Custer presiding. ROLL CALL: By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, Raymond Hicks, K. E. Moore, Ed Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meeting held March 3, 1958 were read and approved. BILLS: Vouchers presented for payment as follows. Motion made by Adams, seconded by Thompson authorizing payment of all vouchers properly signed and approved. Motion carried by roll call vote of seven (7) Current Expense $1,300.00 Motion made by Adams, seconded by Thompson that Final Estimate for work performed by Murphy Bros. Inc, in the amount of $33,618.57, be approved; that to provide funds for the payment thereof a warrant be drawn against the "Local Improvement Fund, District No. 63", in favor of Terry Thomp- son & Company, in the total amount of $33,618.57 bearing interest at the rate of 5k% per annum and dated March 26, 1958 ; that the proceeds from the sale of said warrant be deposited in the "Sewer Construction Fund", and that a warrant be issued upon said "Sewer Construction Fund" in favor of Murphy Brothers Inc., in payment for the work performed by said contractor. Motion carried by the following vote!' 7 "Yes" - - - "No" COMMUNICATIONS: PUBLIC HEARING, VACATE "B" STREET: Legal notice of hearing was read. Mayor declared the hearing open. No protests rendered by letter or in person. Mayor declared the hearing closed. Motilin made by Combs, seconded by _ Thompson authorizing the City Attorney to draw ordinance to vacate "B" Street as petitioned. Motion carried. ORIGINAL SURVEY OF STREET OUT OF LINE: A letter was read from C. W. Nay, 720 West Octave, stating the sidewalk survey line was six feet over the Citys lot line; he would like to purchase at a fair price 6' from the City where his sidewalk is installed. Motion made by VanHoy, seconded by Thompson to turn this to the Building & Property Committee. (Moore, Zier & Thompson) Motion carried. CASCADE NATURAL GAS CORPORATION: A letter was read from Wm. Brennen, Manager, regarding procedure they prefer to use in paying excavation permit fees instead of paying for each permit when it is obtained; they would like to be billed by the month for payment. A discussion as to how other permits are handled was entered into. Motion made by VanHoy, seconded by Hicks that request be denied. Motion carried. TRI CITY COMMITTEE ON HUMAN RELATIONS: A letter was read from Mrs. Merfick, President of the Committee, urgently requesting that a fair portion of street improvement be made on the East Side. AMERICAN WATER WORKS ASSOCIATION: C. F. Whetsler, Water Superintdndent, requests permission to go to Spokane for the Convention to be held on May 14 & 17th, 1958. Motilin made by VanHoy, seconded by Adams granting permission. Motion carried. WATER LINE EXTENSION: INGRAMS ADDITION, ROAD 35: City Engineer George R. Fisher states by letter that a request has been -made for water service to West Hopkins and Road 35, estimated cost $4,331.33 and recommends that by agreement the full payment of $4,331.33 be made to the City and that a payment of $2,28.2.98 for the 8" line on Road 36 and Hopkins be subject to provision that within a five (5) year period Mr. Ingram could be refunded not to exceed $1,141.49 from any assessment paid on property to be served by these lines that did not participate in the initial cost. Motion made by VanHoy, seconded by Hicks that the City Engineer's recommendation be accepted and the City Attorney draw up agreement. Motion carried. WATER HEATER, SWIMMING POOL: A letter was read from Park Superintendent Harold A. Wyman requesting permission to call for bids on the installation of a water heater in the swimming pool. Motion made by Adams, seconded by Zier to advertise call for bids and installati6n when funds are available. Motion carried. REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS PARK & RECREATION:CONFERENCE, APRIL 6, 1958: 2679 MARCH 18, 19 58 Mr. Wyman also requested permission to attend the Conference to be held at Portland, Motion made by Combs, seconded by Thompson that the request be allowed. Motion carried. TRANSFORMER & WIRING SEWAGE LIFT STATION 4TH & AINSWORTH: A proposal to furnish and install one 3 kw single phase 480-120-240 volt transformer and the necessary wiring for water seat unit at 4th and Ainsworth Street Sewage Lift Station in the amount of $227.87 plus tax submitted by the Pasco Electric Company. Motion made by Adams, seconded by Thompson authorizing acceptance of the proposal of the Pasco Electric Company. Motion carried by roll call vote of seven (7). MURPHY BROTHERS CONTRACTORS, SPOKANE, WASHINGTON: The Department of Labor & Industries have certified payroll and paid premium due covering work performed on sanitary sewer for the City of Pasco. P. U. D. CLAIM: A letter from Patrick H. Winston, Murphy Brothers Attorney and copy of their letter to the P. U. D. was received, noted by the City Attorney. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. RICHARD W. ROBINSON, 825 SO. QUEEN: In person, desired to know what headway was being made in the drainage problem that exists at the above address and offered to help in any way he could. City Engineey states that the plan is ready but permission has not been received from the Northern Pacific Railway Company. WATER SERVICE TO RIVERVIEW TERRACE ADDITION REQUESTED: Mr. Glen Hart spoke for the property owners. He was informed that it would cost approximately $5,000.00 to .serve teh (10) lots. Motion made by Zier, seconded by Hicks to turn this to the Water Committee forstudy and report at next meeting. Motion withdrawn by Zier and Hicks. Further discussion followed relative to orderly development and city policy as in the case of Ingram Addition which is in the same vicinity. Agreement was suggested. Motion made by Zier, seconded by Hicks to turn this to the Water Committee for study and report at next regular meeting. Motion carried. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. Motion made by Hicks, seconded by Thompson authorizing the Chief to call for bids on Tuesday, April 1, 1958. Motion carried. KERMIT CALVIN, 1940 W. HOPKINS: Mr. Calvin is asking for an adjustment from the city account sewer line not serving the base- ment. Motion made by Zier, seconded by Thompson that adjustment claim be denied. Motion carried. CLAIM - MURPHY BROTHERS - P. U. D.: A letter from P. H. Winston, Murphy Brothers Attorney was referred to by the City Attorney regarding claim presented by the P. U. D. in the amount of $749.43. City Attofney to so advise. READING OF ORDINANCES: ORDINANCE NO. 925: AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 595 AND PASCO CITY CODE 5-9.08 AND 5-9.12, AND BEING AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF THE FOLLOWING DESCRIBED PROPERTY SITUATED IN FRANKLIN COUNTY, WASHINGTON, FROM RESIDENTIAL R-1 TO RESIDENTIAL R-2; LOTS 5, 6, 7 AND 8, BLOCK 18, PETTIT'S ADDITION TO PASCO, ACCORDING TO PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 42, RECORDS OF SAID COUNTY Motion made by VanHoy, seconded by Thompson that Ordinance No. 925 has been read. Adams as Chairman of the canvassing board to canvass the poll books and count the Absentee Ballots. City Clerk to act as Clerk of the Board. Motion made by Combs, seconded by Thompson certifying canvass and count as being correct. Motion carried. MEETING MONTHLY BUDGET FOR FEBRUARY 1958: PASCO, WASHINGTON COUNCIL CHAMBERS 2GE1 MARCH 18, 1958 A copy of the February 1958 monthly budget was furnished all members by the City Clerk.
