REGULAR MEETING COUNCIL CHAMBERS APRIL 21, 1959 —
CALL TO ORDER:
Meeting called to order at 8:05 P. M. Honorable Mayor Raymond Hicks presiding.
APPOINTMENT - CLERK PRO TEM:
Mayor Hicks appointed 0. C. Adams as Clerk pro tem due to the absence of the City Clerk Adah M.
Perry. Motion made by Combs, seconded by Thompson approving the appointment. Motion carried.
ROLL CALL:
By Clerk pro tem. Members present were 0. C. Adams, C. R. Combs, G. A. Grant, H. C. James, Ed
Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was also present.
APPROVING OF THE MINUTES:
Minutes of meeting held April 7, 1959 were approved. Motion so made by VanHoy, seconded by Thompson
and carried.
COMMUNICATIONS:
THREE-WAY FIRE HYDRANT:
Letter read from Water Superintendent C. F. Whetsler requesting permission to install a three-
way Fire Hydrant at the corner of South 5th Avenue and South Street at an approximate cost of
$400.00. Motion made by VanHoy, seconded by Thompson granting the request. Motion carried by
roll call vote of seven (7).
REFUND - INTERMOUNTAIN REALTY COMPANY:
Letter read from Water Superintendent C. F. Whetsler requesting permission for the City Treasurer
to refund to the Intermountain Realty Company the sum of $393.62 for front footage assessment
account having been paid twice. Motion made by Zier, seconded by Thompson that the City Treas-
urer make the refund as requested. Motion carried unanimous.
,REFUND - R. W. UMBARGER:
Letter read from Water Superintendent C. F. Whetsler requesting permission for the City Treasurer
to refund to R. W. Umbarger the sum of $198.75 account front footage having been paid twice.
Motion made by Zier, seconded by VanHoy that the City Treasurer make the refund as requested.
Motion carried unanimous.
SEWER EXTENSIONS:
Letter read from City Engineer George R. Fisher informing the Countil that the Sanitary Sewer
extensions on Ship Avenue from Ainsworth to "A" Street and on Marvin to Kurtzman Park have been
completed in accordance with specifications and recommending their acceptance.
Motion made by Thompson, seconded by Zier to accept the installations as recommended by the City
Engineer. Motion carried.
PASCO WATER FOLLIES:
Letter read from Wallace A. Reid, President, requesting approval for the following:
1) Grant the Pasco Water FollA es Association Inc. the exclusive license right for
shows, concessions and any other amusements or business that would come because
of the Water Follies Program
2) Do not grant a license to any other Carnival, circus or similar type of program
until after July 26, 1959.
Motion made by VanHoy, seconded by Grant to turn to the City Attorney for reply. Motion carried.
ROADS TO AIRPORT:
Letter read from Airport Manager H. W. Parkinson requesting permission to close all access roads
on the north, west and south sides of the Airport property to protect the City from liability in
the landing and approach areas. Motion made by VanHoy, seconded by Zier that the request be
granted. Motion carried unanimous.
$ARRIOTT PIPELINE LEASE:
Letter read from Airport Manager H. W. Parkinson requesting permission to release the Garriott
Pipeline Service from their one year lease on Building No. 139 effective April 15, 1959 since
a new suitable tenant has been found. Motion made by VanHoy, seconded by Zier granting release
for the Garriott Pipeline Service. Motion carried unanimous.

REPORT FROM POLICE CHIEF:
Letter read from Chief of Police McKibbin to the Police Committee Chairman Grant recommending
as follows:
1) Stop signs on First Avenue.
City Engineer preparing a map to show recommendations for the
complete City arterial system
2) Right turn on red light.
Recommend signs be placed at all intersections controlled by
a tight designating that right turn is permissable after a
full stop with exception of 4th & Lewis. Our recommendation
is that a right turn at this intersection not be permitted
3) Timer on light at 10th & Sylvester.
Contacted General Electric but no price received as yet.
recommend that a timer be installed
4) Elimination of left turn at Main & Lewis Streets.
This will be explained with the City Engineer's recommendation
for the City arterial system
Motkn made by Grant, seconded by VanHoy to turn to Polide Committee for report. Motion,carried.
TELEPHONE CHANGE (CLERK):
Request for three (3) line system telephone for the City Cle'rk's Office was read. Approximate
cost would be $44.55 per month.
Motion made by Adams, seconded by James to make the change from a one (1) line with three (3)
extensions to the three (3) lines with one (1) extension. Motion carried.
GRADE LEVEL AT MASONIC TEMPLE:
Letter read from the Masonic Temple Board, signed by the President, Vice -President, Secretary,
Treasurer and Officers pointing out the -hazardous traffic condition for automobiles entering
and leaving the temple grounds and would appreciate having this condition corrected.
Motion made by Zier, seconded by Grant to turn this to the Street Committee. Motion carried.
MEAL COST FOR PRISONERS:
Letter read from Esther A. Sawyers requesting a $0.15 increase for meals effective May 1, 1959.
Motion made by Grant, seconded by James to turn request to the Police Committee for report.
Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE TO HEAR FROM THE PUBLIC
NEW CITY DUMP:
Mr. Roger McCommon was,present and inquired why the New City Dump was not in use. Mayor said
he would check. Mr. McCommon also inquired why the City did not have an ordinance requiring
trucks and trailers conveying garbage to be covered. Mayor Hicks informed Mr. McC%mmon that
we have such an ordinance and he would check on the enforcement of the ordinance..
FRANKLIN COUNTY IRRIGATION DISTRICT:
Letter fead from Leavy & Taber, Attorneys for the Franklin County Irrigation District, requesting
permission to serve Lewis.Addition. John Allen was present and spoke in favor of this service to
the area. Discussion followed and in conclusion letter was referred to the Water•Committee for
study and recommendation

Motion made by Thompson, seconded by Grant that purchases as requested be allowed. •Motion carried.

Motion made by VanHoy, seconded by Zier approving leases a°s recommended and authorizing the
Mayor to sign. Motion carried.
CIVILIAN DEFENSE:
Glen Mack reported on the success of the alert and asked permission to go to Olympia for the
Civilian Defense meeting. Motion made by James, seconded by Thompson that Mack be allowed to
go to Olympia on Civilian Defense business when next called. Motion carried;
READING OF RESOLUTIONS & ORDINANCES:
RESOLUTION NO. 438:
VACATE ALLEY ALONG THE SOUTH END OF BLOCK 104, GRAYS EAST
RIVERSIDE ADDITION AND ALSO THAT PORTION OF SOUTH SECOND
STREET ADJACENT TO THE WEST END OF BLOCK 104, GRAYS EAST
RIVERSIDE ADDITION
Motion made by Zier, seconded by Grant that Resolution No. 438 be read. Motion carried.
Resolution No. 438 was read. Motion made by Zier, seconded by Thomspon that Resolution No. 438
has bean read. Motion carried. Motion made by Zier, seconded by Grant to adopt Resolution No.
438 and set date of public hearing for 8:00 P. M., Tuesday, May 19, 1959. Motion carried by
roll,call vote of seven (7).
RESOLUTION NO.,439:
VACATE THE NORTH -SOUTH ALLEY INTERSECTING BLOCK 8 OF O'KEEFE'S
SECOND ADDITION
Motion made by Grant, seconded by Thompson to read Resolution No. 439. klotion carried.
Resolution No. 439 was read. Motion made by Zier, seconded by Thompson that Resolution No.
439 has been read. Motion carried. Motion made by Thompson, seconded by Grant to adopt
Resolution No. 439 and set date of public hearing for Tuesday, 8:00 P. M., May 19, 1959.
Motion carried by roll call vote'of seven (7).
ORDINANCE NO. 963:
AN ORDINANCE VACATING THAT PORTION OF THE EAST AND WEST
ALLEY, LYING BETWEEN LOTS 8 AND 9, IN BLOCK 3, GRAY'S
AMENDED ADDITION TO PASCO, ACCORDING TO THE PLAT THEREOF
RECORDED IN VOLUME "B" OF PLATS, PAGE 20, RECORDS OF
FRANKLIN COUNTY, WASHINGTON, SUBJECT TO AN EASEMENT OVER
THE NORTH �,O FEET OF SAID VACATED ALLEY FOR THE CONSTRUCT-

to adopt Ordinance No. 962. Motion carried by roll call vote of 5 to 2. Adams, Grant, James,
Thompson and Zier voting "yes". Combs and VanHoy voting "no".
