REGULAR MEETING COUNCIL CHAMBERS MARCH 1, 1960
CALL TO ORDER:
Meeting called to order at 8:05 P. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R.
VanHoy and David Zier. Also City Attorney R. G. Patrick and City Engineer George R. Fisher
were present.
APPROVING THE MINUTES:
Minutes of meeting held February 16, 1960 were approved. Motion so made by James, seconded by
Combs and carried.
BILLS:
Current bills against the City presented and read as follows. Motion made by Grant, seconded by
James that all vouchers properly signed and approved be paid. Motion carried by roll call vote
of six (6) .

A letter was read from Norman C. Conaway, District Manager, requesting the City to grant a
10' easement for the installation of a 2" line to serve the United Builders Homes on the West
side of Richardson Street. The Easement would be on Lot 10, Block 1, Richardson Addition
which is now a part of Richardson City Park. Motion made by Combs, seconded by Grant to turn
this to the Park Committee and the City Engineer. Motion carried.
SEWAGE WORKS SHORT SCHOOL:
A letter was read from Emil C. Jensen of the State Department of Health, stating the Seventh
Biennial Sewage Works short school will be held Thursday and Friday, March 17 & 18, 1960 at
More Hall, University of Washington, Seattle. He urges officials and operators to attend.
Motion made by VanHoy, seconded by Thompson authorizing Whetsler or who ever he.may appoint
to attend. Motion carried.
TITLE TRUST BUILDING EXIT FOR BASEMENT:
A letter was read from W. P. Brown in behalf of Sid Carl and Irving Walleston, owners of the
building, stating that they propose to use an existing window well on the wall of the building
for a door exit. Motion made by Zier, seconded by Grant approving the proposition as stated
in request. Motion carried.
FUNDS TO BE INVESTED IN GOVERNMENT SECURITIES:
A letter was read from the Finance Committee Secretary Mary Ellisdn stating that the Finance
Committee requests approval to invest approximately $2,000.00 Water -Sewer Reserve Account, 1954
and $20,000.00 Water -Sewer Reserve Account 1957 and L. I. D. 463, approximately $25,000.00, all
in Government Securities. Motion made by Combs, seconded by Thompson authorizing the City Treas-
urer to invest cash funds in Government Securities as requested by the Finance Committee. Motion
carried.
BLOW SAND AT AIRPORT:
A letter was read from the Airport Manager H. W. Parkinson stating a large accumulation of blow
sand near the north edge of Runway 2-L-2OR creates a hazzard. FAA specifications show that 250'
distance from the runway C/L is to be free of obstruction. Removal would cost approximately
$600.00. Motion made by Combs, seconded by Thompson authorizing the Airport Manager to have
the sand pile removed. Motion carried.
CAFE LEASE TO BE TERMINATED:
H. W. Parkinson states that Mr. & Mrs. Roy White have sold their Cafe and request that their
lease be terminated as of February 29, 1960. Motion made by VanHoy, seconded by Grant to
terminate the White Lease as of February 29, 1960 and accept transfer to new operators. Motion
carried.

TAMES HICKOX LEASE RELEASE:
Mr. Hickox wishes to be released from his lease on Building No. 139 effective February 29,
1960; says that he will pay delinquent rent immediately in the amount of $100.00; another
rentor is available. Motion made by Grant, seconded by James accepting the recommendation
of H. W. -Parkinson to release Mr. Hickox from the 16ase. Motion carried.
MERCHANT•POLICE:
A letter was read from Ted Scott, owner of Columbia Signal Service, petitioning the Council
to grant•BILL W. WALLACE a license to own and operate a Merchant Police.Service in Pasco.
Motion made by Grant, seconded by Zier that this be turned to the Police Committee and Chief
of Police for investigation and report. Motion carried.
B. P. 0. E. PASCO LODGE NO. 1730:
A letter,was read from Exalted Ruler K. F. Thompson Jr. requesting license fee waiver for
two shows by Ken Jenson Circus on May 1, 1960. The Elks are to sponsor the shows. Following
a short discussion, City Clerk instructed to answer letter stating that the Circus is to pay
fee and admission tax also including a copy of ordinance and marking section pertaining to

STATE DEPARTMENT OF CIVIL DEFENSE:
A circular letter was read from Charles C. Ralls, Director, notifying the City of the 5th
meeting of District No. 3, Civilian Defense Association to be held in the Pasco Civic Center
on Tuesday, March 15, 1960 at 10:00 A. M.
OPEN HOUSE AT LIBRARY:
A letter was read from Librarian Virginia Olson inviting all to attend open house on March
6, 1960, at the Library from 3:00 P. M., to 5:00 P. M.
SIDEWALK AGREEMENT, 1827 W. COURT:
Bruce Louderback presented an agrement which would grant the construction of a 5' sidewalk
in lieu of a 9' sidewalk on Lots 10, 11, 12, 13 and 14, Block 1, Lyndale Addition. Motion
made by VanHoy, seconded by Thompson approving the agreement for the Mayor's signature.
Motion carried.
AGREEMENT FOR AIRPORT AUTORAMA:
An agreement between the City and D&D Broadcasting Company Inc. authorizing sub -leasing and
indemnifying and saving the City harmless against any and all claims of Building No. 142
for this purpose was authorized at a regular meeting held February 16, 1960. Agreement
drawn up by the City Attorney.

PUBLIC HEARING CHANGING ORDINANCE NO. 607. SOUTH 10th:
Notice of public hearing was read. Mayor declared the hearing open. No protests received by
letter or in person. Mayor declared the hearing closed. Motion made by Combs, seconded by
Thompson requesting the City Attorney to amend or repeal Ordinance No. 607 as requested by
petition. Motion carried. Action taken subsequent to action taken by the Planning Commission
following public hearing held by the Commission.
PUBLIC HEARING REZONE LOTS 14 TO 22, BUCK'S 2ND ADDITION FROM C-1 TO R-2:
Notice of public hearing was read. Mayor declared the hearing open. No protests received
by letter or in person. Mayor declared the hearing closed. Motion made by VanHoy, seconded
by James requesting the City Attorney to draw an Ordinance rezoning Lots 14 to 22, Buck's
2nd Addition from C-1 to R-2. Motion carried.
READING OF RESOLUTIONS:
RESOLUTION NO. 459:
A RESOLUTION AUTHORIZING THE ISSUANCE OF INTEREST
BEARING WARRANTS FROM THE MUNICIPAL GOLF COURSE
FUND TO BE PURCHASED WITH OTHER CITY FUNDS
Motion made by Thompson, seconded by VanHoy that Resolution.No. 459 be given the first reading.
Motion carried. Resolution No. 459 was read. Motion made by Zier, seconded by Thompson that
Resolution No. 459 has been read in full. Motion carried. Motion made by Zier, seconded by
James to adopt Resolution No. 459. Motion carried by roll call vote of five (5).

REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.

LABOR UNION REPRESENTATIVE:
Mr. Gale Winewrite, Organizer for State & Municipal -Employees into the CIO -AFL spoke to the
Council and stated that about 25 city employees met with him and expressed a desire to join.
He said he would like to setLin on any misunderstandings that may come up. Mayor Hicks said
he did not oppose this move and that joining was the employees privilege. No action taken.
IRRIGATION DISTRICT NO. 14, PETITION FOR WATER SERVICE BY RESIDENTS:
John Allen submitted a petition signed by 47 signers. The petition was presented to the
Irrigation District who in turn suggested that theyupresent the petition to the City Council
requesting that the council reopen the request presented last year. This affects property
on North 23rd and 24th Streets in Lewis Addition Replat. Motion made by Combs, seanded by
Thompson to turn this to the Water Committee. Motion carried.

LIGHT ON SOUTH MAITLAND:
VanHoy reports on request for a Street light on South Maitland. Motion made by VanHoy, seconded
by James that this be tabled until study on future installations can be made. Motion carried.
BOOKKEEPING MACHINE BID:
Reporting on bids. Motion made by VanHoy, to accept the Burrough's Machine Bid. Motion died
for want of a second. The National salesman spoke in behalf of his machine and the Burrough's
.salesman spoke in behalf of his machine. Discussion was entered into regarding service being
a -available. In conclusion motion made by Combs, seconded by VanHoyi to turn this back to the
committee and bring in recommendation at next regular meeting. Motion carried. Jose Onofrino
Salesman for the Pioneer Printing Company spoke favoring the National Machine.

PASCO, WASHINGTON
AIR COMPRESSOR BIDS:
Chairman Zier reports that following a study of the bids the Committee recommended that
all bids be rejected. Motion made by Zier, seconded by VanHoy to reject all bids and re -
advertise for opening on Tuesday, 8:00 P. M., March 15, 1960. Motion carried.
LEASE OF CITY PROPERTY - PRESTON TRACTOR COMPANY:
Councilman James reports on request submitted on February 15, 1960. Mr. Preston is out of
town and he will report sown as he returns. Motion made by James, seconded by VanHoy that
he will report at next regular meeting. Motion carried.
TELEPHONE FRANCHISE:
City Attorney states that three men called on him relative to action the City of Pasco
intends to take on new franchise desired by the Telephone Company. They said that several
towns that they had contacted do not favor the new proposal. Motion made by James, seconded
by Thompson that the City Clerk and Mayon write a letter to the Association of Washington
Cities asking them to mail out questionnaires to obtain information from other cities as to
their opinions and what action they have or intend to take on the franchise revision. Mayor
to sign letter and send copy to Mayor of Newport. Motion carried.
BUILDING INSPECTOR'S MEETING:
R. B. Lovelace would like permission to attend the meeting to be held in Lewiston on March
24th & 25th, 1960 and also would like to use the City car.. Motion made by James, seconded
by Thompson granting permission as requested. Motion carried.
LEE HOFFMAN CLAIM:
A letter from Loney, Westland & Koontz to City
to the -City Clerk with a release signed by Pat
consideration of $500.00. This can now be paid
City Attorney on letter.
ADJOURNMENT:
