PASCO, WASHINGTON
CALL TO ORDER:
Meeting called to order at 8:00 P. M., by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Members present were C. R. Combs, G. A. Grant, H. C. J-ames, Ed Thompson, T. R.
VanHoy and David Zier. Charles D. Kilbury, after taking the Oath of Office, was seated
at the Council table. Motion so made by James, seconded by VanHoy that Kilbury be appoint-
ed to finish 0. C. Adam's term. Motion carried unanimous. Kilbury being elected in the
March General Election as Councilman for 4 year term will start his term on June 7, 1960.
APPROVING THE MINUTES:
Minutes of meeting held March 15, 1960. Motion made by VanHoy, seconded by Thompson approving
the minutes as written. Motion carried.
BILLS:
Current bills against the City were read as follows. Motion made by VanHoy, seconded by
Zier that all vouchers properly signed and approved be paid. Motion carried by roll call
vote of seven (7).

COMMUNICATIONS:
ANNEXATION - PASCO YACHT BASIN AREA:
A letter was read from John B. Owsley stating the advantages to, be obtained if the above
mentioned area was in the City limits. Motion made by VanHoy, seconded by Thompson that
the City Attorney contact the Corp of Engineers regarding the status of this movement .
also that he be furnished a copy of Owsley's letter. Motion carried.
nCASCADE BROADGASTINQ GOMPAN)d - GOLF COURSE OPENING:
A letter was redd from Dale Hall stating this is really a wonderful opportunity for
publicizing the City and Port of Pasco. Propositions were itemized.. Harold Wyman said
there was no money available for this sort of expenditure. Motion made by Grant, seconded
by James that this be turned to the Park Committee. Motion carried. (Thompson, Grant & James)
WESTSIDE'SUPER MARKET (DEBRIS):
A letter was read from H. J. Muri, 1931 W. Ruby, relative to debris blowing from the Wastside
Super Market on their lawn; a fence to retain this rubbish was suggested. Mayor stated that
he would write a letter to the store requesting this condition be corrected.
STREET LIGHT REQUESTED (POPLAR-& LINCOLN DRIVE):
Dale M. Pierson, 904 Lincoln Drive would like to have a street light installed on or near
the corner of Poplar and Lincoln Drive. This request will be placed on the light installa-
tion .program.
AIRPORT SIDING:
A letter was read from Airport. Mangger H. W. Parkinson requesting authorization to call for
bids on siding materials in the amount of, approximately $6,868.68 on Tuesday, 8:00 P. M.,
April 19, 1960. Motion made by VanHoy, seconded by Kilbury authorizing the Call for Bids
as requested. Motion carried.
REFUND - AIRPORT:
John Bourn has asked that his lease be terminated April 1, 1960 and refund in the fnoum of
$35.00 for advance rent. Motion made by Kilbury, seconded by James accepting the recommend-
ation of the Airport Manager to terminate the lease and issue refund in the amount of $35.00.
Motion carried by roll call vote of seven (7).
REFUND - TRI CITY LUMBER COMPANY:
City Clerk wishes to refund $10.36 to the Tri City Lumber Company account over payment on
City Business License. Motion made by Grant, seconded by James authorizing the refund as
requested in the amount of $10.36. Motion carried by roll call vote of seven (7).

AIRPORT HOME SHOW:
Walker Motor Company, Smith Truck & Tractor, Kirk's Marina and Loney Aviation wish to sublet
their sections of Hanger No. 142 to the Annual Home Show. Airport Manager recommends that
this be granted subject to proof of having Liability Insurance in amounts satisfactory to
the City -Attorney. Motion made by -James, seconded by Zier accepting the recommendations of
the Airport Manager. Motion carried.
FRANKLIN COUNTY PLANNING COMMISSION .(GARBAGE DUMP):
A letter was read from Evan C. Allstrom, Secretary, protesting the closing of the City Dump
on Sundays. The dump is operating on a seven day basis.
NORTHWEST GAS INSPECTOR'S MEETING:
R. B. Lovelace, Building Inspector, requests permission to attend this meeting to be held in
Wenatchee and use the City Car. Motion made by James, seconded by Kilbury granting the request.
Motibn carried.
DEPARTMENT OF CIVIL DEFENSE:
A letter was read from Charles C. Ralls, Director, stating that Chief of Police A. L. McKibbin
has been elected by the other Chiefs of Police in District No. 3 to represent them on the State
Civil Defense Law Enforcement Committee. First meeting to be held March 22 at 9:00 A. M. at
Olympia, Washington.
ELLIOTT ADDRESSING MACHINE:
A letter was read from C. F. Whetsler stating he had received an offer from the Elliott
Addressing Machine Company offering $100.00 for the old machine which is no longer being
used and recommends that the sale be made. Motion made by VanHoy, seconded by Kilbury
authorizing C. F. Whetsler to make the sale as stated. Motion carried.
L. I. D. 465:
A letter was read from City Engineer George R. Fisher requesting authority to employ Weter,
Roberts & Shefelman to prepare the Resolution of and Ordinance to set up L. I. D. 465 for
improving Mead Street from Marie to Court and Brown Street from Illinois to Oneonta so that
same can be presented for passage on April 19, 1960. Public Hearing could be set up within
the first ten days of May; then if the hearing is favorable a call for bid could be advertised
for opening early in June 1960. Motion made by VanHoy, seconded by Thompson authorizing the
City Attorney to negotiate with Weter, Roberts & Shefelman regarding employment. Motion
carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
CENTRAL LABOR COUNCIL:
A letter was read from L. •R. King, President, regarding the firing of city employee Bob Fleming
and a hearing to be held by the City. Council. Mr. Wineriter spoke about the meeting; he thought
both sides of the issue should have been present. He was informed that the entire Council held
a meeting to discuss several items and this question was discussed. The Council by unanimous
understanding supported C. F. Whetsler. Mr. Wineriter wants another meeting held ; he stated
that Fleming should be heard as the Superintendent's reason for the firing is not clearly under-
stood. FoIlowing 'a discussion George Kilbury requested to poll the Council individually. Same
was granted. Wineritei requested an open meeting. Motion made by Kilbury that this be done.
Combs said; "No"; Thompson said,: "No". Discussion continued. Motion lost for want of a second.
Holding a meeting whereby Fleming, with witnesses and City representatives could be heard and
both sides to be aired. Combs - Yes; Thompson - Yes; Kilbury - Yes; Zier - No; Grant - No;VanHoy-Yes
James - Yes. Motion made by Kilbury, seconded by James to hold the meeting at 8:00P. M., at
the City Hall on Thursday, April 7, 1960. Motion carried. Mayor will call meeting.
This is not to be a public meeting and City Attorney states that no decisori can'be
Maden at this meeting. Every one present desiring to be heard was given the opportunity.
JAMES D. BROODER - TERMINATED:
A letter was read from George R. Fisher, City Engineer, to J. D. Brooder informing him that
his services will be terminated as of April 15, 1960. J. D. Brooder's letter to George R. Fisher
stating he can not accept the notification of termination as he feels he is not guilty of the
accusations stated -"lack of progress on jobs which should have received high priority and
general lack of cooperation". Brooder was present and protested the dismissal. No action taken.
;REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT.
CLAIM ROBERT NESS - AIRPORT:
Claim presented by Lonex Westland & Koontz against the City for damages in the amount of $2,500.00
was read. Motion made by Kilbury, seconded by Thompson that this be referred to the City Attorney.
Motion carried.
BIDS - RADIO BASE STATION & 14 MOBILE RADIOS:
Two (2) bids, received as follows:
MOTOROLA -- (alternate, $10,573.00) -- $ 9,204.00
GENERAL ELECTRIC -- 9,092.60
Motion made by Thompson, seconded by Grant to turn bids to Fire and Police Chiefs, Police Committee
and representatives of both companies bidding. Report at next regular meeting. Motion carried.

Motion made by VanHoy, seconded by Thompson authorizing the Mayor to sign lease. Motion carried.
BURROUGHS BUSINESS MACHINE:
VanHoy reports for the Committee on the Accounting Machine Bids.:
In comparing the quotations on the Burroughs F 1506 and the National 34-188-10(18DP)
26" S/P 10"/16":
The Burroughs machine provides a capacity of 19 totals of 12 digit capacity;
the National machine 17 totals of 10 digit capacity. The Burroughs machine
typewriter provides protection to the.type by locking when not in typing
position and the company has included in the bid a chargeable extra for
automatic mechanical rejection of old account balances worth $59.28. The
Burroughs annual service charge is $5.90 less than the National Contract.
In view of the above comparisons it is recommended by the committee that
Burroughs Bid on the Model F 1506 be accepted for the following reasons:
1) The maximum number of totals is needed to provide for future
expansion of the presently planned system of accounting.
2) The average cost per total is $342.94 for Burroughs and $378.81
for the National Machine.
3) The lesser cost of the annual servicd charge.
4) The inclusion of a $59.28 optional chargeable item in the
Burroughs bid.
5) The $76.14 difference in the base bid when reduced by $59.28
for the optional feature, and by considering the $5.90 lesser
annual service charge results in a lesser cost for the Burroughs
after three years of service contract which is somewhat less
than the expected term of usage of this machine.
Motion made by VanHoy, seconded by Kilbury to purchase the Burroughs Machine F 1506 in the
amount of $6,661.46. Motion carried by roll call vote of seven (7).

MERCHANT POLICE (BILL W. WALLACE):
Councilman Grant reports for the committee on Merchant Police. Following a few words with
McKibbinm motion was made by Grant, seconded by Kilbury that Wallace be granted permit to
operate under Ordinance No. 554. Motion carried.
CASCADE NATURAL GAS COMPANY:
Request to install a 2" gas line to serve Block 4, Stadium Park Addition. Motion made by
Grant, seconded by Kilbury that the requast be denied, and Ordinance complied with. Motion
carried.
MOTOR PATROL GRADER FOR STREET DEPARTMENT:
George R. Fisher requests permission to call for a motor patrol grader. Motion made by
Combs, seconded by Thompson to call for bids as requested on Tuesday, 8:00 P. M., April
19, 1960. Motion carried.
GOLF COURSE LAVATORY & PRO -SHOP:
Councilman Thompson reports that the lid award was.granted to Ken Cross, Mounted Route No. 2,
Pasco, account submitting the lowest and best bid on the Lavatory and Pro -Shop construction.
COMPRESSOR & ACCESSORIES - WATER DEPARTMENT:
Reporting on bid. Councilman Zier reports the bid awarded to Western Machinery Company of
Spokane account submitting the lowest and best bid in the amount of $6,613.88.
IRRIGATION TO ROAD 22 & 23:
Committee needs more time to study the situation.
�%.E]IrH ROE - WASTE CANS:
Mr. Roe was informed that the Council favors giving the contract or agreement to John Dietrich.
Mr. Dietrich to furnish his proposition for study. Motion made by Combs, seconded by Kilbury
that John Dietrich submit in writing his proposal. Motion carried.
SYLVESTER PARK -FOR LIBRARY LOCATION:
Ed Thompson reports that after reviewing the deeds signed by Z9,AZA & W. A. Chute and S. L.
Stewart deeding all property now occupied by Sylvester Park to the City of Pasco "To be
exclusively and forever held and used for Park & Public Playgrounds" and recommends that
it remain as such.
ALLEY BLOCKED BETWEEN PEARL & JAY -],KELLY ADDITION:
City Engineer George R. Fisher reports.the north and south alley at the above location is
obstructed by a Wash house owned by Mrs. Webster. It was decided that Fisher write the property
owner to remove the structure. In case they are reluctant to comply to turn to the City Attorney
for proper action.
HEALTH DEPARTMENT -- FOGGING MACHINE:
Reporting on Bids. Motion made by Thompson, seconded by VanHoy to accept the low bid of
Van -Wan Fog Equipment and Supply in the amount of $2,318.56. Motion carried.
