher showing 150 locations where four-way streets are needing signs. Approximately $1,200.00 would take care of this for sign purchase only. The second list shows other four-way street signs that are needed. Holding a meeting with the Police and Street'Committee present to select locations where they would do the most good.f Motion made by Combs, seconded by VanHoy that this matter be turned to the Street and Police Committee with the Chief of Police present to conduct a study and report back to the Council. Motion carried. GARBAGE CONTRACT NEGOTIATION REQUESTED ON RATES: Councilman James reports favoring a 50C raise in garbage collection fees as the present fee of $1.00 has continued since 1942; this raise would establish a minimum of $1.50 per month. Motion made by James, seconded by Grant approving the 50(,% increase per month continuing through the remaining 5 year period of the contract contingent upon the City Attorney's opinion, if by Resolution, Ordinance or motion. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS MAY 3, 1960 AIRPORT SIDING: Councilman VanHoy reports the Committee awarded the bid to Western Materials Inc. as they submitted the lowest and best bid in the amount of $6,386.87. PAY ROU FORMS; Councilman Combs suggested that a new form be obtained; he thinks that another time keeping, form or system would be more understandable. New forms and methods will probably be needed or used when the Bookkeeping Machine is in operation. CITY PROPERTY - GANTENBEIN'S ADDITION: Councilman James reports the Committee favoring the rezoning of Lots 5 to 13 inclusive, Gantenbein's Addition. The City owns property within the 200' area and is therefore requested to sign the petition. Motion made by James, seconded by Zier authorizing the Mayor to sign the petition. Motion carried. MOTOR GRADER PATROL: Councilman Combs reporting on bids received on a Motor Grader Patrol says that the Committee decided to reject all bids and re -advertise. Motion made by Combs, seconded by, Kilbury to reject all bids and re -advertise for Tuesday, 8:00 P. M., May 17, 1960. City Engineer to furnish the specifications.. Motion carried. BUILDING INSPECTOR'S REPORT: R. B. Lovelace submitted the April 1960 report. ADJOURNMENT: Motion made by Kilbury, seconded by Combs to adjourn to Tuesday, May 17, 1960. Motion carried.
