CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
Meeting called to order at 8:00 P. M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
MAY 14. 1958
By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, K. E. Moore, T. R. VanHoy and
David Zier. Absent wash Ed Thompson . Gity Attorney Richard G. Patrick was present.
SPECIAL MEETING FOR PUBLIC HEARING FOR OR AGAINST L. I. D. #64 AS PER RESOLUTION # 412:
Mayor Hicks declared the hearing open and requested that each person confine his expression to as
short a time as possible account the Council Chamber being filled to capacity. City Engineer
George R. Fisher displayed a map of the area included in the original petition also property in
L. 1. D. as proposed, thus making the impr6vement available to more home owners; this would
assist in the drainage problem and modify assessments.
Permanent streets and storm sewers discussion was now under way. Approximately 85 written
protests were filed. The area is within the boundary of Sylvester, Court, Lucas and Chase.
Estimated cost from $100,000.00 to $200,000.00 and the size of the area can be reduced.
Charlie Grigg requested that a strip in front of the Masonic Temple be left out. Other
opponents were Dr. & Mrs. H. S. Cartmell, Max Brown, Art Milan and many others. Proponants
Paul Davidson, Frank Hulswit, Paul Lamb, Art Glasow, Jack Criswell and others. Carl Lundgren
speaking for the School District protested the use of school land as a temporary spilling ground.
After every one desiring.to speak had been given the opportunity to do so the Mayor declardd
the meeting closed. n
Additional filings will be received for thirty (30) days after the Ordinance is padded so
stated the City Attorney.
K. E. Moore spoke on his idea of L. I. D. and City financed streets as did C. R. Combs and T. R.
VanHoy.
ADJOURNMENT:
Motion made by Combs, seconded by VanHoy to adjourn. Motion carried.
