REGULAR MEETING
CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Raymond Hicks presiding.
ROLL CALL:
By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, K. E. Moore, Ed. Thompson, T. R.
VanHoy and David Zier. City Attorney Richard G. Patrick was also present.
READING OF THE MINUTES:
Minutes of meeting held April 15, 1958 were read and approved.
BILLS:
Current bills against the City were read as follows. Motion made by VanHoy, seconded by Combs
that all vouchers properly signed and approved be paid. Motion carried by roll call vote of
six (6).

It was moved by Councilman VanHoy and seconded by Councilman Combs that Estimate No. 6 for work
performed by Kenneth Nelson Company in the amount of $635.12 be approved; that to provide.funds
for the payment thereof a warrant be drawn against the "Local Improvement Fund, District No. 6311,
in favor of Terry Thompson & Co., in the total amount of $635.1:' bearing interest at the rate of — -v
5�% per annum, and dated May 9, 1958; that the proceeds from the sale of said warrants be deposited
in the "Sewer Construction Fund" in favor of Kenneth Nelson Company in payment for the work per-
formed by said contractor. Motion carried by the following vote: Yes 6 No. - -

Motion made by VanHoy, secnnded by Thompson to turn bids to the Park Board, Consulting.Engineer,
City Attorney and -Park Superintendent for study and recommendation. Motion carried.
MUNICIPAL AIRPORT MASTER PLAN APPROVAL:
A letter of April 25, 1958 from Charles W. Drew was read suggesting that a formal request be
submitted for authority to phase out these runways, 2R -20L and 11R -29L. Request may be made in
letter form.
FEDERAL AID AIRPORT LIGHTING PROJECT 9-45-060-701:
A letter from Charles W. Drew dated April 14, 1958 was read stating they were enclosing a letter
from Duke's Electric requesting information as to results found by the CAA's Engineer on his
inspection for acceptance of the installation. Drew answered this letter and states a copy of
both letters enclosed, however, they were not. City Clerk will write for copies.
ARMY ENGINEER; BOAT BASIN GRAVEL $3,000;'00:
A letter was read from the Corps of Engineers relative to payment of bill in the amount of $3,000.00
for gravel removed from the Basin. Mayor to answer letter.
WASH WATER PUMPING PLANT CONTRACT NO. DA -45 -164 -CIV:
A letter was read from Corps of Engineers submitting payment of $75,000.00 in accordance with
article 2b of contract. Title transfers, deeds and easements under article lc, 2a and 2c will
be worked out at some future time.

RESIGNATION, W. A. McGHEE:
A letter was read from W. A. McGhee tendering his resignation from the Civil Service Commission
effective at once.
HIGHWAY COMMISSION PERMIT 2304:
A letter was read from J. S. Peck with attached copies of Permit No. 2304 granting 8' Sewer
Line crossing of P S H #3 between Columbia River Bridge and P S H #11. Motion made by VanHoyy
seconded by Combs authorizing the Mayor to sign permit. Motion carried.
MEETING AT WENATCHEE, Ai P. W.;. A -STORM SEWER FINANCING:
A letter was read from P. N. Royal, Chairman of Committee stating that meetinpg will be held on
Friday, May 9, 1958 in Wenatchee. Motion made by Adams, seconded by Thompson that permission
be granted the City Engineer to attend. Motion carried.
AMF.RTCAN WATER WORKS Ag90rTATTON-
A letter was read from L. A. Moll, Chairman of Safety Committee stating that the Pasco City
Water Department is entitled to an "Award of Merit". Motion made by Adams, seconded by Thompson
authorizing the City Engineer and Water Manager to attend meeting in Spokane on May 14, 1958.
Motion carried.
STREET SIGNS - JUNIOR CHAMBER OF COMMERCE:
A letter was read from Ken Kind stating that the JC's wanted to set up a project for this fall
to buy signs if city will furnish posts and make installation. Motion made by Combs, seconded
by Adams authorizing project as requested.
L. I. D. #64 - ALLOWING CURB CUTS AFTER CONSTRUCTION:
A letter was read from City Engineer requesting that the Council set a policy in regard to the
handling of construction of underground services and curb cuts. His recommendations were
enclosed. Water and Street Committees to investigate and report.
MEMORIAL PARK TOILET FACILITIES:
Mr. Wyman requests permission, through the Park Board and City 0�uncil to construct comfort facilities
at Memorial Park. Following a discussion disclosed that the Council favored a combination of
two buildings, one at the Park and another at the Yacht Basin. Motion made by Zier, seconded by
Adams authorizing Wyman to call for bids on May 20, 1958. Motion carried.
CONVENTION - AMERICAN 14ATER WORKS ASSOCIATION:
Water Superintendent C. F::Whetsler requests permission to attend meeting in Spokane on May 14,
And 17th, 1958. Motion made by Thompson, seconded by Zier granting ?permission to attend as
requested. Motion carried.
REFUNDS:
Three (3) refunds requested as follows:

Securities Intermountain Front footage Ass'mt 180.00
Motion made by Adams, seconded by Thompson authorizing refunds as requested. Motion carried by
roll call vote of six (6).
REGULAR ORDER OF BUSINESS SET.ASIDE BY UNANIMOUS CONSENT
LEWIS STREET TRAFFIC DIVIDER - PETITION:
A petition was read signed by eight property owners petitioning to have the traffic divider
removed between 8th and 9th on West Lewis. Wendell Snow, representative fornthe Utah Oil Co.,
stated the hard ship this imposed on their Service Station. Motion made by Adams, seconded by
Thompson to accept the petition and approve correction as requested. A letter will be furnished
for presentation to the Highway Department in applying for consideration by the petitioners.
Motion carried. City Engineer Grorge R. Fisher to write letter.
R. W. ROBINSON, DRAINAGE PROBLEM, SO. QUEEN:
City. Engineer George R. Fisher states that the City is now waiting for permission from the
Northern Pacific Railroad to run drainage down their right-of-way.
INDUSTRIAL COUNCIL LONG RANGE PLAN:
Del C. Isaacson spoke to the Council relative to an industrial development body to be formed
and would members of the City Council care to take part. Information would probably be needed
from the City from time to time. A no host luncheon will be held at the Manor on Friday, May
9, 1958 to discuss the plan. The City Council as a whole favored the movement. No action
taken.

CROSS -WALK, TRI CITY BOWL:
L. P. Kenyon requests a cross -walk be painted at 1315 North Arthur from the Bowling Alley to the
Parking Lot. Motion made by VanHoy, seconded by Adams that m quest be given. Motion carried.
REPORTS:
ADMISSION TAX CUT:
Finance Committee reports in favor of reducing tax comparable to the Franklin County Ordinance..
Motion made by Adams, seconded by Thompson to reduce tax to 1(,% on each .40� or fraction thereof,
City Attorney to prepare Ordinance. Motion carried.
CITY CARS OUTSIDE CITY LIMITS:
In taking City owned cars out of the City over night permission must be obtained from the City
Council;for one day permission from the Mayor will be sufficient. Motion made by Adams, seconded
by VanHoy that Resolution be prepared by the City Attorney. Motion carried.
INVESTING CITY FUNDS:
The Finance.Committee held a meeting in regard to funds and amounts that could be invested from
eaeh fund. Motion made by Adams, seconded by VanHoy recommending that $53,653.00 now in Bond
Reserve Funds of 1954 and 1957 be invested in U. S. Treasury Notes for the best interest. Motion
carried. (Will check with Terry Thompson)

Motion made by VanHoy, seconded by Thompson authorizing the Mayor to sign leases as recommended by the
Committee. Motion carried.

REGULAR MEETING
ORNAMENTAL LIGHTING SYSTEM:
PASCO, WASHINGTON
COUNCIL CHAMBERS

Setting up the new system was discussed with Carrol Northrup and P. U. D. Engineers. Mention
was made of a temporary system to be used during installation period; this was frowned upon by
the majority of the Council. The new system will install approximately 100 lights. Financed by
L. I. D. or continuing on same basis as previous contract was discussed. It was decided that.the
City continue with the same type of contract. P. U. D. to be so notified by letter. Motion
made by VanHoy, seconded by Adams authorizing the P. U. D. to call for bids on approximately
100 lights and that the City enter into addendum contract. Motion carried. A special meeting
will be called when bids are received.
BUILDING INSPECTOR:
Report for the month of April 1958 from the Building Inspector was read.
RESOLUTION NO. 414:

carried by roll call vote of six (6).
ORDINANCE NO. 926•
AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
NO. 683 AND PASCO CITY CODE 3-3.76, BEING AN
ORDINANCE RELATING TO THE CONVEYING OF PASSENGERS
FOR HIRE, AND PROVIDING FOR THE METERING OF FARES
AND PRESCRIBING UNIFORM FARES FOR TAXICABS OPERAT-
ING IN THE CITY OF PASCO
Motion made by Adams, seconded by Thompson that Ordinance No. 926 has been read as amended. Motion
carried. Motion made by Zier, seconded by Adams to adopt Ordinance No. 926 as amended. Motion
carried by roll call vote of six (6).
CURBING AT COMMUNITY CENTER:
Harold Wyman states a curb is badly needed on 4th Avenue to prevent trespassing. He thought that
$700.00 would get the job done.
