ROLL CALL: MARCH 15, 1960 By Clerk. Councilmen present were C. R. Combs, H. C. James, Ed Thompson, T. R. VanHoy and David Zier. Absent George A. Grant, City Attorney Richard G. Patrick, City Engineer George R. Fisher and Building Inspector R. B. Lovelace were present. APPROVING THE MINUTES: Minutes of meeting held March 1, 1960 were approved. Motion so made by VanHoy, seconded by Combs and carried. B ILLS: Election expense and Lee Hoffman Inc. vouchers were approved as follows: Election labor $ 1,155.50 Poll rentals 75.00 Lee Hoffman Inc. 3,967.45 Total for all bills $ 5,197.95 Motion made by Thompson, seconded by Combs that the amount of $3,9:67.45, being the final percent of retained fee for Lee Hoffman be paid as recommended by the City Attorney. Motion carried by roll call vote of five (5). Motion mdde by Combs, seconded by Thompson approving the election vouchers for payment as presented. Motion carried by roll call vote of five (5). COMMUNICATIONS: TRANSFER: A letter was read from City Treasurer Mary L. Ellison requesting a transfer of $1,022.18 from the L. I. D. #64 Construction Fund to Current Expense Fund as all the accounts against the L. I. D. Fund have been paid. Motion made by VanHoy, seconded by Zier authorizing the trans- fer as requested. Motion carried. REFUND - HARRY WORRELL, $7.50: A letter was read from the City Clerk requesting a refund for Mr. Worrell in the amount of $7.50 account overpayment on the 1960 Business License. Motion made by Zier, seconded by James authorizing the refund. Motion carried by roll call vote of five (5). GRADING CARTMELL STREET BETWEEN CHASE & MERIDIAN: A letter was read from City Engineer George R. Fisher stating Jack Hamann is requesting this grading in Block 1, Star Addition so he can build a warehouse and garage for his vehicles. Motion made by Zier, seconded by Grant to turn this to the Street Committee for report at next regular meeting. Motion carried. WATER DRAINAGE,JIRVING & MURRAY: A letter was read from City Engineer George R. Fisher stating Mr. Crater of 1103 Irving is requesting necessary drains to eliminate water standing at the intersection of Irving & Murray. Motion made by VanHoy, seconded by Thompson to turn this to the Street Committee for report at next regular meeting. Motion carried. CASCADE GAS: A letter was read from City Engineer George R. Fisher stating the Cascade Natural Gas Company has requested permission to extend a 2" gas line to serve Block 4, Stadium Park Addition. A sketch of this operation attached to letter. Motion made by Combs, seconded by Zier to turn this to the Street Committee. Motion carried. URBAN FEDERAL AID: A letter dated March 4, 1960, from Charles J. Winger, Chief, Airports Division, was read stating that the City had requested to participate in the Federal Aid Airport Program and that the Administrator has allocated $51,237.00 under the terms of the Federal Airport Act for a project at the Pasco Airport for a development to extend runway 2L -20R (500' x 150') including lighting relocations. Fund authorization will become available July 1, 1960. For information regarding specific requirements necessary for Project Application contact Charles W. Drew, District Airport Engineer„ FAA Building, Box 18, Boeing Field, Seattle, Wn. Airport Manager has a copy of this letter.* No action necessary. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS MARCH 15, 1960 WESTERN DISPLAY COMPANY: A letter was read from Keith Roe with the Western Display Company requesting permission to situate waste receptacles at various locations throughout the shopping district of Pasco. Will furnish Liability Insurance coverage; pay for rubbish collection, keep painted, clean and in a sanitary condition at all times. Motion made by Zier, seconded by Combs to turn this to the Police Committee and LVhief for report at next regular meeging. Motion carried. City Attorney is interested in the amount•of insurance•to•be furnished. BILL W. WALLACE, MERCHANT POLICE: A letter was read from the Sheriff at Kelso, Merle D. Bevins, submitting information and reference favoring Billie W. Wallace for Merchant Police; characker commendable in all respects. Motion made by VanHoy, seconded by Zier to turn this to the Police Committee for report at next regular meeting. Motion carried. INSURANCE: Society regarding deductions from A letter was read from Robert Mallow, Field Representative for. the Equitable Life Assurance./ Employees salaries. Motion made by James, seconded by Combs that the Council go on record as approving payroll deductions for insurance pending the installati6n of bookkeeping machine operation. Motion carried. Motion carried. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS MARCH 15, 1960 REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. LABOR UNION: Gayle Winewriter, Union representative, spoke to the Council relative to Robert J. Fleming Water Department employee being discharged.on March 15, 1960 without cause other than "didn't fit in". Following discussion motion made by Combs, seconded by James to turn this to the Water Committee for investigation and report. Motion carried. MRS. J. W. ARMSTRONG, 928 So. 10th: Mrs. Armstrong protested to the Council relative to penalty clause on the Business License Ordinance No. 990. In conclusion motion made by Combs, seconded by Thompson that in all. cases pertaining to Business Licenses to abide by the Ordinance No. 990 on the penalties. Motion carried.unanimously. He was advised that the City Business License was for revenue purposes only. No State law enforcement provided for. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT REPORTS FROM OFFICERS: PURCHASES: One request submitted: WATER DEPARTMENT: Valve, tee, bend & paint $ 300.27 Motion made by Thompson, seconded by Combs granting authority to purchase. Motion carried by roll call vote of five (5). RADIO FREQUENCY: Chief of Police McKibbin asked permission to call for bid on this Government Frequency Radius Equipment for the City of Pasco. Motion made by VanHoy, seconded by Zier authorizing Chief McKibbin to call for bids as requested on Tuesday, 8:00 P. M., April 5, 1960. Specifications to be furnished by the Chief. Motion carried. CITY PROPERTY, BL@CK 11, RIVERSIDE ADDITION: Councilman James reports on this property desired by the Preston Tractor Company: They requested to rent for storage purposes and now they wish to purchase.
