Honorable Mayor Raymond Hi'ck's presiding. ROLL CALL: By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was present. APPROVING OF THE MINUTES:' IK Minutes of meeting held February13, 195 were approved. Motion made by VanHoy,.seconded by . Thompson. Motion carried. COMMUNICATIONS: STANDARD OIL SERVICE STATION AT 4th & LEWIS: A letter was read from Walter T. Bagnall, Trust Officer with the Peoples National Bank, of Washington, which is executor and trustee of the will of A. F. Sylvester deceased. Planning is underway for development of this property and they are desirous of having the present tennants remain on the premises until plans for proposed building program are formulated. We hereby request that your body reconsider former decision on this matter and will allow the continuance of the operation of the Service Station for a period of twelve (12) months if necessary. Motion made by Adams, seconded by Zier that upon reconsideration of denial on re- quest for the present tennant, Standard Oil Company of Californis, to continue occupancy of property at 4th & Lewis Streets, as stated by Attorney Orville Olson for a period not to ex- ceed 12 months be granted and that the Standard Oil Company be so notified. Motion carried. Attorney Orville Olson also desires a copy of letter that the Mayor will write to Mr. H. Ohlman, Retail Property Representative of Standard Oil Company. RESIGNATION, E. P. ERWEN: A letter was read from E. P. Erwen tendering his resignation from the Planning Commission effective at once. Letter dated February 5, 1959. Motion made by James, seconded by Thompson accepting the resignation. Motionrcarried. L. I. D. #64 FINAL ASSESSMENT ROLL PUBLIC HEARING: A letter was read from City Engineer George R. Fisher requesting that the Council set date and time for public hearing for 8:00 P. M., Tuesday, March 17, 1959. Motion made by VanHoy, seconded by Zier authorizing public hearing to be held at 8:00 P. M., Tuesday, March 17, 1959. Motion carried. DRINKING FOUNTAIN AT PENCE,BUILDING: Water Superintendent C. F. Whetsler requests authority to remove the drinking fountain in front of the Pence Building in order to make sidewalk -repairs. Motion made by VanHoy, seconded by James authorizing request. Motion cart,"ied. 1) REMOVE 6" WATER LINE ON VINE BETWEEN AINSWORTH & WASHINGTON: This to make way for Gravel pit. 2) PERMIT TO LAY 1000" OF 6" PIPE:, From Washington Street north on 4th to connect to 6" line one-half block south of "C" on 5th with an estimated cost of $5,000.00. Replacing the block top is not included. 3) TO LAY 6" WATER LINE ACROSS RICHARDSON PARK AREA: This to serve 3" meter for park water supply with an estimated cost of $2,200.00. This will be used in the future to serve Kelley's and Michelson Additions. Motion made by VanHoy, seconded by Thompson that extensions be permitted as requested. Motion carried. CLAIM, 732 W. SHOSHONE STREET: Eva Schwartzkopf claims $18.00 worth of damage to her yard during sidewalk installations on October 13, 1958 by City grader. Claim dated February 3, 1959. Motion made by Grant, seconded by James to turn this to the City Engineer and City Attorney. Motion carried. PETITION, 1800 BLOCK ON JAY STREET: A petition signed by nice (9) property owners was presented and read as follows: "Couldn't the sewer main installation havi been integrated with our hookups somehow or, at least, couldn't we have been given notice that the street surfacing was to be done so that we could have hooked up before the surfacing, thereby avoiding the necessity for now tearing up the Street: Is it really necessary to charge us $125.00 to patch the street after our sewer hookup? This sounds like a lot higher unit charge than was made south of us where they blacktopped the streets recent- ly. Could you explain why our charge is so high?" Motion made by Combs, seconded by James to turn this to the Water and Street Committee. Motion carried. k. 270 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 17, 1959 _ ALTERATIONS FOR WATER OFFICE: A letter was read from C. F. Whetsler stating additional counter and storage cupboards also map reading counter, semi -private office and telephone are badly needed in the Water Depart- ment. The plan is to have the items portable so they can be moved if necessary. Motion made by James, seconded by Zier that the alterations as requested be granted. Motion carried. Motion carried by roll call vote of seven (7). PUBLIC HEARING - PORT DISTRICT VACATION: Notice of hearing read. Mayor declared the hearing open. No objections registered by letter or in person. Motion made by Grant, seconded by James that the -City Attorney prepare ordinance as petitioned. Motion carried. ORDINANCE NO. 955: AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE 595 AND-PASCO CITY CODE 5-9.12'AND 5-9.28, AND BEING AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF PROPERTY WITHIN THE CITY OF PASCO FROM RESIDENTIAL R-2 TO MANUFACTURING M-1 A letter was read from the Planning Commission recommending favorable action following public hearing. Motion made by Zier, seconded by Thompson to read Ordinance No. 955 by title. Motion carried. Ordinance No. 955 was read by title. ORDINANCE NO. 956: AN ORDINANCE VACATING THE ALLEY IN BLOCK 8, RIVERSIDE ADDITION TO PASCO, ACCORDING TO PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 44, RECORDS OF FRANKLIN COUNTY, AND LUCAS STREET FROM AINSW09TH TO "A" STREET Motion made by Zier, seconded by Grant to read Ordinance No. 956 by title. WATER SUPPLY AT GOLF COURSE: Harold Wyman states that the well will supply 375 gpm which would be about one'half enough during the hot part of the season. Ice Harbor Dam may raise the water table and help this situation considerable. Obtaining water from irrigation ditch was discussed by Simmons. He suggested that the waste water now going in a hole back of Harvey Huston's place could be discharged in the golf course lake thus help hold a better level in the ditch. Councilman Adams stated that a meeting was to be held by Mr. McRae on Friday and thatthey had some ideas to discuss relative to spill water control. Decision should be made by March 15, 1959. PASCO, WASHINGTON COUNCIL CHAMBERS R. W. ROBINSON, 825 SO. QUEEN: Mr. Robinson reports that the water situation is bad right now at his location. Says he will make a personal appeal to Mr. Moore of the Northern Pacific Railroad Company in Seattle. The City permit has not been returned from his office. GRAVEL STOCK PILE: Vails was low bidder on January 6, 1959 when bids were received on furnishing gravel for the Street Department maintenance material to be delivered as needed. Motion made by Combm, seconded by James to award bid to the lowest bidder L. W. Vails. City Attorney to draw up contract and Vails to furnish the City 13,500 tons at $1.10 per ton to be paid for as used. Vails is to be permitted to crush, not to exceed 10,000 cu. yds for his own use at $0.10 per cu. yd. royalty. Motion carried by roll call vote of seven (7). MONTHLY BUDGET REPORT: Monthly budget report of all Departments for the month of January 1959 was furnished each member by the City Clerk. CENSUS TO BE ESTIMATED: By poll ballot, the Council authorized the Clerk to estimate the Census for the year 1959. 1. ADJOURNMENT: Motion made by Adams, seconded by Combs to adjourn to next regular meeting, Tuesday, 8:00 P. M., March 3, 1959. Motion carried.
