M., Honorable Mayor Raymond Hicks presiding. ROLL CALL: By Clerk. Councilmen present were C. R. Combs, George A. Grant, Harold C. James, Ed Thompson, T. R. VanHoy and David Zier, also City Attorney Richard G. Patrick and City Supervisor George R. Fisher. APPROVING THE MINUTES: Motion made by C. R. Combs, seconded by T. R. VanHoy approving minutes of the meetings held December 15, 1959 and December 29, 1959. Motion carried. BILLS: Current bills against the City presented as follows: Current Expense $ 154.89 Water Department 10,061.89 Library Department 2.62 Total $10,219.40 Motion made by VanHoy, seconded by Thompson approving all vouchers properly signed. Motion earried by roll call vote of six (6). BONDS - STORM SEWER SYSTEM & LIBRARY: A letter was read from John Nuveen & Company stating their interest in submitting a proposal for the purchase of these issues and wished to be informed as to the outcome of the bond election. P. U. D. NO. 1, FRANKLIN COUNTY: A letter was read from Harry H. Hudlow bringing to the attention of the Mayor and Council cer- tain trends in street lighting development. He thinks gaseous discharge lamps such as mercury vapor and flourescent will supplant incandescent to an increasing extent. Incandescent lamps continue to be the lowest cost light service for the small size units, but as light output increases, a point is reached where mercury vapor becomes more economical. It can be expected in the cost of incandescent lighting sources. The costs were defined and comparison made. Motion made by VanHoy, seconded by Thompson that this be turned to the City Engineer and Light Committee for recommendation. Motion carried. CLAIM RELEASE - JERRY EERKES, d/b/a TRI CITY OIL COMPANY: A claim release presented to release charges of $36.63 repairs to water service located at 824 Myrtle Street, Pasco, Washington. Motion made by Grant, seconded by Thompson authorizing the Mayor to sign release upon payment of $36.63. Motion carried. RF.Fi1Nn - MF.RT.TNnTA RANnT.F.- Mrs. Randle requests refund of eight dollars ($8.00) on dance license not used, account orchestra not arriving. Motion made by James, seconded by VanHoy authorizing refund. Motion carried by roll call vote of five (5), Grant voting "No". BASEMENT TELEPHONE EXTENSIONS: George R. Fisher requests by letter to change thetelephone set-up in the Engineer's and Building Inspector's Office by adding an extension to the drafting room in the basement with inter-com in- stallation. Charge $20.00 monthly rate for a two line system with 2 extensions and inter-com will be $40.70. Charges could be paid as follows: Regular monthly charge out of City Hall, Heat, Water, Phone and Mtnce.; toll charges to the Departmental budget of the Engineer and Building Inspector. Motion made by Combs, seconded by Thompson to turn this to the Building Committee for recommendation. Motion carried. 40 -HOUR WEEK, STREET DEPARTMENT: A letter was read from George R. Fisher stating that during 1959 the Street Department Employees were granted a 42 -hour week, so that the two hours overtime would equalize their pay with other departments. Now the 1960 Budget wage scale is in effect, is it the desire of the Council that the 40 -hour week be observed in the Street Department along with the other departments? Motion made by Thompson, seconded by Grant that the 40 -hour week be observed as stated. Motion carried. BIDS FOR CAR - GEORGE R. FISHER: City Engineer Fisher requests authority to call for bids on a 2 -door sedan; also an alternate bid including trade-in of 1950 Chevrolet 2 -door sedan. Motion made by Grant, seconded by Zier to set call for 8:00 P. M., Tuesday, January 19, 1960. Motion carried. GARBAGE CONTRACT (RE -NEGOTIATION): A letter was read from Orville B. Olson giving notice for John Deitrich of his intent to seek an adjustment and re -negotiate to provide an increase in the monthly rates for Garbage collection from $1.00 to $1.50 per month. Fisher, requesting authority to purchase four (4) sets of adjustable horses for the drafting tables in the drafting room, approxi- mate cost $100.00. Motion made by James, seconded by Thompson authorizing request for purchase. Moved by VanHoy, seconded by Raymond Hicks to issue Airport Interest -Bearing Warrants to be purchased from funds in excess of current needs from any or all of the following funds on or before March 1, 1961 said warrants to bear interest at the rate of six per cent (67.) per annum. Water, Consumer's Deposit, Cemetery Trust, Firemen's.=Relief and Pension, Permanent Street Construction and Storm Sewer Construction and Cumulative Reserve -Permanent Street Construction and Storm Sewer Construction. Airport Manager Parkinson spoke on need and reason for improvements. No dissent on report. LIBRARY VOUCHER -- LOUIS WULFF, $580.00: A discussion relative to this claim was entered into, account no information submitted with claim, no plans or estimate attached. The Council was interested in knowing just what they were paying for in the line of services. Motion made by Thompson, seconded by Grant author- izing payment when copy of plan and analogy of plans have been checked by the Library Com- mittee and City Attorney. Mayor declared the hearing closed. ORDINANCE NO. 993: AN ORDINANCE DECLARING AN EMERGENCY IN THE LIBRARY DEPARTMENT FUND OF THE CITY OF PASCO•AND'APPROPRIATING THE SUM OF $4,000.00 FROM THE CURRENT EXPENSE FUND FOR THE LIBRARY DEPART- MENT FOR 19 59 . James will check with John Dietrich. RESOLUTIONS AND ORDINANCES: RESOLUTION NO. 457: WHEREAS IT IS CONTEMPLATED THAT REVENUE BONDS WILL BE SOLD OR INTEREST BEARING TIME WARRANTS WILL BE UTILIZED TO COVER THE COST OF THE CITU S SHARE OF THE COST OF IMPROVEMENTS IN THE EVENT REVENUE BONDS ARE NOT SOLD. SHANGRI-LA LOADING ZONE: Police Committee Chairman reports that no action needed by the Council on Ernie Huber's request for a "No Parking" "Loading Zone" sign at 720 West Lewis . NEW GARBAGE DUMP: Councilman James reports the new garbage dump is open Saturdays all day 8:00 A.M. to 6:00 P.M. When weather is better, changes will be made as needed. EAST PASCO IMPROVEMENT ASSOCIATION: A letter was read from Shirley Sheppard requesting the Council to set hours for dump use. James will check with John Dietrich. No money in budget for Golf Course; salary to be used from Park Department Salary, was agreed upon without dissent. James, Patrick and City Superintendent met with Wyman on this. GOLF COURSE NEED FOR FIRST FIVE MONTHS OF 1960: Approximate amounts needed per month and total capital outlay items needed to open course in April, 1960 (copy of breakdown furnished each councilman:) Entry Way and Parking Lot $ 3,259.00 Pro -Shop and lavatories, about 800 sq. ft. 11,000.00 Golf Equipment (flags, cups ballwashers etc.) 600.00 Cash register 1,500.00 Total $16,359.00 Grand Total, Salaries & Capital Outlay $31,919.90 Motion made by Grant, seconded by VanHoy to turn this to the City Finance Committee to report at next meeting with.Resolution or Ordinance before meeting if one is necessary. Lovelace submitted the annual report for 1959 covering building permits, fees collected, plumbing and gas inspections; also, The report for December 1959 on permits and fees submitted for the files.
