CALL TO ORDER:
Meeting called to order at 8:05 P.M. by Honorable Mayor Pro -Tem Cecil R. Combs.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, George A. Grant, Harold C. James,
Ed Thompson, T. R. VanHoy and David Zier. Absent were 0. C. Adams and Mayor
Raymond Hicks. City Attorney Richard G. Patrick was present.
APPROVING OF THE MINUTES:
Motion made by VanHoy, seconded by Thompson approving the minutes of meeting held
May 5, 1959. Motion carried.
COMMUNICATIONS:
SMITH TRUCK & TRACTOR, INC.:
A letter was read from R. F. Smith requesting permission to install another drive-
way on West Lewis. Motion made by Zier, seconded by Thompson that this be turned
to the Street Committee (Combs, Zier, VanHoy and Grant) for investigation and re-
port. Motion carried.
CAST IRON PIPE INSTALLATION:
Water Superintendent, C. F. Whetsler, requests permission to lay 360' of Cast
Iron pipe (12") from Lucas to Cole on Court, estimated cost $2,900.00. Also,
530' of 6" Cast Iron pipe from 7th Avenue to the alley between 8th and 9th on
Columbia, estimated cost $2,000.00. Motion made by Zier, seconded by Thompson
granting ci�nstallation as requested. Motion carried.
WETER ROBERTS & SHEFELMAN -- L.I.D. N0.64:
A letter was read from James Gay, wishing to be informed relative to printing
bonds or if the City intends to hold warrants and retire warrants out of the
assessment installments: In case the City wishes bonds to be issued, that he
be informed and necessary data submitted. Motion made by,.Zier, seconded by
VanHoy to turn this to the Finance Committee (Adams, VanHoy, Grant and James).
Motion carried.
SEWAGE DISPOSAL -- E. A. MORGAN, Trailer Park:
A letter was read from Dudley Beal, Supervising Sanitarian, stating the State
Department of Health and the District Health Department recommend that Mr. E. A.
Morgan be given permission to utilize the Pasco Public Sewage Disposal System,
meeting all requirements set by the City Engineer.
AIRPORT -- FLAT WHITE PAINT:
Prices were submitted by H. W. Parkinson, Airport Manager, on exterior flat white
paint.

(300 gallons C-10 Stain resistant white.)
200 gallons in 55 gallon containers $2.80 per gal.
100 gallons in 5 gallon containers 2.95 per gal.

In Fives: 4.15 per gallon
Farm, Ranch & Plantation White:
In Drums: $3.05 per gallon
In Fives: 3.20 per gallon
Motion made by VanHoy, seconded by Zier authorizing the Airport Manager to ac-
cept the lowest price submitted by Schorn Paint. Manufacturing Co. Motion
carried.
PETITIONS & ORDINANCES:
PETITION TO DENY BUILDING PERMIT TO JEHOVAH WITNESSES:
Petition signed by sixteen (16) signers opposing construction of Building at
11th and Hopkins for Church or Meeting purposes was read. Off-street parking
and the narrowness of Hopkins Street was discussed. Motion made by Zier,
seconded by Thompson to turn Petition to the Property, Zoning and Planning
Committee (James, Zier, Thompson) for study and report. Motion carried.

REGULAR MEETING COUNCIL CHAMBERS MAY 19, 1959
LEASE AGREEMENT FOR RENTING CITY PROPERTY:
Lease agreement to rent Lots 11 and 12, Block 22, Pasco, City property to Farley
Chevrolet, Inc. was presented by the City Attorney. Following a review of the
lease, Motion was made by VanHoy, seconded by Zier authorizing the Mayor to
sign lease. Motion carried.
PUBLIC HEARINGS:
VACATING EAST AND WEST ALLEY, BLOCK 104, GRAY'S EAST RIVERSIDE ADDITION:
Legal Notice of Public Hearing was read on vacating the east and west alley,
Block 104, Gray's East Riverside Addition of Pasco. Mayor Pro -Tem declared
the Hearing open. No protests were received by letter. Park Superintendent,
H. Wyman, made inquiry about the east entrance to the Boat Basin -- if this
vacation would in any way hamper the use of this entrance. Motion made by
VanHoy, seconded by James to continue Public Hearing to next regular meeting
(June 2nd, 1959). Street Committee (Combs, Zier, VanHoy and Grant) to inspect
the location and make report. Motion carried. No other questions or objections
were received.
VACATING NORTH AND SOUTH ALLEY, BLOCK 8 O'KEEFE'S 2nd ADDITION:
Legal Notice of Public Hearing was read. Mayor Pro -Tem declared the Hearing
open. No objections rendered by letter or in person. Mayor Pro -Tem declared
the hearing closed. Motion made by Zier, seconded by VanHoy that an Ordinance
be drawn on vacating the North and South Alley, Block 8 O'Keefe's 2nd Addi-
tion. Motion carried.
REZONING LOTS 17 to 20 BLOCK 9 GERRY'S ADDITION -- T. D. PETERSON:
Legal notice of Public Hearing was read following petition to rezone lots 17,
to 20 inclusive, Block 9, Gerry's Addition from R-1 to C-1. Mayor Pro -Tem de-
clared the hearing open. No objections were received by letter or in person.
Mayor Pro -Tem declared the hearing closed. Motion madeyby VanHoy, seconded by
James that the City Attorney draw ordinance to cover petition. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
BUILDING SET BACK AND PARKING STRIP -- EARL PERRY:
Mr. Earl Perry, 905 West Court, spoke to the Council relative to his buildings
and property on Court Street. His present buildings have a 30' set back, he
wishes to install a sidewalk adjacent to the buildings and through to Poplar
Street, thus leaving space for diagonal parking. Buildings to the west in the
same block are set out to the property line, following a discussion, Motion was
made by Zier, seconded by Grant that this matter be turned to the Street and
Zoning and Planning Committee for study and report. Motion carried.

Federal Aviation Agency: Renewal of contract July 1, 1959 to June 30, 1960.
Contract No. C4ca-5306-A, Flight Assistance Service, $1.00
per year, Pasco, Washington.
Mr. & Mrs. Woodrow V. Epp: Building #144, July 1, 1959 to July 1, 1960, Living
Quarters, $100.00 received for the rental fee for July, 1959
and $100.00 to be paid for every month on or before the 1st
day of every calendar month thereafter for term of lease.
Goddards, Inc: Building #61 (Warehouse 3) except for the south 24 feet. June
1, 1959 on a month to month basis -- not to exceed one year.
$240.00 received for the first and last months, and $120.00
to be paid on or before the 1st day of every calendar month
thereafter.Motion made by VanHoy'; seconded by Thompson, authorizing the Mayor to sign.
