REGULAR MEETING COUNCIL CHAMBERS JANUARY 19, 1960

CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Raymond Hicks presiding.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Ed Thomspon, T. R.
VanHoy and David Zier. City Attorney Richard G. Patrick and City Engineer George R. Fisher
were also present. Building Inspector R. B. Lovelace was absent.
APPROVING OF THE MINUTES:
Motion made by VanHoy, seconded by Thompson approving minutes of January 5, 1960. Motion carried.
COMMUNICATIONS:
JEHOVAH'S WITNESS CONVENTION:
A letter was read from Public Relations Director Edwin R. Ward thanking the Mayor and Council
for the cooperation received during their convention.
AIRPORT INSURANCE:
A letter was read from Airport Manager H. W. Parkinson relative to placing fire insurance in
the amount of $50,000.00 on theAirport Terminal Building at a cost of $656.50 annually. This
has been studied by the Airport Committee and they recommend that this be done. Motion made
by VanHoy, seconded by James to accept the recommendation and authorize the coverage of insur-
ance in the amount of $50,000.00 at a cost of $656.50 annually. Motion carried.
RESIGNATION - CIVILIAN DEFENSE DIRECTOR:
A letter was read from Glenn L. Mack, tendering his resignation as Civilian Defense Director
effective the 31st of January, 1960. Motion made by Grant, seconded by James accepting the
resignation and extending appreciations to Mr. Mack for his services. Motion carried.
WATER SERVICE TO ROAD 38 FOR LARRY HAVSTAD:
A letter was read from C. F. Whetsler, Water Superintendent, stating that Larry Haystad wishes
to have the water department install a 6" Water line on Road 38, Amended Pierret's Sub -division.
The cost of this line would be $4,343.35. This water line is outside the City limits and must
have council council action before installation can be made. Motion made by Zier, seconded by Grant '
that the request be granted. Motion carried.
FIRE DEPARTMENT CAR:
A letter was read from Fire Chief Lyle Cooney requesting permission to advertise for bids on
a 1960 model Station Wagon with an alternate bid for trade in of a 1954 Chevrolet panel. Motion
made by VanHoy, seconded by Thompson -to call,for bids as requested on Tuesday, 8:00 P. M.,
February 2, 1960. Fire Chief to furnish specifications. Motion carried.
REFUND - INTERMOUNTAIN MORTGAGES COMPANY:
A letter was read from C. F. Whetsler requesting a refund to the Intermountain Mortgage Company
in the amount of $451.02 and authorizing the City Treasurer to issue refund. Motion made by
Zier, seconded by Grant authorizing refund as requested. Motion carried by roll call vote of
six (6).
REFUND - MODERN HOME BUILDERS:
A letter was read from C. F. Whetsler, Water Superintendent, requesting a refund to the
Modern Home Builders in the amount of $93.00 and authorizing the City Treasurer to issue
the refund. Motion made by Zier, seconded by VanHoy authorizing the refund as requested.
Motion carried by roll call vote of six (6).
TRANSFERS:
City Clerk requests authority to transfer, as needed, the transfers as set out in the 1960
Budget. Motion made by Grant, seconded by Thompson authorizing transfers as needed. Motion
carried.
TRANSFERS - WATER DEPARTMENT:
Water Superintendent requests authority for the City Treasurer to make monthly transfers from
the Water Fund to Bond Redemption, interest and reserve funds. Motion made by Zier, seconded
by James authorizing the treasurer to make transfers as requested. Motion carried.

REPORTS:
FINANCE COMMITTEE REPORT:
Meeting held January 19, 1960 to discuss means of borrowing monies for maintenance, operation
and capital outlay for the Golf Course to cover the first five months of 1960. Action was
duly taken to recommend to the City Council that interest bearing warrants be issued as needed
up to $32,000.00 at the rate of approximately 5%. Motion made by Grant, seconded by Thompson
authorizing the City Attorney to draw up an ordinance to cover needs as recommended by the
Finance Committee. Motion carried.
AIRPORT ANNUAL REPORT:
Airport Manager's report was read and ordered filed.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT
ATTORNEY THEODORE PETERSON spoke for a group of property owners in the vicinity of 4th & "A"
Streets requesting that the Mayor and Councilmen abandon the use of "A" Street as a truck
by-pass route asdit hampers the business operation and is a hazard to the population. Other
means and locations were discussed with no action taken. City Engineer adovised that the
widening at the intersection of 4th & "A" was only for easier turn of trucks without using
both side: of the street Peterson requested that the Council give this some study in respect
to change in route.
RADIO FREQUENCY:
Chief of Police A. L. McKibbin stated that at the present time there is money in the Budget
to operate the -present band frequency but should we make a change now? Franklin County is
calling for bids on high frequency equipment. The Federal Communications Commission request
that all equipment be narrow band and due to the age of our present equipment and system
it is impracticable to narrow the band. Motion made by VanHoy, seconded by Grant to turn
this to the Police Committee and Chief for study and recommendation. Motion carried.

Motion made by Grant, seconded by Combs to turn bids to the Purchasing Agent and City Engineer
with power to act. Motion carried.'
PETITIONS:
PETITION TO -BUILD TO THE FRONT EDGE OF PROPERTY:
_ Petition s*,mitted by 21 signers of property owners on South 10th desiring a change by ordinance
allowing property owners to build to the front edge of their property. This is a C-1 zond.
Motion made by Grant, seconded by Thompson to turn this to the Planning Commission. Motion
carried.
PETITION —FOURTH STREET TRUCK ROUTE:
A petition signed by seventeen property owners was submitted petitioning the Mayor and Council
to abandon the utilization of " A" Street as a truck by-pass route, -stating this route is not
safe or practical. Motion made by Grant, seconded by James to turn this to the Street Committee
for study and possible solution. Motion carried. Attorney Peterson was advised to petition
the Council on some of the proposals. Motion carried.

APPOINTMENTS: (FEDERAL HOUSING BOARD)
Mayor Hicks appointed J. G. Ungerecht to succeed himself as a member of the Housing Board,
term expiring January 28, 1965. Motion made by James, seconded by Thompson approving the
appointment. Motion carried.
APPOINTMENT - LIBRARY:
Mayor Hicks appointed Mrs. Rex Patterson to succeed herself as a member of the Library Board,
term ending December 31, 1964. Motion made by Thompson,,seconded by Grant approving the
appointment. Motion carried.
APPOINTMENTS - INSURANCE COMMITTEE:
Mayor Hicks appointed Roy Dillingham to succeed Sherwood & Roberts on the Insurance Committee
and Grant Stringham to succeed George Austin on the Insurance Committee. Motion made by James,
seconded by Zier approving the appo$ntments. Motion carried.
PURCHASES:
The following purchases were requested:

WATER DEPARTMENT: Paint, pipe & fittings 4,094.29
PARK DEPARTMENT: Vinyl tile 166.40

Motion made by Thompson, seconded by Zier authorizing purchases as requested. Motion carried
by roll call vote of five .(5). -Combs out of the room.
Reporting on bids turned to the Purchase Agent and City Engineer at the last meeting:
COLUMBIA BASIN NEWS submitted the lowest bid on legal advertising.
LAMPS One bid submitted by the Empire Electric was rejected. Purchasing Agent will negotiate.
OIL PS#300 W. t. & M. submitted the lowest bid.
GASOLINE Union Oil submitted the lowest bid.
DIESEL & FURNACE OIL Hi Power submitted a'.13'cent': bid.
LIQUID ALUMINU14 Lowest bid submitted by General Chemical Company
SODA ASH Lowest bid submitted by VanWaters & Rogers.
LIQUID CHLORINE Pennsalt submitted the lowest bid.
Purchasing Agent recommends that the=,above bids be accepted. Motion made by Thompson, seconded
by VanHoy,to accept the recommendation of the Committee and award bids as stated. Motion carried.

Motion made by VanHoy, seconded by Thompson authorizing the Mayor to sign leases approved by
the Committee. Motion carried.

Motion made by Grant, seconded by Thompson approving applications for issuance. Motion carried.
L. HAVSTAD, LETTER OF OCTOBER 20, 1959:
The Committee reports on Mr. Haystad's request. Motion made by Zier, seconded by Grant
accepting the Committee's recommendatimn to reject the use of laterals to Lots on Road 40,
Block 5 in Amended Plat of Pierrets Sub -division. Motion carried.

TELEPHONE EXTENSION TO CITY HALL BASEMENT:
Councilman James reports for the Committee favoring the extension. Motion made by James,
seconded by Thompson authorizing request for phone extension to the City Hall Basement.
Motion carried.
BOOKKEEPING MACHINE:
City Supervisor George R. Fisher requests that the Council call for bids on a machine. Motion
made by Grant, seconded by James to call for bids on Tuesday, 8:00 P. M., February 16, 1960 on
a Bookkeeping Machine. Motion carried.
ONE WAY ALLEYS:
Creating one way alleys in the down town area was mentioned. Information with details to
be furnished the City Attorney for ordinance use.
ADJOURNMANT:
Motion made by Grant, seconded by Zier to adjourn to next regular meeting, Tuesday, 8:00 P. M.,
February Z, 1960. Motion carried.
