HomeMy WebLinkAbout04-19-1960 MinutesPASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS APRIL 19, 1960 CALL TO ORDER: Meeting called to order at 8:00 P. M. by Honorable Mayor Raymond Hicks. ROLL CALL: By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Charles D. Kilbury, Ed Thompson, T. R. VanHoy and David Zier. Also present were City Attorney Richard G. Patrick and City Engineer George R. Fisher. APPROVING THE MINUTES: Minutes of meeting held April 5, 1960. Councilman Grant noticed that one item was omitted from the minutes - "Tabulation of bids on Radio Station Equipment and Mobile Radios". Clerk states that this correction will be made. Motion made by Grant, seconded.by James approving minutes as corrected. Motion carried. COMMUNICATIONS: PASCO HOTEL MODERNIZING FRONT ENTRANCE: A letter was read from Albert A. Allen asking permission to construct the entrance with approximately the same dimensions as now, which may involve intruding on the present side- walk about 4 inches. The City Attorney suggested that a survey be made before action is taken. Motion made by Grant, seconded by Kilbury that the City Engineer, with the Street Committee and City Attorney review the situation. City Attorney states that a hold harm- less agreement will have to be filed with the City if the encroachment is allowed. Motion carried. PAVING 1700 BLOCK ON ONEONTA: A letter was read signed by eight (8) property owners requesting that the City pave Oneonta Street in the 1700 Block and the adjoining Street of Agate both need improvement. Street signs were also requested for two corners. Motion made by Combs, seconded by Kilbury to turn this to the Street Committee. Motion carried. Report on signs at the next regular meeting. REZONING FROM R-2 TO M-1, LOTS 4 TO 13 INC. - BETWEEN 5th & 6th, GANTENBEIN"S ADDITION: Harry A. Lee & petitioners request an approving signature indicating approval of the rezoning area of property to be rezoned. The petitioner is trying to get 51% of property in this 200' area, which is the amount necessary before petition can be presented to the Planning Commission. Motion made by Grant, seconded by Kilbury to turn this to the property Committee of the Council and report back at the next regular meeting. Motion carried. WASHINGTON STATE UNIVERSITY, PULLMAN, WASHINGTON: A letter was read from the Division of Industrial Research - G. A. Riedesel and Bruce Johnson - thanking the Mayor for effort and interest in furnishing a Street need study and report, with special thanks to the City Engineer George R. Fisher for his excellent report and for getting it out early. TRI -CITY POWER KART ASSOCIATION: A letter was read from Robert B. Willson and Roy C. Kelley thanking the Mayor and Council for their assistance in helping with the benefit race for muscular distrophy. NEW CAR BID - POLICE DEPARTMENT: A letter was read from Police Chief A. L. McKibbin requesting permission to call for bids for a new car and trade in the Rambler Rebel. Motion made by Grant, seconded by James authorizing call for bids on Tuesday, 8:00 P. M., May 3rd, 1960. Motion carried. BUILDING ASSOCIATION INC: Have requested the Pasco Water Department to install a 2" galvanized water line from Court Street down Road 28, approximately 569' to serve a building to be constructed. The Assessment charge would be $2,038.77 and Water Department cost of the 2" line would be about $560.00. Motion made by James, seconded by Grant to turn this to the Water Committee with power to act. Motion carried. PACIFIC NOWTHWEST SECTION OF THE AMERICAN WATER WORKS ASSOCIATION: George R. Fisher, City Engineer and C. F. Whetsler, Water Superintendent, request permission to attend this convention in Portland, Oregon., May 4th to 7th, 1960. Motion made by Thompson, seconded by Zier granting permission to attend as requested. Motion carried. WASTE RECEPTACLES: A letter was read from John Dietrich stating his intent to furnish Liability Insurance; keep the receptacles in a clean and sanitary condition; replace as needed and empty regularly. The only printing will be "Courtesy of Pasco Garbage Service, Li 7-4452". This service will be without cost to anyone. Motion made by VanHoy, seconded by Kilbury that the proposition be granted with approval of the City Attorney. Motion carried. 2877 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS APRIL 19 1960 I REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT TO HEAR FROM THE PUBLIC CENTRAL LABOR COUNCIL: Gayle Wineriter stated they were interested in hearing the decision reached following the meeting held April 7, 1960. Motion made by Zier, seconded by Thompson reaffirming the decision of the Council-. Discussion followed. Zier and Thompson withdrew the unfinished motion. Motion made by Zier, seconded by Thompson upholding the decision of the Water Superintendent in discharging Fleming. Motion carried by roll call vote of 5 to 2. Combs voting -No; Grant -Yes; James -Yes; Kilbury-No; Thompson -Yes; VanHoy-Yes and Zier-Yes. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. RADIO STATION -EQUIPMENT AND RADIOS: Motion made by Grant, seconded by VanHoy recommending the acceptance of the low bid submitted by the.General Electric Company in the amount of $9,092.60. Motion carried by roll call vote of seven (7). FOGGING MACHINE: Motion.made by Thompson, seconded by VanHoy to accept the low bid of VanWan Fog Equipment Company in the amount of $2,318.56. Motion c4rried by roll call dote of seven (7). DUMP ROAD: Councilman James reports the second treatment will be put on the new dump road tomorrow. 287"9 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS APRIL 19, 1960 f� DEPARTMENT OF HIGHWAY INTERUM COMMITTEE: A meeting was held in Yakima on Tuesday, April 19, 1960. George R. Fisher, H. C. James, Wendell Brown and H. Kidwell attended the meeting. James and Brown commented on the meeting as being well attended. Nct getting enough money seemed to be the unanimous complaint. Rush- ing the by-pass problem for early action was suggested., ADJOURNMENT: Motion made by Kilbury, seconded by Zier to adjourn to next regular meeting, Tuesday, 8:00 P. M., May 3, 1960.
