REGULAR MEETING COUNCIL CHAMBERS MAY 5, 1959
CALL TO ORDER:
Meeting called to order at 8:07T. M. by Mayor pro tem Cecil R. Combs.
APPOINTMENT OF CLERK:
Motion made by Thompson, seconded by Zier appointing Councipman 0. C. Adams to act as Clerk
due to the absence of the City Clerk Adah M. Perry. Motion carried.
ROLL CALL:
By Clerk pro tem. Councilmen present were 0. C. Adams, C. R. Combs, H. C. James, Ed Thompson,
T. R. VanHoy and David Zier. Absent were Mayor Raymond Hicks and G. A. Grant. City Attorney
Richard G. Patrick was also present.
APPROVING OF THE MINUTES:
Motion made by Thompson, seconded.by Zier approving the minutes of meeting held April 21, 1959.
Motion carried.

Motion made by VanHoy, seconded by Thompson that all bills properly signed and approved be
paid. Motion carried by roll call vote of six (6).
DEPARTMENT OF COMMERCE: Well drilling permit in the amount of $26.00 ordered paid with the
above bills.
JOHN M. KELTCH (GOLF COURSE BILL):
Letter read from Mr. Keltch requesting to swap an equipment rental bill in the amount of $320.00
owed by the Golf Course for 3,000 cu. yds. pit run gravel. City Attorney ruled that the exchange
for gravel cannot be made account separate,departments. Motion made by Adams, seconded by Thomp-
son to pay Mr. Keltch $320.00 due from the Golf Course. Motion carried by roll call vote of
six (6) .
WATER DEPOSITS TO STATE TAX COMMISSION:
Letter read from Water Superintendent C. F. Whetsler requesting permission for the City Treasurer
to pay to the State Tax Commission the sum of $264.99 which is for water deposits which have been
held seven years after termination of service. Motion made by Zier, seconded by James authoriz-
ing the City Treasurer to pay to the State Tax Commission the sum of $264.99. Motion carried by
roll call vote of six (6).
REFUND - IVOR HALE FRONT FOOTAGE:
Letter read from Water Superintendent C. F. Whetsler requesting permission to refund to Ivor
.Hale the sum of $195.00 account front footage havingg been paid twice on Lot 14, Block 3 and
Lot 16, Block 4, Epley's Addition. Motion made by Zier, seconded by James authorizing the City
Treasurer to make the refund as requested. Motion carried by roll call vote of six (6).
SIDEWALK SALE:
Letter read from Robert Cohen, Chairman of the Sidewalk Sale Event requesting cooperation
in staging this event. Motion made by VanHoy, seconded by Thompson to refer to the Property
Committee, Chief of Police and City Attorney with power to act. Motion carried.
ASSOCIATION OF WASHINGTON CITIES CONVENTION:
Announcement of Convention to be held at Port Angeles on June 10, 11, & 12, 1959 was read.

AMERICAN WATER WORKS ASSOCIATION CONFERENCE:
Report on Conference submitted by George R. Fisher and C. F. Whetsler to each Councilman.
Report ordered filed.
WAYNE CLARK CONTRACT:
Letter read from City Engineer George R. Fisher recommending the acceptance of the grading of
Blocks 22 and 23, Riverside Addition. Motion made by; Thompson, seconded by James accepting
the City Engineer's recommendation. Motion carried.
FARLEY CHEVROLET INC.:
Letter read from T. H. Arnold, Business Manager, requesting the City to lease the lots on Columbia
Street for $50.00 per month. Check enclosed in the amount of $300.00 for.six months rent.
Motion made by Combs, seconded by James that Farley Chevrolet Inc., be allowed to rent lots on a
month to month basis for $100.00 per month retroactive to April 1st, 1959. City Attorney to
draw up contract. Motion carried.
AIR FILTER CLEANING SERVICE:
Letter read from Frank W. Ross, General Manager for Air Filter Sales & Service, notifying the
City that as of May 1, 1959 the price will be $1.50 per filter cleaning instead of $1.10.
Motion made by Combs, seconded by Adams to turn to the Building Committee for study and
recommendation. Motion carried.
INLAND NAVIGATION COMPANY ( DUANE E. TABER):
Letter from Duane E. Taber read. On advice by the City Attorney motion made by VanHoy, seconded
by Zier that City refuse tender of defense and Taber to be notified accordingly. Motion carried.
City Attorney to answer letter.
SEWER LINE - RUBY STREET:
Letter from Water Superintendent C. F. Whetsler read requesting permission to install a stub sewer
line from Chase along Ruby to serve the West Side Market. Estimated cost of $1,346.80. Front
footage to be paid by Harold J. Brinkley.
Motion made by Combs, seconded by Zier approving the request. Motion carried.
BUILDING INSPECTOR'S REPORT:
Building Inspector's Report for the month of April was read and ordered filed.
REGULAR ORDER OF BUSINESS SET ASIDE TO HEAR FROM THE PUBLIC
GEORGE HEIDLBAUGH spoke at length on the petition from East Side residents and askdd that consideration'
be given to their request to help the City as a whole. The Association wants to have motion put
again for a 2 -shot oiling. Combs says that we are not sitting still but we do not have $50,000.00
-to,do it with.
ROY HARRITY stays that he would be gl&d to pay for Street oiled in front of his house but three
houses in the block won't pay.
ROGER OLSON spoke in behalf of Rev. E. A. Morgan and his trailer court. Petition to annex
presented to property owners is not going as fast as they had hoped. Wants. to hook up to
City sewer and pay usual rate of installation and regular monthly, sewer charge and.to.maintain
their own system or put in septic tanks and take change of polluting the juvenile fish pond.
Motion made by Combs, seconded by Adams to turn to Water & Sewer Committee, City Engineer and
City Attorney with power to act. Motion carried.
JOHN ALLEN, Franklin County Irrigation District says that if our answer is "no" does that mean
that people can't get irrigation water? Zier replies'that is exactly it.,.
ROGER MCCOMMON inquires about ordinance on hauling uncovered garbage to dump. Combs asks
McKibbin to enforce the ordinance.
ESTHER SAWYERS asks -for answer to her request for increase of $0.15 per meal for prisoner's
meals. Motion made by Adams, seconded by James granting request. Motion carried.

READING OF RESOLUTIONS & ORDINANCES:
RESOLUTION NO. 440:
A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF PASCO
TO SIGN A STIPULATION IN THE APPEAL OF ADAM ZACHER AND
REBINA ZACHER, HIS WIFE, FROM THE CONFIRMATION OF THE
ASSESSMENT ROLL FOR LOCAL IMPROVEMENT DISTRICT NO. 63
Motion made by Combs, seconded by Zier to read Resolution No. 440. Motion carried. REsolution
No. 440 was read. Mo.t16n made by Zier, seconded by Thompson that Resolution No. 440 has been read.
Motion carried. Motion made by Zier, seconddd by Thompson to adopt Resolution No. 440. Motion
carried by roll call vote of six (6).

AN ORDINANCE TRANSFERRING THE SUM OF $1,575.00 FROM "SALARY
AND/OR PLANNING DIRECTOR" UNDER THE PLANNING COMMISSION
SECTION OF THE 1959 BUDGET OF THE CITY OF PASCO.TO THE
FOLLOWING ITEMS UNDER THE PLANNING COMMISSION SECTION OF
THE 1959 BUDGET: THE SUM OF $850.00 TO.OFFICE EXPENSE; THE
SUM OF $450.00 TO TRANSPORTATION AND MILEAGE; AND THE SUM
OF $275.00 TO EQUIPMENT

Motion made by Thompson, seconded by James approving the requests. Motion carried unanimous.
L. I. D. #64:
Nootion made by Adams, seconded by Zier that a letter be sent to all property owners on the L. I. D.
#64 explaining in detail the payment program. Motion carried unanimous.

Motion made by Combs, seconded by Adams to adjourn to next regular meeting, Tuesday, May 19, 1959,
