ROLL CALL: JUNE 17. 19 By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, G. A. Grant, Harold C. James, Ed Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was also present. READING OF THE MINUTES: Minutes of meetings held May 6th, 14th, 20th and June 3rd, 1958 were not read at this time. COMMUNICATIONS: SIDEWALKS AND CURBS: A letter was read from Mr. & Mrs. L. J. Stampe relative to constructing sidewalks and curbs. They feel that this should be done without partiality. STANDARD OIL COMPANY OF CALIFORNIA: A letter was read from J. H. Ohman in regard to an option for the purchase of property owned by the First Church of Christ Scientist at Shoshone and North 4th Avenue. This location is restricted by Ordinance provisions from erecting a service station or garage. If following a public hearing favorable action is taken the Company agrees that within six months the station at 4th and Lewis and at 5th and Lewis would be vacated. LIGHTS NEEDED IN CITY VIEW ADDITION:. Jay C. Robinson, by letter, requests the location of three (3) street lights in the vicinity of Block 3. Motion made by Combs, seconded by Thompson to turn this to the light committee. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. To hear from the public. No one wished to be heard. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. PUBLIC HEARING - VACATE STREET AND ALLEYS, BLOCK 2,RICHARDSON ADDITION: Legal notice was read. Mayor Hicks declared the hearing open. No protests were received. by letter or in person. Motion made by Adams, seconded by Thompson that the City Attorney draw an ordinance to cover. Motion carried. Motion made by James, seconded by Combs approving applications for issuance. Motion carried. AIRPORT LEASE: BETWEEN CITY OF PASCO, PASCO, WASHINGTON & THE UNITED STATES OF AMERICA: Pilots Service Counter and space for two (2) Racks in the Terminal Building, to the United States of America for $1.00 per year. Motion made by VanHoy, seconded by Adams authorizing the Mayor to sign. Motion carried. ADMISSION TAX CUT FOR THEATRES: OrAi nanra Mn- Q )Q AN ORDINANCE AMENDING SECTIONS 2, 4 AND 5 OF ORDINANCE NO. 514, AND PASCO CITY CODE 3-17.08, 3-17.16 AND 3-17.20, BEING AN ORDINANCE LEVYING AN ADMISSION TAX ON PERSONS PAYING ADMISSIONS, OR WHO ARE ADMITTED FREE OR AT REDUCED RATES TO ANY PLACE; FIXING THE AMOUNT AND PROVIDING FOR THE COLLECTION THEREOF; AND PRESCRIBING PENALTIES FOR THE VIOLAT- ION THEREOF Ordinance No. 929 was placed on the table again. Motion made by VanHoy, seconded by Thompson that Ordinance No. 929 be read by title. Motion carried. Ordinance No. 929 was read by title. Motion 2700 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 17, 1958 MADE BY VanHoy, seconded by Thompson that Ordinance No. 929 has been read by title. Motion carried. Motion made by Combs, seconded by Adams to adopt Ordinance'.No. 929. Motion carried by roll call vote of seven (7). . ORNAMENTAL STREET LIGHTING SYSTEM: Motion made by Combs, seconded by Thompson that the meeting recess 10 minutes to consider bids with Mr. Johnson of the P. U. D. and the Light Committee. Motion carried. MEETING RESUMED. Three (3) propositions were presented by Manager H. H. Hudlow. Motion made by VanHoy, seconded by Thompson to accept proposition #3 and authorize the P. U. D. to proceed with installation of the Westinghouse "Main Streeter" @ $6.35 per unit per month for 100 units; $7,620.00 annually. Motion carried by roll call vote of seven (7). STREET OILING PROGRAM, CENTER STRIP, LIGHT PENITRATION: Motion made by Combs, seconded by VanHoy to call for bids on street oiling program. City Engineer to prepare specifications and bids to be opened Tuesday, 8:00 P. M., July 1, 1958. Motion carried. Adams, Grant & Zier voting "No". Combs, James, Thompson and VanHoy voting "yes". City Attorney doubtful about the use of Permanent Street Funds for strip oiling. Emergency Ord- inance also questioned. Attorney General should be contacted or the Chief Examiners Office. MEMORIAL PARK REST ROOMS: Bids were reviewed by the Committee and Park Superintendent. They recommend that Hedrick"s bid be accepted. Motion made by Thompson, seconded by Combs to accept the Committees recommendation and award the bid to W. P. Hedrick in the amount of $5,756.96. Motion carried by roll call vote of seven (7). READING OF RESOLUTIONS AND ORDINANCES: RESOLUTION NO. 416: A RESOLUTION TRANSFERRING THE SUM OF $1,200.00 FROM LABOR TO "MANAGER'S SALARY" UNDER THE AIRPORT DEPART- MENT SECTION OF. THE 1958 BUDGET Resolution No. 416 was read by the Mayor. Motion made by James, seconded by Combs to adopt Resolution No. 416. Motion carried by roll call vote of seven (7). RESOLUTION NO. 417: A RESOLUTION AUTHORIZING THE ISSUANCE OF TIME WARRANTS TO MAKE PAYMENTS DUE UNDER L. I. D. NO. 64 Resolution No. 417 was read by the Mayor. Motion made by Adams, seconded by Combs to adopt Resolution No. 417. Motion carried by roll call vote of seven (7). ORDINANCE NO. 930: AN ORDINANCE ESTABLISHING THE PROCEDURE FOR THE APPROVAL OF MINUTES OF THE MEETINGS OF THE CITY COUNCIL OF THE CITY OF PASCO, AMENDING SECTION 2 OF ORDINANCE NO. 193 AND PASCO CITY CODE 1-3.08 ESTABLISHING THE ORDER OF BUSINESS FOR CITY COUNCIL MEETINGS, AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH Motion made by Adams, seconded by Zier that Ordinance No. 930 he read. Motion carried. Ordinance No. 930 was read. Motion made by Adams, seconded by VanHoy that Ordinance No. 930 has been read. Motion carried. Motion made by Adams, seconded by Thompson to adopt Ordinance No.930. Motion carried by roll call vote of seven (7). ORDINANCE NO. 931: AN ORDINANCE FIXING THE SALARY OF THE AIRPORT MANAGER OF THE CITY OF PASCO Motion made by Adams, seconded by Grant that Ordinance No. 931 be read by title. Motion carried. Motion carried by roll call vote of seven (7). AIRPORT OILING: Wage scale needed in call for bids has not been received. Voti on made by Grant, seconded by Combs that the Mayor wire Senator Jackson for assistance in trying to find out if the Airport is apt to lose funds applied for at the end of the fiscal year on June 30, 1958. Motion carried. Mayor to wire. BUDGET: City Clerk presented each Councilman a copy of the Budget of all departments for the month of May, 1958. i i PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 17, 1958 FIRE RATING BUREAU: Councilman VanHoy of the Rating Bureau stated that some time past the Bureau mentioned that a reduced fire rating was due Pasco by change from a 6th to a 5th class. Mr. Ficki of the Bureau or Department will be in Pasco on July 1, 1958. Mayor Hicks to make contact with him to ascertain why the reduction has not been taken care of. STREET LIGHTING PROGRAM: Engineer Johnson of the P. U. D. spoke to the Lighting Committee about conflicting locations with some of the new poles; he would like to have the main ones removed first. Mention was made of having Brickey do this as he could get to it. ADJOURNMENT: Motion made by Adams, seconded by Combs to adjourn to next regular meeting, Tuesday, 8:00 P. M., July 1, 1958.
