SPECIAL BUDGET MEETING COUNCIL CHAMBERS OCTOBER 5, 1959

CALL TO ORDER:
Meeting called to order at 8:20 P. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, H. C. James, Ed Thompaon, T. R. VanHoy and
David Zier. Absent G. A. Grant. City Attorney Richard G. Patrick and City Supervisor George
R. Fisher were present.

Legal notice of public hearing was read. Mayor declared the hearing open.
Motion made by James, seconded by Thompson that Budget.Ordinance No. 980 be read. Motion
carried. Ordinance No. 980 was read. Motion made by James, seconded by Thompson that Ord-
inance No. 980 has been read in its entirety. Motion carried.
Chief of Police A. L. McKibbin spoke relative to=insufficient spread between the Supervisory
rank and Patrolman's salary - responsibility not recognized; also that Patrolman Salary dohs
not equal common labor and this he feels is not fair and asked the Council to reconsider the
wage structure and if the.budget was set up on a 40 ►our week. Motion made by Combs, seconded
by Thompson that the Police Department/put on the 40 hour per week schedule. Motion carried
unanimous.
EAST SIDE IMPROVEMENT ASSOCIATION represented by Mrs. Casey Sheppard who spoke about street
oiling and Kurtzman Park Rest Rooms and made specific inquiry regarding several budget items.
No action was taken.
MIKE MERWICK, with the Benton Franklin Group Insurance spoke at length regarding the benefits
to be obtained and the cities share to vary according to what they decide to pay; figures from
$2.00 to $4.00 were mentioned. In conclusion no action was taken.
ADJOURNMENT:
Motion made by Combs, seconded by Thompson to adjourn to Tuesday, 8:00 P. M., October 6, 1959.
Motion carried.
