REGULAR MEETING COUNCIL CHAMBERS OCTOBER 6, 1959
CALL TO BIRDER:
Meeting called to order at 8:10F. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R.
VanHoy and David Zier. City Attorney Richard G. Patrick and City Supervisor George R. Fisher
were also present.
APPROVING THE MINUTES:
Minutes of meeting held September 15, 1959. Motion made by James, seconded by Thompson
approving the minutes. Motion carried.

Motion made by VanHoy, seconded by Thompson that all vouchers properly signed and approved be
paid. Motion carried by roll call vote of six (6).
COMMUNICATIONS:
OLD JAIL BARS:
A letter was read from Ray Z. Simons, Member of the Franklin County Park Board, requesting
that the jail bars not be used by the City to be donated to the Chiawanna Park to be used for
animal cages. Motion made by Thompson, seconded by Combs to give the bars to the Franklin County
Park Board to be used for animal cages. Motion carried.
STORM WATER DRAINAGE. COURT & FOSTER:
A letter was read from W. K, Randall regarding a water situation at the above corner which he
says creates a hazard and inconvenience to motorists who wish to obtain gasoline. The answer
to this letter, written by City Engineer George R. Fisher wasaalso read. No action taken.
WARREN EXCAVATION COMPANY:
A notice was read from The Department of Labor & Industries stating that premiums due their
Department has-been paid covering construction of Sanitary Sewer in Block 1, Stadium Park
Addition.
ANNEXATION OF PASCO ENGINEERING DEPOT:
A letter was read from Napoleon Wilson urging the Mayor and City Council to bring this property
into the City limits. City Attorney stated that we are trying to get the Yacht Basin into the
city limits but up to this time have had no help from the Government.
Mr. Heidlebaugh also mentions the N. P. Hump Yard as to what progress was being made on that
annexation.
Following the discussion the City Attorney was asked to investigate the legal aspects further
on the Big Pasco Depot. Motion made by VanHoy, seconded by Thompson that the City Attorney
write the Northern Pacific Railroad Office in St. Paul on petitioning the City to annex and
the same procedure to the U. S. Government in regard to Big Pasco Depot property. Motion
carried.
Motion made by Thompson, seconded by James that the City Attorney make inquiry and find out
if this annexation can be done. Motion carried.
REGULAR MEETING
BIDS ON POLICE CARS:
PASCO, WASHINGTON
COUNCIL CHAMBERS
OCTOBER 6, 1959
A letter was read from Chief of Police McKibbin asking to call for bids on one Police car
with trade-in of one 1957 Pontiac. Motion made by Combs, seconded by Thompson that the
request be granted and bids be called for.Tuesday, 8:00 P. M., October 20, 1959. Motion
carried. McKibbin to furnish specifications.
BIDS ON LAVATORIES IN KURTZMAN PARK:
A letter was read from H. A. Wyman requesting authority to call for bids on this construction.
Motion made by James, seconded by Grant to call for bids on Lavatories as requested on Tues-
day, 8:00 P. M., October 20, 1959. Motion carried.
ANNEXATION LAW QUESTIONNAIRES:
A letter and questionnaires from the Association of Washington Cities were discussed. Motion
made by Grant, seconded by Zier to turn this to the Planning and Zoning CoMmittee. Motion
carried.
WATER SERVICE, BLOCK 4, OAKLEY'S RIVER FRONT ADDITION:
A letter was read from C. F. Whetsler relative to a request of John Keltch for Water service
outside the city limits. This would require approximately 350' of 1" pipe with an approximate
cost pf $200.00. Mr. Keltch would pay the front footage charge on 275' or $550.00.
Motion made by VanHoy, seconded by James to turn this to the Water Committee.for study and
report. Motion carried.
REFUND: (DOG TAG CHARGE)
City Clerk requests authority to refund $1.50 to Miles Jaeger account overcharge on lost dog
tag. Motion made by James, seconded by Grant authorizing refund in the amount of $1.50.
Motion carried by roll call vote of six (6).

PARK VOUCHER - CASCADE NATURAL
GAS CORPORATION:
Rate per therm was asked Mr -.,Wyman who was not sure of the rate. This voucher presented in
the amount of $261.56 and'tW other vouchers not paid brings the total amount to $1,254.82.
Councilman Thompson said he would check into this matter. Voucher to be held up pending this
information.

CLAIM:

Janet Wollam filed a claim in September 30, 1959 against the.City for damages to her car made
by a Water Department Truck in the amount of $100.00. Motion made by Grant, seconded by James
to turn this to the City Attorney. Motion carried.
READING OF ORDINANCES:
ORDINANCE NO. 980 - BUDGET 1960:
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT
HEIDLEBAUGH made inquiryyabout the east side improvements also wished to have the adoption
of the budget held up for a few days to consider a raise in the Library personnel salaries.
MIKE MERWICK.of the Benton Franklin Group Insurance was informed that this insurance item
had been deleted from the budget.
ED HENDLER spoke for the Chamber of Commerce in regard to Business & Occupation Ordinance
proposed and asked to sit in with the Councilmen during the process of formulating same.
The Mayor assured him that this could be arranged.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT.
ORDINANCE NO. 980:
Motion made by Thompson, seconded by Zier that amendments to the ordinance be read. Motion
carried.
Amendments were read as follows:
CURRENT EXPENSE MISCELLANEOUS:
Change Street Lights from $38,500 to $38,000 and Office Machines & Supplies from $ID,000 to
$9,210.00.
FIRE DEPARTMENT:
Changes as follows: Chief's Salary from $5,580 to $x,000; Asst Chief's Salary from $4,800 to
$4,920; Captain's Salary from $4,680 to $4,800 and Regular Firemen from $45,000 to $45,600. .
POLICE DEPARTMENT:
Changes as follows: Chief of Police Salary from $5,750 to $6,300; Captain's Salary from
$5,220 to $5,760; Segeants Salary from $5,100 to $5,280; Detective's Salary from $5,040 to
$5,220;.Patrolmen foom $54,120 to $52,020; Clerks from $9,600 to $9,360; Matron Clerk from
$3,600 to $3,480 and added overtime in the amount of $1,010.00.
Motion made by Thompson, seconded by Zier that Ordinance No. 980 be approved as amended.
Motion carried.

carried,by roll call vote of six (6).
ORDINANCE NO. 981:
AN ORDINANCE VACATING "D" STREET BETWEEN FIFTH AND SIXTH AVENUE
Motion made by Zier, seconded by Thompson tonread Ordinance No. 981 by title. Motion carried.

ORDINAL E NO. 982:
AN ORDINANCE DECLARING AN EMERGENCY IN THE CURRENT EXPENSE
FUND OF THE CITY OF PASCO AND APPROPRIATING THE SUM OF
$1,750.42 FROM THE CURRENT EXPENSE FUND FOR THE POLICE DE-
PARTMENT FOR MEALS AND LAUNDRY FOR PRISONERS AND RADIO
MAINTENANCE AND PARTS
Motion made by Grant, seconded by Zier that a public hearing be set for Tuesday, 8:00 P. M.,
October 20, 1959. Motion carried.
ORDINANCE NO. 983:
AN ORDINANCE DECLARING AN EMERGENCY IN THE MUN..=F'.COUFS�` FUND
OF THE CITY OF PASCO AND APPROPRIATING THE SUM OF $7,000.00 FROM
THE CURRENT EXPENSE FUND FOR THE MUNICIPAL GOLF COURSE FOR LABOR
AND PURCHASE OF EQUIPMENT
Motion made by Zier, seconded by Thompson that a public hearing be set for Tuesday, 8:00 P. M.,
October 20, 1959. Motion carried.
PASCO, WASHINGTON
REGULAR MEETING COUNCIL CHAMBERS OCTOBER 6, 1959
LEE HOFFMAN INC. - FILTER PLANT CONTRACT:
City Attorney Richard G. Patrick informed the Council that Lee Hoffman Inc. has finished
his contract and change orders on the Filter Plant Betterments and Extensions to the satisfaction
of the City,Engineer and Water Superintendent and at this time a final acceptance should be made
with a 30 day retaining period which would end on November 5, 1959. Motion made by Grant, sec-
onded by Thompson on final acceptance of the contract of Lee Hoffman, Inc. for work on the Filter
Plant Extension & Betterments Program as recommended by the City Attorney with the 30 day
retaining period. Motion carried unanimous.
CERTIFIED CHECK - $6,500.00 LEE HOFFMAN, INC.:
Motion made by Zier, seconded by James to return certified check in the amount of $6.500.00,
which was deposited to guaranty the completion of work, to Lee Hoffman Inc. Motion carried.
ADJOURNMENT:
Motion made by Combs, seconded by Zier to adjourn to next regular meeting, Tuesday, 8:00 P. M.,
October 20, 1959. Motion carried.
