CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
Meeting called to order at 8:10 P. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
FEBRUARY 3. 1959
By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, G. A. Grant, H.. C. James, Ed
Thompson, T. R. VanHoy and David Zier. City Attorney was also present.
APPROVING OF THE MINUTES:
Minutes of meeting held January 20, 1959 were approved. Motion so made by Adams, seconxled by
Thompson and carried.
BILLS & COMMUNICATIONS:
Current bills against the City presented as follows. Motion made by VanHoy, seconded by Adams
that all vouchers properly signed and approved be paid. Motion carried by roll call vote of
seven (7).

A letter was read from Russell R. Ridenour stating Mr. Robertson is interested in exchanging
the easement on the back of his lots for a vacation of Grace Street.
Mayor Hicks turned this to the Street Committee, City Attorney and City Engineer.
GROUND WATER APPLICATION NO. 5073 FOR GOLF COURSE:
A letter was read from M. G. Walker, Supervisor, Division of Water Resourses, acknowledging
receipt of affidavit of publication and Dell drillers record. The permit may be issued'30 days
following date of last publication which will be January 23, 1959. No objections received to
date.
VACATING "T" ALLEY, BLOCK 4, NORTHERN PACIFIC FIRST ADDITION:
A letter was read from George M. Haskett, Major General, Fort Lewis, Washington, stating a
deposit on vacating as per Ordinance No. 650 could not be made by the Government. He sent
vouchers to use for billing on completion of vacation. Motion made by Adams, seconded by
Grant authorizing the City Clerk to go ahead and prepare Resolution without the deposit.
Motion carried.
TREES FOR GOLF COURSE:
A letter was read from S. P. Royse, Walla Walla, offering trees for sale at a bargain price
as he is closing out. Motion made by Adams, seconded by Combs to mail copy to Bill Luhman.
Motion carried.
FINANCIAL PLIGHT OF WASHINGTON CITIES:
A letter was read from Governor Rosellini stating he intended to recommend to the Legislature
that it provide armeans to alleviate the fiscal problems of local government.
FIRE HAZARD AT PORT OF ?ASCO:
A letter was read from Mr. & Mrs. D. J. Speier protesting the location of oil tanks within
the City limits and' ask that they be moved instead of erecting a fire wall.
WATER LINES TO NAVY HOMES:
C. F. Whetsler, Water Superintendent, states he has received a request from R. S. Brown, Admin-
istrator of the project, for installation of approximately 400' of 6" C.I. Pipe. They have the
pipe and will furnish material and pay the Water Department for labor. This will replace a
wooden line now in use. Motion made by Grant, seconded by James authorizing Whetsler to make
the installation as requested. Motion carried.
STANDARD OIL COMPANY OF CALIFORNIA:
A letter was read from J. H. Ohman, relative to extending occupancy of their present location
at 4th & Lewis for a period of 8 to 12 months. They have effected termination of lease at 5th
and Lewis. Motion made by Adams, seconded by Thompson that the extension of time on occupancy
at 4th and Lewis not be granted. Motion carried unanimous.

City Clerk requests permission to make transfers within,,; the budget as needed. Motion made by
Adams, seconded by Thompson authorizing the transfers. Motion carried.
PUBLIC HEARING -VACATING ALLEY AND PORTION OF LUCAS STREET:
Legal notice of public hearing was read. Mayor declared hearing open. No protests received
by mail or registered in person. Mayor declared the hearing closed. Motion made by Grant,
seconded by VanHoy instructing the City Attorney to prepare ordinance. Motion carried.
READING OF ORDINANCES:
ORDINANCE NO. 953:x:
AN ORDINANCE REGULATING FENCES, WALLS AND FOLIAGE IN
RESIDENTIAL ZONES, PRESCRIBING PENALTIES FOR THE VIOL-
ATION THEREOF, AND REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT HEREWITH
Motion made by Grant, seconded by Thompson to give Ordinance No. 950 a full reading. Motion
carried. Ordinance No, 953 was read. Motion made by Thompson, seconded by VanHoy that Ord-
inance No. 953' has been read. Motion carried. Motion made by James, seconded by Zier to
adopt Ordinance No. 953. Motion carried by roll call vote of seven (7).
ORDINANCE NO. 954:
AN ORDINANCE TO PROVIDE FOR ANNEXATION OF LAND TO THE
CITY OF PASCO
Motion made.by Adams, seconded by Thompson to read Ordinance No. 954 by title. Motion carried.
Ordinance No. 954 was read by title. Motion made by Adams, seconded by James that Ordinance
No. 954 has been read by title. Motion carried. Motion made by James, seconded by Grant to
adopt Ordinance No. 954. Motion carried by roll call vote of seven (7).

Purchasing Agent Thompson read requests for purchases as follows:

Motion made by Thompson, seconded by Zier authorizing purchases as requested. Motion carried
by roll call vote of seven (7).
HADEN DRILLING COMPANY:
Voucher covering final estimate for Haden Drilling Company was presented in the amount of
$4,058.91; 15% withholding fde $689.25. Job ok'd as complete by Harold Wyman and the Park
Board and recommend its acceptance. Motion made by Thompson, seconded by Zier to accept job
as completed. Motion carried.
Motion mad4 by Thompson, seconded by Zier authorizing final payment to Haden Drilling Company
of $4,058.91 with the 15% in the amount of $689.25 to be retained for 30 days. Motion carried
by roll call vote of seinen (7) .

COMMITTEE REPORTS:
PAS PORT PLUNGE:
An informative letter from Roger James to Paul P. Barr was read regarding bad condition of the
filters at the Swimming Pool located at the Airport. Motion made by VanHoy, seconded by Adams
that the Chairman of the Airport Committee check and notify the Airport Manager if Mr. Barr is
going to recondition the filters. Motion carried.
L. C. HAVSTAD RIVERHAVEN SUBDIVISION WATER SERVICE AGREEMENT:
A report made by James regarding Mr. Haystad's request to apply deposit of $14,280.00 bn another
tract not be allowed. Mbtion made by James, seconded by Adams that the request of L. C. Haystad
to transfer money paid for the extension of the water pipe line from Court to Sylvester in the
amount of $4,600.00 to pay for front footage to serve property south of Sylvester and the request
for an extension of time for repayment of said $6,600.00 be denied in compliance with the_'provision
of Ordinance No. 625. Motion carried.
BUILDING INSPECTOR'S REPORT: Received and ordered filed.
MONTHLY BUDGET: Budget for the month of December 1958 was furnished each member by the Clerk.
WESTERN UNION BUSINESS LICENSE: Motion made by Adams, seconded by Thompson to leave fee on a
$50.00 schedule as it now stands. Motion carried.
