CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, Raymond Hicks, K. E. Moore, Ed
Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was absent.
READING OF THE MINUTES:
Minutes of meeting held March 18, 1958 were read and approved.
BILLS:
Current bills against the City were read as follows. Motion made by Combs, seconded by VanHoy
that all bills properly signed and approved be paid. Motion carried by roll call vote of seven

Motion made by Hicks, seconded by Adams to turn bids to Police Committee and Police Chief for
study and report. Motion carried.
WATER TREATMENT PLANT CHANGE ORDER: No. 2:
A letter from Cornell,. Howland, Hayes & Merryfield dated March 27, 1958 was read by -the Mayor
relative to changing f m m Foxboro Equipment to Minneapolis; -Honeywell Equipment at the same price
as bid for Foxboro's instruments. Cornell recommdnds change order No. 2 to substitute a Minneap-
olis -Honeywell Pneumatic Control System for the Foxboro Pneumatic Control System originally selected
for installation at no extra charge in the contract price. Motion made by Adams, seconded by Thompson
that the Engineer's recommendation be accepted upon approval by the City Attorney. Motion carried.
LEE HOFFMAN, INC:
A letter was read from Lee Hoffman's Attorney Forrest W. Simmons, stating that Mr. ;Hoffman has
incorporated under the name of Lee Hoffman Inc. effective April 1, 1958. Motion made by Adams,
seconded by Thompson accepting the change of firm name to Lee Hoffman Inc. upon approval by the
City Attorney. Motion carried.

U. S. ARMY ENGINEERS PASCO BOAT BASIN:
A letter was read from Myron E. Page, Jr. referring to his letter of November 27, 1957, subject
was money received from sale of gravel removed from the basin. Now he advises that the City will
be billed for the fair value of 60,000 cubic yards and based on a value of 05� per cubic yard
the amount involved being $3,000.00. No action taken. A second letter was read stating a meet-
ing would be held in the near future to secure additional information pertinent to the situation
and arrangements will be made by phone.
ADMISSION TAX - PASCO THEATRE TICKETS:
A letter from Ed Hickey was furnished all Councilmen for study. Mr. Hickey will attend the April
15th meeting for discussion.
REST ROOM FACILITIES AT YACHT BASIN PARK:
A letter was read from Harold A. Wyman, Superintendent of Parks & Recreation requesting authority
to call for bids on rest room facilities at this location. Motion made by Adams, seconded by Zier
that the request be granted and bids callable on Tuesday, April 15, 1958. Motion carried.
SIDEWALK AGREEMENT:
C. F. Griggs requests by agreement for Charles Grigg to install a 9' sidewalk in lieu of 14k' to
conform with 8th & 9th Streets. Motion made by VanHoy, seconded by Hicks authorizing the Mayor
to sign agreement. Motion carried. Location in Lots 1 & 2, Block 2,iPettit's Addition.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
COMPLAINT ON PARKSIDE HOUSING SITUATION:
Mrs. Floyd Futter made a complaint about the condition at the Parkside Housing Site, situated
directly east of Mrs. Futter's Court. She was advised to contact R. S. Brown of the Housing
Authority.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT.

BIDS ON POLICE CAR:
Committee is ready to report on their findings. Motion made by Hicks, seconded by VanHoy to
accept the lowest bid, that of Murp_ty Motors Inc. in the amount of $1,145.88. Motion carried
by roll call vote of seven (7).
PURCHASES:
One (1) purchase order presented to order dog tags. Motion made by Zier, seconded by Adams
authorizing purchase. Motion carried by roll call vote of seven (7).
STREET SURFACING L. I. D. #63:
City Engineer reports that it is necessary to replace surfacing on Pearl Street from Meridian
to Lucas and Chase from alley north of Margaret ;to Cartmell, approximately 3/4 miles. Engineer
Fisher desires to set up the job so a firm bid can be obtained in preparation of the final assess-
ment roll. Motion made by Zier, seconded by Moore granting permission as requested for doing this
work and call for bids on Tuesday, 8:00 P. M., April 15, 1958. Motion carried.
WATER EXTENSION LINE, RIVERVIEW TERRACE ADDITION:
City Engineer reports that Mr. Whitney and Paul Hart stated by letter and sketch how they desire
to serve lots and will pay water line installation for developing this Addition in the vicinity
of Road 40 and Sylvester Street, however, they desire to do this in three phases and request a
detailed cost estimate be furnished by the City Engineer. All this was turned to the Water
Committee. It is requested by the City Engineer that the City Attorney draw up an agreement
covering these extensions which are outside the City limits. Motion made by Zier, seconded by
Moore that::the'CityAttorney draw up an agreement covering this,project.' Motion carried.

REGULAR MEETING
GOLF COURSE:
PASCO, WASHINGTON
COUNCIL CHAMBERS

Councilman Adams reports that an Architect Mr. McCann of Wenatchee will be here in a few days
to look over proposed location and submit a report.
ORNAMENTAL STREET LIGHTING:
Councilman VanHoy reports on the City Engineer's recommendation that the Ornamental Lighting
System in the down -town area be replaced in the immediate future account continuous maintenance
problem. The P. U. D. have prepared a preliminary replacement program that appears to be ad-
equate and would cost approximately Fifty or Sixty Thousand. Motion made by VanHoy, seconded
by Thompson instructing the City Engineer to communicate with the P. U. D. for a complete report,
Plan and cost of the proposed lighting system. Motion carried. T. R. VanHoy has the.complete

QUEEN STREET DRAINAGE:
City Engineer reports on three methods of solving this drainage problem but recommends creating
a sump area in the undeveloped land on the Northern Pacific bight of Way between the present
sump area and the stock yards. Maps and plans would have to be prepared and forwarded to the
Railroad with a request for an easement to do the work. Motion made by Combs, seconded by
Adams that the Engineer be authorized to follow this method and do work as soon as possible.
Motion carried.
GRADING ALLEY BETWEEN 4th & 5th AND CLARK AND BONNEVILLE:
City Engineer requests that in order to provide drainage and resurface to this alley that he be
authorized to contract so the paving can be machine laid in order to hold a truer grade; this
project will cost approximately $1,500.00 for the east oneinhalf of the alley. Motion made by
Hicks, seconded by Moore thaf contracted prices be obtained by the Engineer for meeting of
April 15, 1958. Motion carried.
ALLEY BETWEEN BEECH, WEHE, BROADWAY & PARKVIEW:
Requests have been made that this alley be'.filled so garages may be constructed at the proper
grade. Motion made by Combs, seconded by Adams that this work be done by the Street Department.
Motion carried.
ADAMS & YAKIMA, SIDEWALKS & CURBS:
A property owner on the north east corner wants to construct a sidewalk and curb; location of
curbs in doubt. Motion made by Combs, seconded by Zier that curbs and sidewalk be constructed
as one unit. Motion carried.
C. W. NAY - ORIGINAL SURVEY OF STREET OUT OF LINE:
Mr. Nay wishes to purchase 6' of property under sidewalk. Clerk to notify committee.
BUILDING INSPECTOR'S MONTHLY REPORT:
Report was noted and ordered filed.
ADJOURNMENT:
Motion made by Adams, seconded by Zier to adjourn to Tuesday, 8:00 P. M., April 15, 1958.
