ROLL CALL: By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R. VanHoy and David Zier. Also present were City Attorney Richard G. Patrick and City Engineer & Supervisor George R. Fisher./ APPROVING THE MINUTES: Minutes of meeting held November 17, 1959. Motion made by James, seconded by ThomRson approving minutes. Motion carried. BILLS: Current bills against the City were read as follows: Current Expense Water Department Park Department Street Department Airport Department Cemetery Department Golf Course Bldg & Alterations L. I. D. #64 Library Department Grand total for all Departments u $ 29,215.44 16,268.50 2,863.85 4,492.05 4,031.58 1,427.87 819.50 48.02 229.28 1,522.24 $ 60,947.33 Motion made by Grant, seconded by James that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6). .JEHOVAH'S WITNESS CONVENTION: A letter was read from E. R. Ward requesting permission to :)hang banners across the streets of Pasco; installation and locations to be designated by the Council. Motion made by Zier, seconded by Thompson that this be turned to the Police Committee and Chief with power to act. Motion carried. Grant to contact Mr. Ward. BOND -ATTORNEY: George R. Fihher, City Supervisor, recommends to the Council that Wetter, Roberts & Shefellpan be retained to prepare the necessary Resolutions and Ordinance to place the proposed General Obligation Bond Issues onr.the Ballot in March for Storm=Sewer and Library construction. Motion made by Grant, seconded by James favoring and accepting Fisher's recommendation. Motion carried. INSECTICIDE PUMP CREDIT - HEALTH DEPARTMENT: A letter was read from Bustead Woolford Company relative to returning insecticide pump No. TE -4004 -IP -99 for credit on Fifa Generator Serial No. 917. Credit information and shipping information will be forwarded soon as received from the factory. (copy of letter to Ed. Thompson) LIBRARY NAME CHANGE: A letter was read from the Librarian V. Olson in behalf of the Board of Trustees requesting the City Council to change the name of the Pasco Carnegie Public Library to the Pasco Public Library. A letter from the Carnegie corporation was attached stating that they have no objection to the proposed change. Motion made by Thompson, seconded by Grant authorizing change of name from "PASCO CARNEGIE PUBLIC LIBRARY" to "PASCO PUBLIC LIBRARY". Motion carried unanimous. REFUND REQUESTED BY R. L. GREENLEE: A letter was read from Mr. Greenlee requesting a refund of $237.96 on front footage charge paid on property before same was platted and then after platting front footage was paid on a portion included in first charge. C. F. Whets.ler explained the situation and according to hiscalculation the alley footage could be refunded if the City Council wished to make that variance. The amount would be approximately $81.00. Motion made by Grant, seconded by VanHoy that this be turned to the Water & Sewer Committee for study and recommendation. Motion carried. GENERAL OBLIGATION BONDS - TERRY THOMPSON & COMPANY: A letter was read from Mr. Thompson to Mr. Fisher v6rifying Mr. Fisher's method of calculating the debt limitation for General Obligation Bonds under the new law. A report or summary attached showing annual principal and interest requirements. City Clerk will furnish each Councilman a copy. a 2 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 1, 1959 SEWER SERVICE OUTSIDE CITY LIMITS - JOHN HORRIGAN: Two letters were read from Mr. Horrigan dated November 20th and November 25th, 1959 relative to sewer service outside the city limits on West Lewis between Illinois & Olive. Action held up for study. CITY OWNED DEER IN VOLUNTEER PARK: A letter was received from Mrs. K. A. Palmer expressing her desire to have the deer removed from the Park. No action taken. Letter to be filed. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. PROPOSED BUSINESS LICENSE CHANGE: Zane Casey spoke in behalf of the private music teachers. He read a letter from the Tri -City Musicians' Association opposing an ordinance affecting the licensing of prj)yate,music teachers. Second letter from Mid -Columbia Symphony Orchestra, believe that the City Council should seriously consider the following three notations: 1) That musical education, school or private not be licensed or taxed; 2) That licensing ordinance declare private music teaching exempt from licensing or taxing; 3) That the zoning ordinance permit private music teaching in any zone. The second letter signed by Thirtythree persons. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. BIDS FOR ANNUAL CONTRACTS: Motion made by Zier, seconded by Grant authorizing call for bids on 1960 contracts be held Tuesday, 8:00 P. M., January 5, 1960. Motion carried. Motion carried by roll call vote of six (6). AIRPORT LEASES: , Smith Truck & Tractor One new lease submitted. Motion made by VanHoy, seconded by Thompson authorizing the Mayor to sign. REPORTS: BUSINESS LICENSE ON AUCTION SALES: Councilman Grant reports on request from Glenn L. Mack, Electric Appliance Center, for an amendment to Section 7 of Ordinance No. 735. The Committee recommends that a change or amendment not be made. Motion made by James, seconded by Thompson accepting the Committee's recommendation. Motion carried. BUILDING INSPECTOR'S REPORT: Report for the month of November, 1959 was read. 4. 2 0 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 1, 1959 READING OF ORDINANCES: ORDINANCE NO. 987: AN ORDINANCE PROVIDING FOR THE ANNEXATION TO THE CITY OF PASCO OF THE FOLLOWING DESCRIBED PROPERTY SITUATED IN FRANKLIN COUNTY, WASHINGTON, TO -WIT; BLOCKS 1, 2 AND 3, VENTURA HEIGHTS ADDITION, ACCORDING TO THE PLAT THEREOF! RECORDED IN VOLUME "C" OF PLATS, PAGE -102, RECORDS OF FRANKLIN COUNTY, WASHINGTON A letter was read from the Planning.Commission recommending that following a public hearing requested by petition, that Ventura Heights Addition be zoned R-2. Notice of public hearing was read. Mayor declared the hearing open. No protests registered by letter or in person. Hearing declared closed. ORDINANCE NO. 988: AN ORDINANCE AMENDING SECTION 1 OF'ORDINANCE NO. 595 AND PASCO CITY CODE 5-9.12 AND BEING AN ORDINANCE ESTABLISHING " THE ZONE CLASSIFICATION FOR BLOCKS 1, 2 AND 3, VENTURA HEIGHTS ADDITION, ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME "C" OF PLATS, PAGE 102, RECORDS OF FRANKLIN COUNTY, WASHINGTON Motion made by James, seconded by Zier that Ordinance No. 988 be read by title. ORDINANCE NO. 985 - EMERGENCY: AN ORDINANCE DECLARING AN EMERGENCY IN THE PARK DEPARTMENT FUND OF THE CITY OF PASCO AND APPROPRIATING THE -SUM OF $3,000.00 FROM THE PARK DEPARTMENT FUND FOR "LIGHTS, HEAT, NATURAL GAS, WATER, AND PHONE" FOR THE BALANCE OF THE YEAR 1959 Notice of public hearing was read. Hearing declared opened by the Mayor. No protests registered by mail or in person. Hearing declared closed. Motion made by VanHoy, seconded by Zier to read Ordinance No. 985 by title. Motion carried. STREET DEPARTMENT GRADING AND GRAVELING: Councilman Combs suggested that Lincoln Drive be graded and graveled through from Poplar to Arthur to direct part of the traffic east to highway and city proper. Motion curie by Combs, seconded by Grant authorizing grading and graveling of Lincoln Dii-ve as recommended. Motion carried. ADJOURNMENT: Motion made by Zier, seconded by Combs to adjourn to next regular meeting, Tuesday, 8:00 P. M., December 15, 1959.
