REGULAR MEETING CALL TO ORDER: PASCO, WASHINGTON COUNCIL CHAMBERS Meeting called to order at 8:00 P. M., by Honorable Mayor Raymond Hicks. ROLL CALL: NOVEMBER 3, 1959 By Clerk. Members present were C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R. VanHoy and David Zier; also City Attorney Richard G. Patrick and City Supervisor George R. Fisher. APPROVING OF THE MINUTES: Minutes of meeting held October 20, 1959 were approved as amended. Under item ''Regional & Dist- rict Legislation" and following "James" add - as Chairman of the Legislative Committee. Motion so made by Grant, seconded by VanHoy and carried. BILLS AND COMMUNICATIONS: Current bills against the City were presented as follows: Current Expense Fund $ 24,490.00 Water Department 41,825.10 Airport Department 4,483.72 Street Department 4,795.48 Park Department 4,210.83 Library Department 1,840.72 Cemetery Department 1,145.01 Golf Course 2,543.70 Yacht Basin 15.45 Total - All Departments $ 85,351.00 Motion made by VanHoy, seconded by Thompson that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6). ORDINANCE NO. 735 - AUCTION: A letter was read from Glenn Mack with reference to the above ordinance, section 7, stating that the fee is prohibitive and requests an amendment be considered. Four suggestions were included as likely material. Grant thought that this might be interpreted as personal legis- lation. Motion made by VanHoy, seconded by James that this be turned to a committee of Grant, VanHoy and Zier for study and report at next regular meeting. Motion carried. EAST SIDE IMPROVEMENT ASSOCIATION: Clean up Day November 14, 1959. A letter was read from the Board of Directors thanking officials for their offer of assistance in disposing of unused and unsightly buildings. They are requesting the use of two (2) city owned dump trucks and a loader to be at Kurtzman's Park at 8:00 A. M., Saturday, November 14th. Legal aspects of this operation were discussed. City equipment not to be used on private property. Authority of property owners to be obtained before burning can take place. Motion made by VanHoy, seconded by Grant that the request be granted if possible. Motion carried. A letter was read from T. B. Jackson commending the Park Board, Mr. Wyman and City Council on calling for bids to construct rest rooms in Kurtzman Park. STREET SIGNS - STADIUM PARK ADDITION: A letter was read from Hal C. Hockett calling the Councils attention to the lack of street signs on Marie Street, Illinois & Lucas Streets; temporary painted signs would help. City Engineer is now getting prices on street signs. This condition will be corrected in the negr future. Mayor to answer letter. PETITION FOR ANNEXATION OF VENTURA HEIGHTS ADDITION: A petition presented by E. 0. & A. A. Wartensleben to annex Blocks 1, 2 & 3, Ventura Heights Addition was read also letter from the Planning Commission recommending that this property be zoned R-2 in case annexation is favored. Map of plat was presented and reviewed by the Council. Motion made by James, seconded by Grant to set a public hearing on annexation for Tuesday, 8:00 P. M., December 1, 1959. City Attorney to furnish notice of hearing. Motion carried. LIBRARIAN'S MEETING - VIRGINIA OLSON: By letter, Mrs. Olson requests permission to attend a meeting in Seattle on November 4th & 5th, 1959 with expenses paid. Motion made by Combs, seconded by Thompson authorizing expenses as requested. Motion carried. REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS R. B. LOVELACE, BUILDING INSPECTOR - PULLMAN: NOVEMBER 3, 1959 2849 A letter was read from Mr. Lovelace requesting permission to attend the International Conference of Building Officials Short Course at Pullman, Washington, on November 16th through 20th, 1959, also to use City car for transportation. Motion made by Grant, seconded by James authorizing the request with the use of the city car. Motion carried. WATER DEPARTMENT NEEDS: Three (3) letters were read from C. F. Whetsler as follows: 1) Call for bids on sewer rodding machine. Motion made by James, seconded by Thompson authorizing call for bid on Tuesday, 8:00 P. M., November 17, 1959. Motion carried. 2) To advertise for bids on Soda Ash, Liquid Chlorine and Liquid Aluminum Sulfate. Motion made by Zier, secondad by Thompson authorizing call for bids on Tuesday, 8:00 P. M., December 15, 1959. Motion carried. 3) West Side Tank - Arthur & Octave Streets. Bids for cleaning, repairing and painting. Motion made by Zier, seconded by Grant that request for -bids be granted. MoBion carried. REFUND: H. W. Parkinson requests a refund for Ken Dyer in the amount of $22.50 for over payment in rent. Motion made by VanHoy, seconded by Ziert authorizing the Treasurer to refund as re- quesnd. Motion carried by roll call vote of six (6). CERTIFICATE OF PAYMENT OF STATE EXCISE TAXES BY PUBLIC WORKS CONTRACTORS: Hughes & Mahaffey, Sanitary sewer line to Hillview Addition, Form PWC No. 28750 has been received from the Tax Commission this date. CLAIM -MARY BROWN & CAROLYN BROWN, MINOR, $10,955.00: Two (2) claims presented by Edward H. McKinley, were read pertaining to injuries sustained on West Henry when coming in contact with a defect in the sidewalk on September 29, 1959. - Motion made by VanHoy, seconded by Thompson to turn both claims to the City Attorney. Motion carried. RESOLUTIONS & ORDINANCES: RESOLUTION NO. 451: ' Resolving that application be made to the appropriate agency of the United States of America to obtain matching monies in the amount of approximately $92,790.00 for repairing Airport runways. Motion made by James, seconded by Grant that Resolution Nol 451 be read. Motion carried. Resolution No. 451 was read. Motion made by James, seconded by Zier that Resolution No. 451 has been read. M©ti6n carried. Motion made by James, seconded by Grant to adopt Resolution No. 451. Motion carried by roll call vote of six (6). REPORTS: BUILDING INSPECTOR: Report for October 1959 was read. PURCHASES: Motion made by Thompson, seconded by James that the following requests for purchases be authorized. Motion carried by roll call vote of six (6). WATER: Valve box locator, muffler, recover sea;, saddle, valve and meter boxes $ 762.00 CEMETERY: Leaf mulcher, blocks and lime 463.32 STREET DEPARTMENT: Signs, pipe, wye 150.00 CITY CLERK: Budget reprints 152.00 GOLF COURSE: Weed killer 159.12 AIRPORT LEASES: Three (3) leases submitted as follows: Home Improvement Company Charles R. GRADING CARTMELL STREET THROUGH TO ILLINOIS: Removing approximately 2,400 cu. yds. of material was requested by the City Engineer. Motion made by Grant, seconded by Thompson authorizing the work to be done. Motion carried. Councilman VanHoy suggested that an executive meeting be held to take care of unfinished business; setting a time and date was not decided upon; Mayor will arrange and call members. ADJOURNMENT: Motion made by Combs, seconded by Thompson to adjourn to next regular meeting, Tuesday, 8:00 P. M., November 17, 1959. Motion carried.
