HomeMy WebLinkAbout10-21-1958 Minutes273 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS OCTOBER 21, 1958 CALL TO ORDER: Meeting called to order at 8:10 P. M., by Honorable Mayor Raymond Hicks. ROLL CALL: By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, Ed Thompson, T. R. VanHoy and David Zier. Absent 0. C. Adams. City Attorney Richard G. Patrick was present. APPROVING OF THE MINUTES: Minutes of meetings held October 6th and 7th were not ready for approval: City Clerk was late in getting copies out to the Councilmen; BILLS & COMMUNICATIONS: E. L. STANDLEY, GOLF COURSE ESTIMATE NO. 4: E. L. Standley presents voucher for payment in the amount of $678.30. Motion made by Thompson seconded by Zier authorizing the payment. Motion carried by roll call vote of six (6). CEMETERY LOTS 1- REFUND REQUESTED: A letter was read from Mrs. Leslie H. Dewey stating she would like to dispose of three spaces purchased December 29, 1916. Motion made by Zier, seconded by James to turn this to the Cemetery Committee for action. Motion carried. SANITARY SEWER LINE TO JUNIOR COLLEGE: A letter was read from City Engineer George R. Fisher recommending that the installation is now completed and should be accepted upon approval by the State Highway Department. Motion made by Grant, seconded by Thompson to accept the completion of this project as recommended upon approval by the State Highway Department. Motion carried. AIRPORT RUNWAY OILING, PRO. NO. 9-45-060-5902: FORMS ACA -1625.1 Application for Grant Payment No. 1. Four (4) copies to be signed by the Mayor. Amount of this application is $5,526.98. FORMs ACA -1629, Periodic cost Estimate of Contractor Acme Pavers, Inc. Two (2) copies to be signed by the Contractors. FORM ACA -16'30 Summary of Project Costs CAA Grant Agreement No. C4CA-5090-A. Maximum Federal Funds $18,055.00. Two (2) copies of report for period ending September 9, 1958 to be signed by the City Engineer certifying costs to be true and correct. Motion made by VanHoy, seconded by Grant authorizing the Mayor to sign the certification of the Contractor and City Engineer. Motion carried. CLAIM OF LIEN: Brown Excavation Company filed claim against Ray Ide on October 8, 1958 for ¢613.46 for use of trucks and truck drivers in hauling certain clay and earth to the 'site of the Golf Course. Motion made by James, seconded by Grant that the City Attorney be furnished a copy of the claim and authorizing payment to be withheld pending approval. Motion carried. PETITIONS - EAST SIDE -PRESENTED BY G. E. HEIDLEBAUGH: Approximately 118 signers state the following grievances: 1) East side not receiving fair share of tax dollars spent for improvements 2) elected officers have made representations concerning the east side improvements lahich were not made; 3) faith with the voters of Precinct 1, 1-A and -17 has been broken; 4) the signers of this petition request the following policies be established and followed (a) immediate improvements for public good; (b) that a definite and sufficient sum of money be appropriated and spent annually on a sanitary sewer system in east Pasco; (c) all residential streets put to grade and treated with two shot oil and gravel sur- face 24' in width with rest of street gravelled (d) that a grade crossing connecting with Oregon Street be constructed across the Northern Pacific Railroad at Court Street; 5) adequate comfort_ station in Kurtzman Park; 6) that further tax dollars collected be allocated"'on a per capita basis; 7) if the present City Government does not provide by law by October 28, 1958 for the foregoing improvements and policies the signers will withhold their support from•the bond issue in November 1958; 8) and further will exercise their franchise to withhold approval of expenditures for improvement of west Pasco until east and west Pasco share alike. A lengthy discussion followed. Councilman Grant stated petition being used as a knife in the back and this he resented. Attorney Heidlebaugh remarked that the language and contents of the petition was not formulated by him; however, he did feake some revisions. Street oiling strip benefits discussed at length; the east side feels that they have been left out completely. VanHoy spoke on street oiling from city funds. Badly needed sewer service discussed. City Engineer stated that the L. I. D. #62 was made avail- able two years ago but not utilized. Casey Sheppard seemed vitally interested in the Court Street crossing over the Northern Pacific Tracks to Oregon Street. Discussion ended with no action taken. 2 7 l4 REGULAR MEETING PETITION - SPEED SIGNS: PASCO, WASHINGTON COUNCIL CHAMBERS OCTOBER 21, 1958 Residents between Court and Empire Way on Lucas and Pearl Streets request street signs restricting speed. Petition signed by approximately 20 signers was read. Motion made by Combs, seconded by Zier to turn to Polic a Committee and Chief of Police. Motion carried. COMMITTEE REPORTS: MEMORIAL PARK LAVATORIES - W. P. HEDRICK: Park Superintendent H. Wyman reports the completion of this building which was inspected and approved by the City Engineer and recommends that same be accepted by the Council. Motion made by Thompson, seconded by Combs approving the acceptance as recommended. Motion carried. BOAT BASIN -WINTER STORAGE BUILDING FOR BOATS: Plans submitted by John B. Owsley to the Building Inspector. Motion made by Thompson, seconded by Combs that the City of Pasco approve the general layout plan and design and proposed location of the building for winter storage for boats as proposed by John B. Owsley at the Pasco Boat Basin in accordance with the plans submitted to the Building Inspector. Motion carried. RESOLUTION NO. 426: To vacate the west one-half of alley in Block 1, Richardson's Addition as recorded in Volume "C" of Plats, Page 40, County Auditor's Records. Initiated under the provisions of RCW 35.79 and setting the hearing for Tuesday, 8:00 P. M., November 18, 1958. Motion made by VanHoy, seconded by Thompson that Resolution No. 426 has been read. Motion carried. Motion made by Zier, seconded by Thompson to hold hearing on Tuesday, 8:00 P. M., November 18, 1958. Motion carried. Motion made by Grant, seconded by James to adopt Res- olution No. 426 as read. Motion carried by roll call vote of six (6). REGULAR ORDER OF BUSINESS SET ASIDE TO HEAR FROM THE VISITORS: R. W. ROBINSON: 825 So. Queen. He is anxious for the City to.start work on the drainage problem around his residence. Permit submitted by the Northern Pacific Railroad Company was againsdis- cussed. City Attorney thought that this permit should not be accepted account hold harmless clause and insurance. VanHoy favors giving some kind of relief immediately. Contracting the work was considered and thought to be cheaper to contract the earth moving, etc. Approximately 6,000 yards needed. Motion made by VanHoy, to -give temporary relief by contract. Motion died for want of a second. Motion made by VanHoy, seconded by Grant to accept the Northern Pacific permit No. 85202. Motion carried. Motion made by VanHoy, seconded by Grant to do what we can with the City Equipment for immediate relief. Motion carried. T. B. JACKSON, 624 So. Douglas; He spoke on badly needed improvements account dust and lack of drainage. CASEY SHEPPARD: Spoke on the Court Street crossing; thought petition was filed in waste basket. Mrs. Sheppard stated that if the City petitioned the State that they would have: to grant the crossing. HARRY deSCHEPPER thought the county and city should make a study of the feasability of a crossing at Court Street. He thought the black top alone would cost between $6,000.00 and $10,000.00. Most of this crossing would be in the County. State favors grade separations. JOE WALKER spoke of a new road to the dump. R EGULAR ORDER OF BUSINESS RESUMED. ET., 2735 PASCO, WASHINGTON v— REGULAR MEETING COUNCIL CHAMBERS OCTOBER 21 1958 REPORT ON SEWER BOND ISSUE: A report was read•by the Mayor from Ralph Ecker, Chairman of the City & County Affairs Committee and Al Bell, Chairman of the Sub -Committee on findings regarding the proposed $650,000.00 G.O.B. which will be the first phase of a city wide improvement. COMPREHENSIVE PLANNING PROGRAM FOR PASCO: A six page report to the Planning Commission and City Council was read by Mayor Hicks, prepared by Lloyd Kirry of the State Department of Commerce & Economic Development. The program is designed to provide some financial assistance from the Federal Government through the State Department. Phase No. 1 could receive $3,500.00 state aid. RESOLUTION NO. 427: The City of Pasco desires to provide for a planning study contributing to an overall program for future community development, preservation of community values, prevention of conditions tending to cause urban blight and promotion of the general health, safety and welfare of its citizens. Motion made by Grant, seconded by James that Resolution No. 427 has been read in full. Motion made by James, seconded by Grant to adopt Resolution No. 427. Motion lost by roll call vote account no confirming vote. Combs, Thompson and VanHoy voting "No". Grant, James and Zier voting "Yes". Councilman Adams was absent ORDINANCE NO. 946: AN ORDINANCE TRANSFERRING THE SUM OF$64,961.77 FROM THE PERMANENT STREET CONSTRUCTION AND STORM SEWER CONSTRUCTION RESERVE FUND TO THE STREET DEPARTMENT FUND, AND REPEALING ORDINANCE NO. 855 ORDINANCE NO. 946 VETO: A letter dated October 17, 1958, written by Mayor Raymond Hicks was read as follows: Gentlemen: I am vetoing Ordinance No. 946 for the following reasons: I do not think that it is for the orderly development of the City of Pasco. It would decrease the absorption area of the City, thereby adding a greater drainage problem than even now exists. I believe that the answer to our street problem is an adequate storm sewer system and curb -to - curb paving -- all of these things will have to be done. I do not believe the Cipy of Pasco can justify the spending of the sum of $64,961.77 for strip - oiling when this money could be used for a permanent storm sewer and full pavement job to aid those property owners who want a permanent improvement. I do not like to veto an ordinance that has been passed by the City Council by majority; however, to my way of thinking I have no alternative. City Clerk furnished each member a copy of the monthly budget for September 1958 of all department.
