Combs presiding. ROLL CALL: Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R. VanHoy;and David Zier. Absent Mayor Raymond Hicks. Also present were the City Attorney Richard G. Patrick and City Supervisor George R. Fisher. APPROVING.THE MINUTES: Motion made by Thompson, seconded by VanHoy approving the minutes of December 1, 1959. Motion carried. BILLS: Current bills against the City.were presented asfollows: Motion made by VanHoy, seconded by Grant that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6). F. Whetsler requests authority for the City Treasurer to transfer $10,000.00 lump sum to Water & Sewer Revenue Bond - 1957, Ordinance No. 914, to pay the balance due on Water Department portion of the Filter Plant Improvement. Motion made by Grant, seconded by Zier that the request for the transfer be granted. Motion carried. A. R. SIME - AIRPORT: A letter was read from Airport Manager H. W. Parkinson stating that Mr. Sime wishes to be released from lease agreement on Building #107 and lease Building #68 which is more appropriate for his business and recommends that this change be granted effective December 31, 1959. Motion made by VanHoy, seconded by Grant granting the request. Motion carried. NO PARKING - LOADING ZONE: A letter was read from Ernie Huber, Co-owner and manager of Motel Shangri-La, 720 W. Lewis Street requesting a "No Parking - Loading Zone" between the driveway entrance and exit of the Motel. Motion made by Grant, seconded by Thompson to turn this to the Police Committee for study and recommendation. Motion carried. CLAIMS: HOSPITAL BILL FOR JAMES E. SIMPSON: A letter was read from Mr. Simpson stating that he thinks that the City should pay the Doctor and Hospital bill incurred by him following injuries received from the deer in Volunteer Park. Hospital $45.75 and Dr. J. L. Greenwell $20.00. Motion made by Thompson, seconded by Grant that this be turned to the City Attorney for action. Motion carried. JOHN C. SAWYERS -SEWER BILL FOR $25.48: A letter was read from Water Superintendent C. F. Whetsler stating the sewer backing up in Mr. Sawyer's basement at 943 W. Sylvester Street was caused by tree roots in the City Sewer Main line. Statement from Randolph Plumbing in the amount of $25.48 and claim covering same attached. Motion made by Thompson, seconded by Grant to turn this to the City Attorney and Insurance Committee. Motion carried. CAR ACCIDENT AT 10th & A Street - JACK E. CRONKHITE: A claim was filed against the City by Mr. Cronkhite in the amount of $216.30, submitted by Collins & White, Ephrata, Washington. The letter and claim was read in full. Motion made by Grant, seconded by Thompson to turn this to the City Attorney and Insurance Committee. Motion carried. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 1.5 1959 REFUND $1.50: City Treasurer Mary Ellison wishes to make a refund in the amount of $1.50 to clear her books of a no fund check. No services received for this check•as he applied for Civil Service Exam- , ination application and did not return and could not be located. Motion made by Grant, seconded by Thompson authorizing refund. Motion carried by roll call vote of six (6). EAST PASCO IMPROVEMENT ASSOCIATION: A letter was read from Shirley Sheppard requesting the Mayor and City Council to set regular hours for opening and closing the dump including Saturday and Sunday. Motion made by Grant, seconded by Zier to turn this to Committee for study and recommendation. Motion carried. TRUNK STORM SEWER GENERAL OBLIGATION BONDS $1800;000000: A letter was read from Weter, Roberts & Shefelman stating that they would appreciate receiving a description of the trunk sewer lines proposed to be installed. Under Ordinance No. 940 six trunk lines were described and there will probably be new lines and expansions. Fisher states he has furnished the necessary information for ballot purposes. LIBRARY GENERAL OBLIGATION BONDS - $250,000.00: James Gay also stated information on the proposed Library is needed, such as legal description of site and general description of the type of library building proposed. Councilman James -,-- said that he had met with Library members at different times and no site has been chosen at this time; $18.00 per square -foot was mentioned as a cost figure, some of the old equipment will be used; an auditorium was mentioned as being needed. Motion made by Grant, seconded by Thompson that the $250,000.00 ,cover the construction of the building, equipment, books and supplies. City Supervisor to inform Weter, Roberts & Shefelman. Motion carried. REPORTS FROM COMMITTEES: BUSINESS LICENSE APPLICATIONS. Four (4) applications submitted. Motion made by Grant, seconded by Thompson authorizing three (3) to be issued and the one submitted for mail order business to be held up until 1960. Motion carried. JANITOR: Towels, wax, tissue, rags, & mop head $ 140.00 METER DEPARTMENT: Clean and adjust clocks 81.12 CITY CLERK: Letterheads,. envelopes, stapler, eradicator and miscellaneius paper 235.72 PLANNING COMMISSION: Tape, refills, strips and onion paper 28.15. WATER DEPARTMENT: Blower, meters, tubing & drum scale band 1,308.43 AIRPORT DEPARTMENT: 2 used furnaces and lumber 249.10 CITY ATTORNEY: Filing cabinet 121.61 WATER TANK REPAIRS & PAINTING: Water Committee recommends that -all bids be rejected -on the Water Tank painting & repairing. Motion made by Zier, seconded by James to reject all bids received on the Water Tank Painting and Repair also that all certified checks or 5% Bonds be returned to the bidders. Motion carried. REGULAR MEETING STORM SEWER BETTERMENTS: PASCO, WASHINGTON COUNCIL CHAMBERS DECEMBER 15, 1959 Motion made by James, seconded by Thompson that Monday, December 21, 1959, 8:00 P. M., be set for an executive meeting of the City Council and Planning Commission Chairman to discuss Storm Sewers also that R. L. Greenlee to be notified.. Motion carried. Water Committee reports that R. L. Greenlee's request for refund be denied, and that John Horrigan's request for water service outside the city limits be denied. Both parties have been notified. LEVI YATES, INDUSTRIAL INSURANCE & MEDICAL AID: Motion made by Thompson, seconded by Grant that the City of Pasco authorize Harold Wyman, Superintendent of Parks, to waive any protest or waiting period pertaining to the Workman's Compensation claim of City Employee Mr. Levi Yates. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. SHIRLEY SHEPPARD spoke about the favorable results of the clean up day in November. The work is still being carried on with interest and enthusiasm. Motion made by VanHoy, seconded by Grant that the Mayor, Council and employees involved be commented on the efforts put forth on this program. Motion carried. READING OF ORDINANCES AND RESOLUTIONS: RESOLUTION NO. 455: A RESOLUTION TRANSFERRING THE SUM OF $165.21 FROM LIGHT, HEAT, WATER AND PHONE TO BUILDING IMPROVE- MENTS AND REPAIRS IN THE AMOUNT OF $115.21 AND TO EQUIPMENT RENTAL IN THE AMOUNT OF $50.00, ALL UNDER THE LIBRARY DEPARTMENT SECTION OF THE 1959 BUDGET Motion made by Zier, seconded by Grant to read Resolution No. 455. ORDINANCE NO. 989: AN ORDINANCE RELATING TO TRADE STIMULATORS, PROVIDING FOR THE LICENSING THEREOF, DEFINING OFFENSES AND PROVID- ING PENALTIES, AND REPEALING SECTION SZ OF ORDINANCE NO. 394 AND PASCO CITY CODE 3-12.72, AS IT NOW EXISTS, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH Motion made by Zier, seconded by James to read Ordinance No. 989 by title. ORDINANCE NO. 990: AN ORDINANCE LICENSING THE BUSINESS ACTIVITIES CARRIED ON IN THE CITY OF PASCO; LICENSING ALL SHOWS, EXHIBITIONS AND LAWFUL GAMES CARRIED ON IN THE CITY OF PASCO AND WITH IN ONE MILE OF THE CORPORATE LIMITS THEREOF; PROVIDING PENALTIES FOR VIOLATIONS; AND REPEALING ORDINANCE NO. 735 AND PASCO CITY CODE CHAPTERS 3-1 AND 3-2 AS THEY NOW EXIST, AND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH Motion made by James, seconded by Grant that the reciprocity provisions be added to Ordinance No. 990 as Section #31. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 15, 1959 ORDINANCE NO. 992: AN ORDINANCE TRANSFERRING THE FOLLOWING SUMSS FROM LABOR UNDER THE MUNICIPAL GOLF COURSE SECTION OF THE 1959 BUDGET OF THE CITY OF PASCO; $1,048.78 TO SPRAYER AND MISCELLANEOUS GOLF COURSE EQUIPMENT; $74.16 TO GAS, OIL AND EQUIPMENT RE- PAIR; $247.33 TO MAINTENANCE SUPPLIES; AND $571.63 TO LIGHTS, HEAT, WATER AND PHONE Motion made by Grant, seconded by Thompson to read Ordinance No. 992 by title.
