REGULAR MEETING
CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS SEPTEMBER 1, 1959
Meeting called to order at 8:00 P. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. Fames, Ed Thompson, T. R.
VanHoy and David Zier. City Attorney R. G. Patrick was present.
APPROVING THE MINUTES:
Motion made by James, seconded by Combs approving minutes of meeting held August 18, 1959.
Motion carried.
BILLS:
Current bills against the City were read as follows. Motion made by VanHoy, seconded by Thompson
authorizing the payment of all vouchers properly signed and approved. Motion carried by roll call
vote of six (6).

COMMUNICATIONS:
CIVIL DEFENSE DIRECTOR APPLICATION:
A letter was read from Zane Casey, 820 So. 11th, applying for the position and stating his
qualifications and anticipated procedures if appointed. Motion made by Thompson, seconded by
Grant to turn this application to the Civilian Defense Committee. Motion carried.
DOG ORDINANCE APPRECIATED:
A letter was read from Hal Gislesen commending the Mayor and Cound:il for enacting a dog control
ordinance.
BACK -HOE & BUCKET:
A. letter was read from C. F. Whetsler, Water Superintendent, requesting authority to obtain
quotations on a back -hoe and loader bucket for the tractor. Motion made by Zier, seconded by
Thompson authorizing the request as stated. Motion carried.
AIRPORT LEASE - RELEASED:
A letter was read from Airport Manager H. W. Parkinson stating that the Brown Lumber Company
of Oak Harbor, Washington, wished to be released from their obligation in their lease. H. W.
Parkinson states that he has a suitable tenant for the area and recommends that their request
be granted. Motion made by VanHoy, seconded by Grant that the Brown Lumber Company lease be
cancelled as requested by Parkinson. Motion carried.
AIRPORT DELINQUENT RENTALS:
H. W. Parkinson reports the following rental accounts delinquent:

RESQLUTION NO. 448:

Motion made by VanHoy, seconded by Thompson to read Resolution No. 448. Motion carried.
Resolution No. 448 was read. Motion made by James, seconded•by'•Zier that Resolution No. 448
has been read. Motion made by James, seconded by Grant to turn this Resolution to the Police
eommittee for report at next regular meeting. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
NEW GARBAGE DUMP - Mrs. Casey Sheppatd asked about a report to be made using the new dump.
Mr. James reported that the 28th of September 1959 as the date that Mr. Dietrich will start
using the new dump. Mrs. Sheppard then requested that the road to the old dump be marked
closed and barricaded.

allowed. Motion carried by roll call vote of six (6).

and investigation regarding irregularities in purchase orders for purchases made by the Planner
and not requested through council. Motion carried. (Shields $23.81; Basin Typewriter $44.86

REGULAR MEETING
BUSINESS LICENSE & OCCUPATION TAX:
PASCO, WASHINGTON
COUNCIL CHAMBERS
SEPTEMBER 1, 1959
The Business License Ordinance was discussed relative to more revenue. The Committee now consists
of VanHoy, James & Grant and it will be necessary to have a committee meeting soon for anticipated
receipts. Motion made by VanHoy, seconded by Grant that the Finance Committee meet and study
the Business License on Wednesday, September 4, 1959, at 8:00 P. M. Motion carried.
Motion made by Combs, seconded by Grant appointing David Zier on the Finance Committee to succeed
0. C. Adams. Motion carried.

Account delay in completion the City Attorney states that another action is necessary on the
final acceptance. Motion made by Zier, seconded by Grant for final acceptance of Pasco Water
Treatment Plant Additions by Contractor Lee Hoffman Inc. Motion carried.
Minneapolis -Honeywell Filter Control System lacking two gauges and replacement of two faulty
air compressors. Lee Hoffman to enter into an agreement with the City to deposit a certified
check in the amount of .$6,800.00 to guarantee completion of the above work; the estimated cost
of uncompleted work is $3,400.00. Supplemental agreement to be drawn by the City Attorney.
Motion made by Grant, seconded by Zier authorizing the Mayor to sign when completed by the
Attorney. Motion carried.
TENTATIVE BUDGET FOR 1960:
The 1960 Tentative Budget was presented to the Mayor who in turn gave each member a copy.
ADJOURNMENT:
Motion made by Combs, seconded by VanHoy to adjourn to next regular meeting, Tuesday, 8:00 P. M.,
September 15, 1959. Motion carried.
