CALL TO ORDER:
Meeting called to order at 8:00 P. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:

By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Ed Thompson,
T. R. VanHoy and David Zier. Also present City Attorney Richard G. Patrick, City Engineer
George R. Fisher and Building Inspector Robert B. Lovelace.
APPROVING THE MINUTES:
Minutes of meeting held February22, 1960. Motion made by VanHoy, seconded by Thompson
approving the minutes as written. Motion carried.
BILLS:
ELECTION OFFICERS:
Vouchers submitted for payment as follows:
Labor $ 808.00
Poll Rental 75.00
Total for labor and poll rental $ 883.00
Motion made by Zier, seconded by Thompson authorizing payment. Motion carried by roll call
vote of six (6).
COMMUNICATIONS:
RADIO FREQUENCY - POLICE DEPARTMENT:
A letter was read from Chief of Police A. L. McKibbin requesting authorization to proceed with
the Federal Communication Commissions request for a new radiofrequency to cover all the City
Departments. Would also like authorization to have a set of specifications drawn by our
radio man for the new equipment and to submit to the Council for approval before bids.
The proposed frequency would be the same for Kennewick and Pasco. Franklin County needs an
agreement with the City accepting one-half the trade-in value of the old station as their
share. Action should be started soon as possible as the County is about ready to make their
underground installation. Motion made by Grant, seconded by James authorizing the Chief of
Police to proceed as requested for radio equipment and that the Mayor negotiate an agreement
with the:County to make a disposition of the now jointly :owned equipment. Motion carried.
AIRPORT - TRI CITY MATTRESS COMPANY:
The mattress company has vacated Building 140 account recent fire and have agreed to'pay
delinquent rent in the amount of $105.00 upon receipt of their insurance. Recommended
that their lease be terminated as of February 1, 1960. Motion made by VanHoy, seconded by
Thompson accepting the Airport Manager's recommendation. Motion carried.
REFUND:
Airport Manager H. W. Parkinson requests that a refund be authorized payable to The Acto
Manufacturing Corp in the amount of $22.50, advance rent on Building No. 107 to enable the
negotiation of a three year lease on this building. Motion made by VanHoy, seconded by
Thompson authorizing the City Treasurer to refund,$22.50 to the Acto Manufacturing Corp.
Motion carried by roll call vote of six (6).
SUBLET LEASE TO KALE, BUILDING NO. 142:
Airport Lessees, Loney Aviation, Smitb Truck & Tractor, Merl Kirk and Walker Mot6rn Company
wish to sublet areas leased by them to Radio Station KALE for the Auto Show to be held on
February 26, 27 & 28, 1960. Motion made by VanHoy, seconded by Thompson granting permission
to sublease as requested. Liability and Fire Insurance to be worked out with the Manager
and City Attorney. Motion carried.
INSTALLATIQN OF 12" WATER LINES:
Water Superintendent C. F. Whetsler is asking permission to install 12" Water lines in three
locations to sefve the Northwest part of Pasco:
1) Approximately 360' on Jay from Richardson to Chase, at an estimated
cost of $2,400.00
2) Approximately 700' from Arthur to Poplar on Court, at as estimated
cost of $4,800.00 '
3) Approximately 700' on Lincoln Drive from Poplar to Arthur, at an
estimated cost of $4,800.00
Motion made by Zier, seconded by Thompson authorizing installations as requested. Motion carried.

PARK DEPARTMENT CALL FOR BIDS:
PASCO, WASHINGTON

Station Wagon bids requested by the Park Board through Mr. Wyman. Motion made by Thompson, i
seconded by Zier to call for bids on one 2 -door station wagon on Tuesday, 8:00 P. M., March
1.':.1960 Motion carried.
PRO SHOP & LAVATORIES:
A letter was read from H. A. Wyman,requesting a call for bids on,a pro shop and lavatories
for the Golf Course. Motion made by Grant, seconded by Thompson authorizing call for bids
on Tuesday, 8:00 P. M., March 1, 1960, as requested. Motion carried.
SPRAY EQUIPMENT:
A letter was read from Dr. V. E. Michael requesfigg permission to call for bids on Fog
Generating Equipq►ent. Motion made by Thompson, seconded by VanHoy authorizing call for
bids on Tuesday, 8:00 P. M., March 1, 1960. Motion carried.
POLICE DEPARTMENT CAR:
Chief of Police A. L. McKibbin requests permission to call for bids on a new car with a
1958 Chevrolet trade-in. Motion made.by Grant, seconded by Thompson authorizing the
call for bids as requested for Tuesday, 8:00 P. M., March 1, 1960. Motion carried.
ROAD BUILDERS CLINIC:
City Engineer George R. Fisher requests permission to attend the 11th Annual Road Builders
Clinic in Seattle March 16, 17 & 18, 1960. Motion made by James, seconded by Zier authoriz-
ing permission to attend as requested also any other members of the Council who would care
to attend. Motion carried.
PRESTON TRACTOR COMPANY - PIPE STORAGE SPACE.
A letter was read from Wallace R. Preston stating his company was interested in leasing
lots 5 & 6, Block 11, Riverside Addition for steel and aluminum pipe storage also they
might be interested in purchasing these lots and probably lots 16, 17, 18, 19 & 20 if
they are for sale. They realize a rezoning would be necessary before this property
could be, used in this manner. Motion made by Combs, seconded by Grant that this be
turned to the property committee - James, Zier & Thompson for study and report. Motion
carried.
PASCO MINISTERIAL ASSOCIATION:
A letter addressed to no one signed by Rev. Kent Spau Hing, Chairman of the Citizenship
Committee was read thanking the Police Committee for the opportunity to meet with them.
Gambling and its supplications were mentioned. Three recommendations were set out as
follows:
1) The state laws regarding gambling should be enforced
2) The City Council should undertake to impress,upon the people of
Community that if they know of gambling violation, they have a
solemn obligation to report this to their police department and
to provide them with evidence
3) We request that from time to time a representative of the Pasco
Ministerial Association be invited to attend meetings of the
Police Committee, that the cordial relationship originated this .
week might,be nurtured and developed
Mayor Hicks made a few brief comments. No action taken.
ACTUARIAL SURVEY FOR FIREMEN'S PENSION FUND:
A letter was read from Chester Biesen of the Association of Washington Cities stating a
list of cities interested in having this survey made by Gordon Bingham, Actuary, this
year to contact Mr. Bingham, thus making the charge on a reduded unit cost basis. No
action taken.
NATION WIDE SURVEY ON URBAN RENEWAL NEEDS:
A letter was read from the Association of Washington Cities, E. H. Hendrickson, attached
was a questionnaire and copy of letter from Harry R. Betters. Mayor Hicks stated he
filled out the questionnaire. Nq action taken.
SIDEWALK AGREEMENT, 1839 W. COURT STREET:
An agreement to allow a 5' sidewalk in lieu of a 9' sidewalk at 1839 W. Court was submitt6d
by Eugene Stiller and read. Sidewalk to be constructed on Lots 8 &.9, Block 1, Lyndale
Addition. A 9' sidewalk will be installed when the council requests that this be done.
Motion made by VanHoy, seconded by Grant accepting the agreement and authorizing the Mayor
to sign. Motion carried.

he would keep the property clean and in good order if lease was obtained.

Motion made by Grant, seconded by Thompson to turn bids to Purchasing Agent, Finance Committee
and City Engineer for study and recommendation. Motion carried.
REZONING LOTS 14-22, BLOCK 1, BUCK'S SECOND ADDITION:
A letter was read from the Planning Commission stating that a public hearing had been held by
the Commission. No protests were received and that they recommend that Lots 14-22, Block 1,
Buck's Second Addition be rezoned from C-1 to a-2. Submitting file herewith for action by
the Council. Motion made by James, seconded by Gaant to hold a public hearing on the rezoning
on Tuesday, 8:00 P. M., March 1, 1960. Motion carried.
CHANGE ORDINANCE NO. 609:
A letter was read from the Planning Commission stating that a public hearing was held on a
petition to change Ordinance No. 609 by deleting restricted set backs on South 10th. No
protests were received and submitting file to the Council and recommending change as petit-
ioned for action. Motion made by James, seconded by Grant that a public hearing be held
on Tuesday, 8:00 P. M., March 1, 1960. Motion carried.

Motion made by Grant, seconded by Zier authorizing ;approval for issuance. Motion carried.
POLICE COMMITTEE REPORT:
Chairman G. A. Grant reports on meeting held February 11, 1960 in the City Hall with the Mayor
Chief of Police, Police Committee and members of the Ministerial Association. Gambling was
discussed at length also law enforcement. It was agreed by both sides that there is no evidence
of controlled gambling in the area. The Association requests to be permitted to meet with the
Police Committee and City officials from time to time. It was agreed as of now that no changd
in the present policy be made. Motion made by James, seconded by Thompson accepting the report.
Motion carried.
CIVILIAN DEFENSE DIRECTOR APPOINTMENT:
Chairman of the Committee H. C. James recommends the appointment of Bruce Lee as Civilian
Defense Director succeeding Glenn Mack. At this time the Mayor appointed -Bruce Lee to the
position of Civilian Defense Director effective this date. Motion made by James, seconded by
Thompson approving the appointment of Bruce Lee. Motion carried.
LIGHT COMMITTEE REPORTS:
Thompson reports the negotiation of a light contract with General Electric. Motion made by
Thompson, seconded by Zier approving the contract. Motion carried.
FIRE CHIEF'S STATION WAGON:
Thompson reports the acceptance of the low bid, that of Farley Chevrolet Inc. in the amount
of $2,173.31.

APPOINTMENT - CIVIL SERVICE COMMISSION:
Mayor Hicks appointed Gordon Halliday to succeed himself on the Civil Service Commission,
term expiring February -17, 1966. Motion made by Combs, seconded by Thompson approving the
appointment. Motion carried.
CANVASSING ABSENTEE BALLOTS:
Thirty-three (33) citizens voted absentee. Envelopes and certificates were checked as being
correct. Envelopes opened and ballots piled and the envelopes discarded. City Clerk read
the ballots which were checked by the Mayor. Grant checked the reading as tallied by Zier.

1761.
BUDGET REPORT: Budget report for January 1960 was presented by the Clerk to each member of
all departments.

Motion made by James, seconded by VAnHoy to adjourn to next regular meeting, March 1, 1960.
