TEMPORARY CLERK: Mayor Hicks appointed Councilman 0.•C. Adams as temporary Clerk in the absence of Adah M. Perry the regular clerk. Motion made by Combs, seconded by Zier approving the appointment. Motion carried. ROLL CALL: By temporary Clerk. Members present were 0. C. Adams, C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was also present. APPROVING OF THE MINUTES: Minutes of meeting held March 17, 1959 were approved. Motion so made by Zier, seconded by Grant and carried. BILLS & COMMUNICATIONS: BILLS: Current bills against the City were read as follows: Current Expense Water Department Airport Department Park Department Library Department Cemetery Department. Street Department L. I. D. #64 W & S Rev Bonds -1957 Employment Security Golf Course Bldg & Alterations Grand total.for all departments $ 31,271.51 16,825.33 6;.681.55 5,411.26 2,091.59 1,091.05 4,246.17 177.99 18,674.19 4,866.95 1,803.10 1,741.71 $ 94,882.40 Motion made by Combs, seconded by Thompson approving for payment all bills properly signed. Motion carried. INVESTMENT OF FUNDS, A letter was read from Mary Ellison, City Treasurer requesting an amendment on part of the motion in minutes of March 17, 1959 by inserting "Firemen's Relief & Pension Fund" for the purchase of L. I. D. #64 warrants. Motion made by Grant, seconded by James to concur with the request and purchase L. I. D. #64 Warrants from.the Firemen's Relief & Pension Fund. Motion carried by roll call vote of seven (7). Also letter from City Teeasurer was read listing the investments made. Letter ordered filed. KARL KOYAMA - WATER RATES: Letter read from Mr. Koyama on proposed increase in the water rates. Letter ordered filed. PACIFIC TELEPHONE FRANCHISE: Copy of letter from Richard G. Patrick to Mr. John N. Rupp requesting information on telephone company's operations in other cities was read and ordered filed. NATMNAT. RRrRRATTnN rnMRR.RFNrR.- Letter read from Harold Wyman, Park Superintendent, requesting -permission to attend the North- west District Park & Recreation Conference at Yakima from April 13th to April 15th, 1959. Motion made by VanHoy, seconded by Zier granting request. Motion carried. AMERICAN WATER WORKS CONFERENCE: A letter was read from C. F. Whetsler requesting permission to attend the conference in Van- couver, B. C., along with George R. Fisher from April 22nd through 25th, 1959. Motion 'made by James, seconded by Zier granting the request. Motion carried. VACATE EAST & WEST ALLEY, GRAY'S AMENDED ADDITION (FRICKE) Letter read from A. J. Fricke asking that the water department move the water line to the north half of the alley so that alley may be vacated. Estimated cost of moing line is $226.00 and check enclosed for payment. Motion made by Zier, seconded by Grant that line be moved and ordinance drawn to vacate alley subject to easement on the north half. Motion carried. 2775 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS APRIL 7, 1959 PEST CONTROL SERVICE: A letter read from Robert E. Hart guaranteeing complete eradication of the insect problem at the City Hall for the sum of $100.00. Motion made by Thompson, seconded by VanHoy to accept the bid of the.Hart Fifa-Pest Control Service. Motion carried unanimous. PAS -PORT PLUNGE: Copy of letter from Paul P. Barr to the Department of Health, Spokane, Washington, was read and ordered filed. Also letter read from H. W. Parkinson, stating that Mr. Barr plans to operate the pool. Letter ordered filed. PLANNING COMMISSION - OCCUPANCY: Letter from Adah M. Perry, Planning Commission Secretary, was read stating that the Brownhaven Nursing Home and Peterson & Taylor are operating out of zone. Motion made by Grant, seconded by Zier to refer to the Planning Committee of the Council for study and report. Motion carried unanimous. CASCADE NATURAL GAS CORPORATION: Letter from Norman C. Conaway was read requesting permission to cut a 3' x 3' Bell Hole on North Illinois, 4' west of burb line between West Henry and West Octave in order to make a gas lie -in. , Discussion followed. City Engineer George R. Fisher reported that this is in L. I. D. #64 and that the Cascade Gas had been advised prior to constructing the L. I. D. #64 that they should get lines in. Motion made by VanHoy, seconded by Adams that the request be denied. Motion carried unanimous. PUBLIC HEARING - L. I. D. #64: Continuation of hearing from March 17, 1959 meeting. Nine (9) written objections on file. .Ralph Oakley wants gutter low spot corrected. Motion made by Combs, seconded by Grant that this situation be corrected. Motion carried unanimous. Lewis Brown protest discussed. Motion made by Grant, seconded by Combs that the drainage condition be correct6d. Motion carried unanimous. John E.. Wickham protest Considered. Jack R. Criswell - Letter of appreciation for the effort expended to see that this worthwhile project was completed. No further protests on L. I. D. #64 the Mayor declared the hearing closed. ORDINANCE NO. 959: .AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 64, WHICH HAS BEEN CREATED AND ESTABLISHED FOR THE PURPOSE OF IMPROVING BROWN STREET FROM THE EAST LINE OF CHASE AVENUE TO THE EAST LINE OF .ILLINOIS AVENUE - AND FROM THE WEST LINE OF ONEONTA AVENUE TO THE WEST LINE OF LUCAS AVENUE AND Cert - AIN OTHER STREETS AND AVENUES IN THE CITY OF PASCO BY THE CONSTRUCTION AND INSTALLATION OF ASPHALTIC CONCRETE PAVE- MENT, CRUSHED ROCK BASE COURSE, CONCRETE GUTTER AND CONCRETE CURB WHERE NECESSARY, STORM SEWER FACILITIES INCLUDING CATCH BASINS, MANHOLES, PROVISIONS FOR TEMPORARY DISPOSAL OF STORM WATER, WITH ALL NECESSARY APPURTENANCES AND ALL NECESSARY CONTINGENT ITEMS, AS PROVIDED BY ORDINANCE NO. 928, AND LEVY- ING AND ASSESSING THE AMOUNT THEREOF AGAINST THE SEVERAL LOTS, TRACTS, PARCELS OF LAND AND OTHER PROPERTY SHOWN ON SAID ROLL Motion made by Combs, seconded by Thompson that Ordinance No. 959 be read by title. PUBLIC HEARING VACATE EAST & WEST ALLEY, BLOCK 22, GERRY'S ADDITION: Notice of public hearing was read. Mayor declared the hearing open. No protests received either by letter or in person. Mayor declared the hearing closed. ORDINANCE NO. 960: AN ORDINANCE VACATING THE EAST AND WEST ALLEY IN BLOCK 22, GERRY'S ADDITION TO PASCO, ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 18, RECORDS OF FRANKLIN COUNTY, WASHINGTON Motion made by Zier, seconded by Thompson to read Ordinance No. 960. Motion carried. Ordinance No. 960 was read. Motion made by Adams, seconded by James that Ordinance No. 960 has-been read. Motion carried. Motion carried by roll call vote of seven (7). 2276 REGULAR MEETING ORDINANCE NO. 961: PASCO, WASHINGTON COUNCIL CHAMBERS APRIL 7, 1959 AN ORDINANCE VACATING THAT PORTION OF THE NORTH AND SOUTH ALLEY, LYING SOUTH OF AN EXTENSION OF THE SOUTHERLY LINE OF THE EAST AND WEST ALLEY IN BLOCK 4, NORTHERN PACIFIC FIRST ADDITION TO PASCO, ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 60, RECORDS OF FRANKLIN COUNTY, WASHINGTON, SUBJECT TO AN EASEMENT FOR THE CONSTRUCTION, REPAIR AND MAINTENANCE OR PUBLIC, UTILITIES AND SERVICES . REPORTS: CALL FOR BIDS -GOLF COURSE WATER LINE: Mayor recommends not to accept bids for the construction of line from Irrigation District to the Golf Course and suggests than city water be piped to lake. City water can be hooked up at,an approximate cost of $5,000.00 and at the rate of 700 gals per minute. Approximate cost during the summer months would be $3,000.00. Motion made by, Combs, seconded by Zier to reject all bids and return bid bonds. Motion carried. Motion made by Grant, seconded by James thatthe City water Department be given permission to install cast iron pipe to meter and the transite pipe line to the Golf Course Lake. Motion carried by roll call vote of seven (7). REGULAR ORDER OF BUSINESS SETUASMDE BY UNANIMOUS CONSENT TO HEAR FROM THE PUBLIC. STAN MOORE, Vice Chairman of the Planning Commission stated that extensive work has been done to secure a director and recommends that Mr. Downing Dodge be hirCd as City Planning Director to get the comprehensive planning underway for the City. Salary $7,000.00 annual and starting date May 1st, 1959 or as soon as.possible thereafter. Mayor Hibks spoke in favor of having a Director. Motion made by James, seconded by Grant that Mr. Dodge be hired as Planning Director at a salary of $7,000.00 per year.. Motion carried unanimous. HOME SHOW AT AIRPORT: Pat Gosgrove, President of the Tri City Home Show Board, reports that the wiring in Building No. 142 is not adequate for their use and that the State Inspector ,turned down the present wiring. They spent $1,400.00 on wiring in hang%r last year but this won't carry the load for this year. Bruce Macobon discussed present wiring system and set up plang for adequate wiring; the cost would be approximately $2,800.00. They propose to pay $500.00 this year and take it before the Tri City Home Show Board to repay at $500.00 per year until $2,800.00 is paid. They lease from the present tenants and not from the City. Motion made by Grant, seconded by James that the City make the improvements to the electric wiring with the cost not to exceed $3,000.00 to be equally divided between the City and the Tri City Home Show. One-half to be paid by the Tri City Home Show to the contractor by May 1, 1959 and balance to be paid to the City at the rate of $500.00 per year until paid. Motion carried by roll call vote of seven (7). Letter of intent to be written by Mr. Cosgrove. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT CALL FOR BIDS -POLICE CAR: Police Committee Chairman Grant recommends the low bid of RcFarland's. Motion made by VanHoy, -seconded by,Grant to acdept the low bid of McFarland's in the amount of $1,042.16. Motion carried by roll call vote of seven (7). WORK ORDERS FOR STREET DEPARTMENT: Work orders for all work done by the Street Department were discussed and decided that the Street Department be placed on work order basis beginning at onee. BUILDING INSPECTOR'S REPORT: Report for the month of March read and ordered filed. ADJOURNMENT: Motion made by VanHoy, seconded by Adams to adjourn to next regular meeting, Tuesday, 8:00 P.
