REGULAR MEETING COUNCIL CHAMBERS MARCH 17, 1959
CALL TO'ORDER:
Meeting called to order at 8:05 P. M. Honorable Mayor Raymond Hicks presiding.
ROLL CALL:
By Clerk. Members present were 0. C. Adams (arrived 8:40), C. R. Combs, G. A. Grant, H. C.
James, Ed Thompson, T. R. VanHoy and David Zier. Richard G. Patrick was also present.
APPROVING OF THE MINUTES:
Motion made by Combs, seconded by Thompson approving minutes of meeting held March 3, 1959.
Motion carried.
COMMUNICATIONS:
STREET LIGHTS ON NORTH 4th AVENUE:
A letter was read from the Cinderella Motel, Desertaire Motel and Starlite Motel owners ex-
pressing their appreciation for the prompt action on their request for street lights.
L. W. VAIL FENCE;
A letter was read from L. W. Vail requesting permission to change a picket fence to a 6' Cyclone
fence to prevent vandalism. Motion made by VanHoy, seconded by Combs to grant the request.
Motion carried.
RAY ROSE SIDEWALK PROTEST:
A letter was read from Ray Rose protesting an order to construct a sidewalk on the North side
of Lewis Street in East Pasco. Motion made by Thompson, seconded by VanHoy to turn to Street
Committee for study and investigation. Motion carried.
DRIVEWAY -L. I. D. #64 - JOE R. WORSLEY:
A letter was read from Mr. Worsley in regard to the abrupt approach to his driveway made during
the L. I. D. 464 construction. He believes that an adjustment should be made. Motion made by
Thompson, seconded by Zier to turn to the Street Committee. Motihn carried.
BERNARD BUCOVE - SEWER TO GOLF COURSE:
A letter was read from Mr. Bucove, State Director of Health, approving the plan and profile
to the proposed sewer extension to serve the Pasco Municipal Golf Course.
ART GARTON - SEWER TO GOLF COURSE:
A letter was -read from Mr. Garton, Director of Pollution Control, approving the plans for
sanitary sewer at the Golf Course.
VATER SUPERINTENDENT REQUESTS REPAIR TO CONDUIT:
C. F. Whetsler submitted letter stating that the conduit which carries lines from the raw water
to the recorders inside the Filter Plant shows a great deal of wear and requests to have Duke's
Electric Company make the dhange and run two existing lines and the new line through one conduit
to the recorder for the sum of $256.00. Motion made by Thompson, seconded by Zier to make the
exchange. Motion carried unanimous.
ROAD BUILDERS CLINIC ( GEORGE R. FISHER):
A letter was read from George R. Fisher requesting permission to attend the Road Builders Clinic
in Pullman on March 18, 19 and 20, 1959. Motion made by VanHoy, seconded by Thompson that the
request be granted. Motion carried.
INLAND EMPIRE SEWAGE WORKS SCHOOL:
A letter from C. F. Whetsler, Water Superintendent, requests permission for him and one operator
from the Sewer Plant to attend the school at the State College of Washington from April 6th to 8th,
1959. Motion made by Zier, seconded by James that the request be granted. Motion carried.
SEWER LINE EXTENSION ON COURT (GREENLEE):
A request from C. F. Whetsler was read, asking permission to extend 12" sewer line on Court, east
130' and install an 8' manhole in Poplar on the north side of Court with extension outlets to go
north on Poplar and east on Court. Estimated cost $539.00; also to extend 8" line north on Poplar
approximately 320' to intersection of Ruby and Poplar and install manhole. Estimated cost$863.00.
The front footage for Greenlee Funeral Home will amount to $782.24. Motion made by Zier, seconded
by Grant that the work be allowed. Motion carried unanimous.

INSTALL 6" WATER LINE ON POPLAR STREET:
A request was read from C. F. Whetsler for permission to -install a 6" water line on Poplar
from Jay to Lincoln Drive and connect to 12" line on Lincoln Drive. Estimated cost $1,826.56.
Motion made by Grant, seconded by Combs to turn this to Zhe Water Committee for study and
recommendation. Motion carried.
WESTERN'DISPOSAL INC.:(GARBAGE)
A letter was read from Austin E. Griffith, President of Western Disposal Inc. requesting that
they be notified when the City calls for bid on Garbage disposal. Letter ordered filed.
F. C. I. D. IRRIGATION WATER:
A letter from George R. Fisher, with map attached, was read. This map showed proposed installation
to serve lots in replat of Lewis Addition with irrigation water. Motion made by Grant, seconded
by James to turn this to the Water and Street Committees for study and recommendation. Motion
carried.
AIRPORT- EMPIRE WAY (HIGHWAY DEED):
Letter read from Charles W. Drew, District Airport Engineer regarding deed from the City of Pasco
to the State of Washington for State Highway purposes. Motion made by James, seconded by Grant
to turn this to the City Attorney for study and recommendation. Motion carried.
PETITI(N FOR PROPOSED L. I. D.:
A petition signed by 44 signers was presented and read requesting that the following streets
be paved:
Mead from Marie to Court Street
Brown from Oneonta to Illinois Street
Arthur C. & Virginia N. Milam's names withdrawn from petition at Mr. Milam's request.
Motion made by Combs, seconded by Zier to turn petition to the City Engineer for checking names,
etc., at the Court House. Motion carried..
PETITION - EAST SIDE IMPROVEMENT ASSOCIATION:
A petition with 423 signers was presented by Attorney George Heidelbaugh requesting the following:
We, the undersigned Citizens and residents of Pasco, Washington petition you:
1) To bring all of the unpaved streets of the City of Pasco to engineering ,
grade this winter at public expense, and
2) To treat said streets of the City of Pasco with two shot oiling 24 feet
in width next spring at public expense, and
3) To immediately take action to accomplish said grading and oiling
Several interested citizens spoke on behalf of the petition.
Motion made by Zier, seconded by VanHoy to turn to Street Committee and City Council as a whole,
to make study. Motion carried.
PUBLIC HEARING- FINAL ASSESSMENT ROLL, L. I. D. #64:
Notice of public hearing was read. Mayor declared the hearing open.
Ralph Oakley, 1736 Marie Street spoke concerning the error in grade of gutter.
Don McCaughtry, 1720 Hbnry spoke regarding difference in grade from street to driveway.
Nine (9) letters objecting to L. I. D.#64 were received from the following: Jack & Jean Hamann;
Lester Cherry; John E. Wickham; Don McCaughtry; Arthur.C. Milam; Lewis Brown; Edward Voyckeske;
Edison C. Hand and Ralph Oakley.
Motion made by Adams, secondedAby Zier to adjourn the hearing on L. I. D. #64 to April 7th, 1959
to permit time for study and recommendation. Motion carried.

Motion made by. Adams, seconded by Zier to turn all bids to the Finance Committee, Water & Sewer
Committee and Citizen's Golf Committee for study and make recommendation and report at meeting
April 7, 1959. .Motion carried.
PUBLIC HEARING -VACATE ALLEY, BLOCK 4, NORTHERN PACIFIC IST ADDITION:
Notice of public hearing was read. Mayor declared the hearing open. Mr. Welsh spoke in favor
of vacating. No protests received either by letter or in person. Mayor declared the hearing
closed. Motion made by Adams, seconded by Zier that the south half of the north and south alley,
Block 4, Northern Pacific 1st Addition to Pasco be vacated with restriction to be embraced in
Ordinance that the key be available at the gate for access any time needed by the City. Motion
carried.
ROAD TO NEW GARBAGE DUMP:
City requested by County to supply top gravel dressing on road to new garbage dump. City Eng'
ineer explained gravel is to come from Port of Pasco pit; approximately 1,400 tons at $1.10
pee ton plus $0.50 per ton for hauling. Motion made by Combs, seconded by VanHoy that the
City supply gravel as requested. Motion carried.
EXTENSION OF JAN STREET:
Councilman Combs suggested that Jan Street be cutrthrough from Monroe to Lucas. No action
taken.
PROPOSAL FOR FIRST AVENUE TO BE MADE AN ARTERIAL:
Councilman Combs suggested that First Avenue be made an arterial.from Clark Street north to
Navy Homes. Motion made by Grant, seconded by James to turn to Police Committee for recommend-
ation. Motion carried.

Motion made by Thompson, seconded by Zier that requests for purchases be allowed. Motion carried
by roll call vote of seven (7).

10:45 P. M. .
At this time Mayor Hicks appointed 0. C. Adams to act as Clerk for the balance of the meeting
due to the sudden illness of the City Clerk Adah M. Perry.
Motion made by Grant, seconded by Thompson accepting the appointment. Motion carried unanimous.

RIGHT TURN AT STOP LIGHTS:
Motion made by VanHoy, seconded by James that the Police Committee and Chief of Police study
and recommend to the Council the preparation of an ordinance allowing right hand turn at stop
lights. Motion carried by roll call vote of seven (7).
WATER TO BULL -LEE ADDITION:
Letter read by Zier from C. F. Whetsler requesting meeting with the Water Committee to discuss
water extension to Hull -Lee Addition. No action taken.
READING OF ORDINANCES & RESOLUTIONS:

Motion made by Grant, seconded by VanHoy to purchase $ 44,122.31 Interest Bearing Warrants
on L. I. D. #64 and to invest $129,165.83 in 90 day treasury notes. Motion carried unanimous.
APPOINTMENTS - PLANNING COMMISSION.:
Mayor Hicks appointed John Sawyers to succeed Karl Krudwig term expiring April 7, 1964.
Mayor Hicks appointed Art Glasow to succeed Edwin Erwen term expiring April 7, 1960.
Motion made by James;, seconded by Thompson confirming the appointments. Motion carried by
roll call vote of seven (7).
ORDINANCE NO. 958:

PETITION TO VACATE IM BLOCK 104, GRAY'S EAST RIVERSIDE ADDITION:(Res. #438)
A petition was presented by Mrs. Sidney Blakely requesting that the alley along the south end
of Block 104, Gray's East Riverside Addition and that portion of South 2nd Street adjacent to
the west end of B1ock.104, Gray's East Riverside Addition be vacated.
Motion made by Grant, seconded by VanHoy that the petition be referred to the Street Committee
for recommendation. Motion carried. I
