ROLL CALL: By Clerk. Councilmen present were 0. C. Adams, C. R.Obmbs, Raymond Hicks, K. E. Moore, Ed Thompson and David Zier. Absent was T. R. VanHoy. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meeting held January 21, 1958 were read and approved. BILLS: Current bills against the City were presented as follows. Motion made by Combs, seconded by Adams that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six. D. 463 VOUCHER FOR TERRY THOMPSON: Covering Engineering fee in the amount of $2,510.49 for interest bearing warrant at 5k% as presented by George R. Fisher, City Engineer. L. I. D. #63; CORNELL, HOWLAND, HAYES & MERRYFIELD: Presented a voucher for engineering fees in the amount of $2,510.49. Motion made by Combs, seconded by Zier authorizing payment of warrant covering services and interest bearing warrant as set up by vouchers. Motion carried by roll call vote of six (6). INTEREST BEARING WARRANT: City Engineer George R. Fisher requests buthority for the City Clerk to issue an6Interest Bearing Warrant at 5k% in the amount of $60,000.00 for a loan from the Permanent Street and Storm Sewer Construction Fund to L. I. D. 463 Constf*uction Fund to cover estimates 3 "s" and 3 "p". Motion made by Adams, seconded by Thompson authorizing the warrant. Motion carried unanimous. DRIVEWAY CURB CUT, 311 W. CLARK STREET: A letter was read from Marvin L. Newman requesting permit to cut curb for driveway at his body and paint shop. Motion made by Adams, seconded by Zier that the request be granted. Motion carried unanimous. AIRPORT DELINQUENT ACCOUNTS: Two (2) accounts reported delinquent: Tri City Mattress $140.00 Chas. Thornton 70.00 :V. Motion made by Hicks, seconded by Moore to turn this to the City Attorney. Motion carried. NOTICE OF -APPEAL, JAMES E. WELCH: Notice of appeal from Planning Commission decision on rezoning was read. Motion made by Adams, seconded by Combs that a public hearing be held on Tuesday, 'F- l$, 1958. Motion carried un- animous. I I REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT TO HEAR FROM THE PUBLIC BOAT BASIN DEVELOPMENT: Cecil Downey wished to acquire some information about the development of the Boat Basin, as to sanitary faciliti6s, etc. He was informed by the Mayor that the Government has a hold order on money obtained from sale of gravel which the city has budgeted for improvements. AUTO RACES AT THE AIRPORT: John Koster speaking for the Junior Chamber of Commerce, presented a sketch showing proposed track and stated reces would be for one day only; they would like to hold them at the Airport; all details and insurance would be taken care of by the Junior Chamber of Commerce. A dis- cussion followed and in conclusion motion made by Adams, seconded by Thompson that this be re- ferred to the Airport and Insurance Committees to work out with the Junior Chamber of Commerce. PURCHASES: The following requests for purchases: CITY TREASURER: WATER DEPARTMENT: Treasurer's receipts $140.00 Water applications, packing, radios and metalize sleeves .$ 1,278.50 Motion made by Zier, seconded by Adams authorizing purchases. Motion carried by roll call vote of six (6) . STREET OILING SUGGESTED: Councilman Combs reports on a citizen's meeting held in behalf of Pasco's unoiled streets. It was suggested that a light penatration be used and financed from the Permanent Street and Storm Sewer Fund. City Attorney questions the use of Permanent Street and Gas Tax money. Combs favors using approximately $42;000.00 for oiling a 26' street, approximately 105tblocks including L. I. D. 464. Repealing Ordinance No. 856 was discussed. Motion made by Moore, seconded by Adams that the Finance and Street Committee meet with the City Attorney for report at next meeting. Motion carried. Motion carried. KERMIT CALVIN, 1940 HOPKINS & CHASE: Mr. Calvin states his.1.property on L. I. D. #61 does not get sewer service to the basement account line not low enough; the first floor is hooked up to sewer and the basement to septic tank. Now he has a buyer for the property who wants sewer service to the basement. Mr. Calvin would like to present a claim for adjustmeng submitted quotation from J. P. Head Plumbing & Heating. City Engineer states that the assessment was $197.22. Motion made by Combs, seconded by Thompson to turn this to the water committee for recommendation. Motion carried. REGULAR MEETING FEDER PASCO, WASHINGTON COUNCIL CHAMBERS FEDERAL FUNDS: A letter from Floyd M. Jennings states that necessary forms have been forwarded to the City Attorney Richard G. Patrick by the Council should the City decide to apply. WATER DEPARTMENT TRUCK PURCHASE: �- 26"I FEBRUARY 4, 1958 related to application for the funds for use by the City for examination Committee ready to report on findings. Motion made by Zier, seconded by Hicks to accept the lowest quotation presented, which was that of Smith Truck & Tractor, in the amount of $1,434.38. Motion carried by roll call vote of six (6). PARK SUPERINTENDENT HAROLD WYMAN: A letter from the Washington State Recreation Society informs the Mayor that Mr. Wyman was appointed geographical representative to the Executive Board and as a member of the Association of Washington Cities Committee by this Society. BUILDING INSPECTOR -'S REPORT: 4Ir. Lovelace's report for January 1958 was noted and ordered filed. PROPOSED GOLF COURSE: Councilman Adams reports a meeting with the Citizens Committee to study the feasibility and cost of constructing a Municipal Golf Course for Pasco. Lovelace requested permission to attend a two day meeting in Seattle; this is to be a school to benefit gas inspectors. Motion made bu Thompson, seconded by Adams granting the request. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 923: Setting amount of Bonds for five (5) City positions. Motion made by Adams, seconded by Thompson that the amount be set for $2,500.00 each. Motion carried. ORDINANCE NO. 923: AN ORDINANCE FIXING THE AMOUNT OF THE BOND REQUIRED OF THE MAYOR, THE CITY ATTORNEY, THE CITY CLERK, THE POLICE JUDGE AND THE CHIEF OF POLICE OF THE CITY OF PASCI, AND REPEALING SECTION 2.OF ORDINANCE NO. 187 AND PASCO CITY CODE NO. 1-20.12 (1) Motion made by Combs, seconded by Thompson to read Ordinance No. 923. ORDINANCE NO. 924: AN ORDINANCE PERMITTING RIGHT HAND TURNS AT ALL CONTROLLED INTERSECTIONS IN THE CITY OF PASCO AFTER A FULL STOP, EXCEPT AT THE FOURTH AND LEWIS STREET INTERSECTION Motion made by Adams, seconded by Zier to read Ordinance No. 924. Mction carried. Motion made by Adams, seconded by Zier that Ordinance No. 924 was read. Motion carried. Motion made by Adams, seconded by Thompson to adopt Ordinance No. 924.
