ROLL CALL: By Clerk.` Councilmen present were 0. C. Adams, C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was present. Mayor Raymond Hicks was absent. APPROVING OF THE MINUTES: Motion made by VanHoy, seconded by Adams approving the minutes of January 6, 1959. COMMUNICATIONS: SIDEWALK INSTALLATIONS, RICHFIELD OIL CORPORATION: A letter was read from W. H. Loop requesting that the enforcement of Ordinance No. 773, Code 9-4, be set aside to such time as development warrants the installation; which in this -case 400' of sidewalk would cost approximately $1,600.00. H. A. KURTZMAN: A letter was read from Mr. Kurtzman opposing the installation of sidewalk at his property location on East Lewis account debelopment does not justify the improvement. WATER SERVICE TO RIVERHAVEN SUBDIVISION: A letter was read from L. C. Haystad with attached photostatic copies of Treasurer's Receipt and his check in the amount of $14,280.00 and requests that the total sum deposited be applied to front footage in the tract where he is conitemplating building homes this spring and summer. Motion made by Zier, seconded by Grant to turn this to the Water Committee for investigation and report. Motion carried. INLAND ICE & FUEL, KENNEWICK: A letter was read from Fred W. Slothower stating he was adding Fire Extinguishers and service to his business and soliciting the Cities business in this field. COLUMBIA TV SERVICE: Gross Income Tax submitted by C. M. Kirkeeng, General Manager, in the amount of $932.00. L. I. D. #64: A letter was read from George Rettinghouse stating he has purchased a portion of Lots 10 and 11 Block 14, Stadium Park Addition and agrees to pay the assessments. Copy furnished George R. Fisher. TRANSFERS: (BOND REDEMPTION & INTEREST) Water Superintendent C. F. Whetsler requests authority for the City -,Treasurer to transfer funds in accordance with Schedule submitted. Motion made by Adams, seconded by Zier authorizing transfers as submitted. Motion carried. SCRAP IRON SALE: A letter was read from Water Superintendent C. F. Whetsler in regard to selling accumulated scrap brass, copper and iron also a discarded welder. Motion made by Zier, seconded by Thompson to sell by advertising for sealed bids to be opened at 8:00 P. M., Tuesday, February 3, 1959 with the mini- mum price set as $25.00 for acrap and $25.00 for welder. Motion carried. FIRE HYDRANT AND WATER LINE TO GOLF COURSE: Mr. Whetsler requests by letter permission to construct a 6" Water Line and Fire Hydrant for the Golf Course at a cost of approximately $4,500.00. Motion made by Zier, seconded by James authoriz- ing installations as requested. Motion carried. FEDERAL ASSISTANCE QUESTIONNAIRE: A letter was read from Chester Biesen regarding questionnaire attached in duplicate and copy of of letter from Patrick Healy, Jr., Executive Director. Motion made by Grant, seconded by VanHoy to refer to the Planning Commist.tee.i of the Council for study and submission. Motion carried. APPOINTMENT - HOUSING BOARD: A letter submitted by Mayor Raymond Hicks appointing William Uhling, 421 W. Bonneville, to succeed A. T. Hostetter whose term expires January 28, 1959. Uhling's term will expire January 28, 1964. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. 27 7 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JANUARY 20, 1958 PROPOSED ANNEXATION - ZONING AND FENCE ORDINANCES: Roger Olson spoke to the Council supporting two proposed ordinances. First -regarding annexation and second -amending zoning ordinance. Proposed Fence Ordinance submitted by the City Attorney. Council and Planning Commission members present were furnished copies of all three ordinances for study. Motion made by Grant, seconded by Thompson to hold a public hearing on the t4ae�213�950 & 952) proposed ordinances on Tuesday, 8:00 P. M., Febauary 3, 1959. Motion carried. % R. W. ROBINSON, 825 SO..QUEEN: Mr. Robinson made inquiry relative to relief he was to receive through surface water drainage by the Street Department to prevent surface water from going into the basement of his home. Permit from the Northern Pacific Railroad has not been received account insurance has to be furnished holding the Northern Pacific Railroad harmless before work can be started. Motion made by Adams, seconded by Grant to turn this to the Finance Committee to check and pursue to conclusion. Motion carried. PETITION'= TWO HOUR PARKING: Eight (8) signers respectfully request the City Council of Pasco to initiate two (2) hour parking on the east and west side of 10th between Lewis and Clark Streets through the hours of 9:00 A. M., to 6:00 P. M. Monday through Saturday. Motion made by Adams, seconded by Thompson to turn to the Police Committee for action. Motion carried, WILLIAM OLIVER PROTEST ON FUNERAL HOME: Approximately fifty ,(50) signers to a statement opposing the construction of a Funeral Home in the vicinity of North Lucas Street and the intersection of thq Spokane By Pass Highway was pre- sented by Mr. Oliver and read. R. B. Lovelace stated he turneeUrequest for building permit awaiting decision, -of the City Council.. A discussion was entered into. No action taken by the Council. Mr. Greenlee's next step would be to present his case to.the Planning Commission within ten (10) days. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. PURCHASES: Purchases re Quested as follows: PARK DEPARTMENT: Paint, brushes, thinner, pip ups & caps, pipe tees, top trees and meter installation $4,068.06 GOLF COURSE: Meters, water line and sewer 10,000.00 WATER DEPARTMENT: Pipe, ells, sleeves, adaptor, valves, light bulbs 1,127.77 Motinn made by Thompson, seconded by James authorizing purchases. Sewer and water installation at the Golf Course to be bid call for February 17, 1959. Motion carried by roll call vote of seven (7). a REGULAR MEETING READING OF ORDINANCES AND RESOLUTIONS: RESOLUTION NO. 433: PASCO, WASHINGTON COUNCIL CLAMBERS JANUARY 20, 1959 A RESOLUTION FIXING A TIME FOR PUBLIC HEARING ON A PETITION TO VACATE STREETS AND ALLEYS AS SET FORTH IN THE PETITION FOR VACATION OF STREETS AND ALLEYS ATTACHED HERETO AND MADE A PART THEREOF BY REFERENCE Motion made by Adams, seconded by Grant to give Resolution No. 433 a reading. Motion carried. .Resolut- ion No. 433 was read. Motion made by Adams, seconded by VanHoy that Resolution No. 433 has been read. Motion carried. FENCE ORDINANCE NO. 953,: AN ORDINANCE REGULATING FENCES, WALLS AND FOLIAGE IN RESIDENTIAL ZONES, PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH ANNEXATION ORDINANCE NO. 954: AN ORDINANCE TO PROVIDE FOR ANNEXATION OF LAND TO THE CITY OF PASCO Recommended by the Planning COmmission for adoption. ZONE CLASSIFICATIONS ORDINANCE NO. 952: AN ORDINANCE AMENDING ORDINANCE NO. 435, SECTION 14, TO PROVIDE THAT THE CITY COUNCIL MAY UPON ITS OWN MOTION CHANGE BY ORDINANCE THE DISTRICT BOUNDARY LINES OR ZONE- CLLSSIFICATIONS AS WELL AS.THE REGULATIONS ESTABLISHED IN SAID ORDINANCE•WHICH SHALL BE KNOU$ AS.SECTION TO PROVIDE FOR THE ZONING OF NEWLY ANNEXED PROPERTY Recommended by the Planning Commission for adoption. PORT DISTRICT GRADING: City Supervisor George R. Fisher requested calling of bids on grading two city blocks;l'Blocks 22 and 23, Riverside Addition. Motion made by Zier, seconded by Grant to advertise.for bids on grading Blocks 22 and 23, Riverside Addition to be opened on Tuesday, 8:00 P. M., February 3, 1959.
