CALL TO ORDER:

COUNCIL CHAMBERS

Meeting called to order at 8:08 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, Raymond Hicks, Ed Thompson and
David Zier. Absent T. R. VanHoy. "City Attorney Richard G. Patrick was present.
READING OF THE MINUTES:
Clerk states that the minutes are not ready to be presented account extra work at the end of
1957.
BILLS:
Current bills as follows were presented for payment. Motion made by Adams, seconded by Zier that
all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6).

Motion made by Adams, seconded by Moore to turn to the City Engineer for recommendation. Motion
carried.
LIQUID CHLORINE: Two bids were received, opened and read.

Tacoma, Washington cylinders containing 100 or 150 lbs net
Van Waters & Roberts, Inc. $0.125 per pound f.o.b. Pasco in

Motion made by Adams, seconded by Zier to turn to the City Engineer for recommendation. Motion
carried.
SULPHATE OF ALUMINA: Two bids were received, opened and read.
Stauffer Chemical Company $63.40 per ton, f.o.b. Pasco
North Portland, Oregon
General Chemical Division $44.00 per ton, f.o.b. Nichols, Calif.
Seattle, Washington
Motion made by Combs, seconded by Thompson to turn to the City Engineer for recommendation. Motion
carried.
COMMUNICATIONS:
PHOENIX-MATTHEWS FINAL ESTIMATE, FILE 1413:
A letter was read from Holly A. Cornell submitting final estimate No. 4 on the water distribution
lines. Certifying work has been inspected and completed in accordance with the termj�iof the cont-
ract.; also recommending that the work be accepted for final payment of $9,861.68 as per estimate
attached. Motion made by Zier, seconded by Adams accepting Phoenix -Matthews Inc contract as com-
pleted in accordance with recommendation of the consulting Engineer, this date, and that the final
payment of $9,863.68 be paid after thirty (30) days waiting period required by the Washington Law.
Motion carried by roll call vote of six (6).

PASCO, WASHINGTON
EASEMENT, ALLEY IN RICHARDSON ADDITION:
Joseph T. & Eleanor L. Kelly grant and convey to the City of Pasco an easement for alley 'purposes
and an extension of alleys in Blocks 1 and 2, Richardson Addition as recorded in Volume "C" of
Plats, Page 40, Records of Franklin County.
RENTING CITY EQUIPMENT:
A letter was read from City Engineer George R. Fisher stating the Burbank Water District made an
inquiry as to renting the City Pipe Locator. Motion made by Adams, seconded by Zier that as a
matter of policy no city equipment be leased or rented. Motion carried.
CITY OWNED HOUSES ON SOUTH 12th AVENUE:
Seven (7) propositions were submitted for consideration. Committee Chairman Zier reports on
study made of each offer and makes a motion, seconded by Adams to accept the bid of Gene V. Glazier
in the amount of $200.00 for the three buildings and that same be deposited with the City Treasurer
before demolisUting.is started and that houses and trash be removed by March 1, 1958. Motion carried.
REPORTS OF OFFICERS:
AIRPORT:
Airport Chairman Hicks repdrts that Airport Manager 0. V. Cotton desires to purchase a truck to
replace one which has 93,000 miles and is badly worn.. Motion made by Hicks, seconded by Thompson
authorizing the Manager to purchase truck without calling for bids; _price will be under $2,000.00
Motion carried by roll call vote of six (6).
AIRPORT LEASE:
One (1) lease presented for renewal by Twin City Construction Company, Building No. 89. Motion
made by Hicks, seconded by Adams authorizing the Mayor to sign lease. Motion carried by roll call
vote of six (6).

Dancing at the Palm was questioned. Motion made by Combs, seconded by Thompson that application
of Gordon Watters be turned to the Police Committee. Motion carried. Motion made by Hicks, sec-
onded by Zier authorizing the issuance of the other nine applications. Motion carried.
REPORT ON BIDS:
Committee Chairman Moore reports on bids held up on December 17, 1957.
GAS, OIL & FUEL OIL: Motion made by Moore, seconded by Adams to accept the bid of True's Oil
Company submitted on Regular and Ethyl Gasoline. Regular @ .2275 and Ethyl @ .2495. Continental
Oil Company for Diesel and fuel oil. .1400 for each. Tri State for the PS #300 @ $4.56 per bbl.
Motion carried.
LAMPS: Two bids received and considered. Motion made by Moore, seconded by Thompson to reject
both bids and authorize the Cifiy Engineer to negotiate. Motion carried.
ADVERTISING: Motion made by Moore, seconded by Zier to accept the bid of the Tri City Herald for
8 point type @ $1.30 first insertion and $1.20 each subsequent insertion. Motion carried.
CITY SUPERINTENDENT: Committee to hold meeting and make report.

Motion made by Zier, seconded by Adams authorizing the purchases as requested. Motion carried

CITY ENGINEER REPORTS RECOMMENDATIONS:
SODA ASH: Motion made by Zier, seconded by Thompson to accept bid of VanWaters & Rogers @
$85.00 per ton F.O.B. Pasco. Motion carried.
SULPHATE OF ALUMINA: Motion made by Zier, seconded by Th6mpson to accept the bid of Stauffer
Chemical Company @ $63.40 per ton, F.O.B. Pasco. Motion carried.
LIQUID CHLORINE: Motion made by Zier, seconded by Adams to accept the bid of Pennsalt Chemicals
Corporation @ $0.125 per pound F. 0. B. Pasco. Motion carried.
LIME: Motion made by Zier, seconded by Adams to accept the bid of VanWaters & Rogers @ $54.00
per ton F.O.B. Pasco. Motion carried.
RIGHT HAND TURN ON RED TRAFFIC LIGHT:
Councilman Adams reports on letter received from R. H. Pyle who suggested that this procedure be
used only where pedestrian travel is light, therefore is doubtful of its effectiveness at the
intersection of 4th & Lewis. Motion made by Adams, seconded by Thompson authorizing the City
Attorney to draw an ordinance to cover changes as suggested. Motion carried.
STREET LIGHT:
City Engineer suggested that a street light be installed at Jan and Poplar. Motion made by
Thompson, seconded by Hicks that installation be made. Motion carried.
L. I. D. #64,STREET SURFACING AND STORM SEWERS:
The hiring of an Engineering firm to lay out this project was discussed. City Engineer will bring
in contract at next regular meeting for council consideration.
WATER DEPARTMENT.:PROGRESS REPORT 1957:
A report submitted by the City Engineer covering betterments and improvements to the Water System.
BUILDING INSPECTORS REPORT:
Report was read covering a break down of the permits issued also inspections made.
DOG ORDINANCE ( COMMITTEE):
Hicks, Zier and VanHoy have been working on this ordinance. Combs to replace VanHoy on Committee
account VanHoy being out of the city.
GOLF COURSE PROJECT:
With reference to the possibility of a Golf Course location on Airport property, it was suggested
that a committee be appointed to make a study and report feasability of the installation of an
eighteen hole Municipal Golf Course. Motion made by Thompson, seconded by Moore authorizing the
Mayor to appoint a committee of the council and citizens to work together on this report. Motion
carried. The Mayor appointed Adams, Hicks and Moore of the Council. Gordon McRae to be Chairman
of the Citizens portion of the Committee. Balance to be appointed at next regular meeting.
READING OF ORDINANCES:
ORDINANCE NO. 920:
AN ORDINANCE AMENDING ORDINANCE NO. 914, PASSED BY THE CITY
COUNCIL AND APPROVED BY THE MAYOR ON THE 3rd DAY OE DECEMBER
1957, AND ENTITLED "AN ORDINANCE -SPECIFYING AND ADOPTING A
SYSTEM OR PLAN OF ADDITIONS TO AND BETTERMENTS AND EXTENSIONS
OF THE 14ATER14ORKS UTILITY OF THE CITY, INCLUDING AS A PART THEREOF
THE SYSTEM OF SEWERAGE OF THE CITY; DECLARING THE ESTIMATED COST
THEREOF AS NEAR AS MAY BE; PROVIDING FOR THE ISSUANCE OF $650,000
PAR VALUE OF 'WATER AND SEWER REVENUE BONDS, 1957,' TO PAY THE COST
THEREOF; CREATING A SPECIAL FUND TO PROVIDE FOR THE PAYMENT OF SAID
BONDS; FIXING THE DATE, FORM, MATURITIES, INTEREST RATE, COVENANTS
AND TERMS OF SAID BONDS; AND PROVIDING FOR THE SALE OF SAID BONDS

Motion made by Adams, seconded by Moore to read Ordinance No. 921. Motion carried. Motion made by
Moore, seconded by Thompson that Ordinance No. 921 has been read. Motion carried. Motion made by
Moore, seconded by Thompson to adopt Ordinance No. 921. Motion carried by roll call vote of six (6).
