REGULAR MEETING COUNCIL CHAMBERS DECEMBER 17. 1957
CALL TO ORDER:
Meeting called to order at 8:05 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, Raymond Hicks, K. E. Moore, Ed
Thompson and David Zier. Absent wasa T. R. VanHoy. City Attorney Richard G. Patrick was present.
READING OF THE MINUTES:
Minutes of meeting held December 3, 1957 were read and approved.
BILLS:
Current bills against the City were presented as follows. Motion made by Combs, seconded by Adams
that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6).

Motion made by Combs, seconded by Thompson to turn bids to the City Engineer for report at next
regular meeting, Tuesday, January 7, 1958. Motion carried.
CALL FOR BIDS TO SELL HOUSES ON SOUTH 12th AVENUE:
No bids were received. The Mayor suggested that all work on getting a buyer and report on January
7, 1958.
AIRPORT LIGHTING PROJECT 9-45-060-5701:
A letter was read from Charles W. Drew, Office of Civil Aeronautics Administration, stating that
the lighting system was found to be completed as of November 20, 1957; date of inspection and
release can be made under terms of the contract.
REFUND:
Rex Strickland requests refund of $75.00 deposited with petition to vacate easement. Motion made
by Zier, seconded by Hicks authorizing refund. Motion carried by roll call vote six (6).
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT
GREEN RIVER ORDINANCE:,
The Fuller Brush Representative spoke against the passing of such an ordinance. Councilman Adams
assured the speaker that his type of business would not be hampered.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT
REPORTS:
AIRPORT LEASE:
One (1) lease presented by Lyle N. Neff. He desires to rent a parcel of land, approximately six
acres, for horse pasture at $25.00 per year. Motion made by Hicks, seconded by Adams authorizing
the Mayor to sign the lease. Motion carried.

Motion made by Hicks, seconded by Zier that licenses be issued. Motion carried.
BUILDING INSPECTOR"S CAR PURCHASE:
R. B. Lovelace requests that $300.00 in the 1957 Budget be set up in Ordinance for expense on
trade-in for new car. '.Motion made by Hicks, seconded by Thompson authorizing ordinance to so
cover. Motion carried.
CIVIL DEFENSE:
Mr. Glen Mack and K. E. Moore spoke relative to creating a defense center in the City Hall Basement.
Moore read a letter stating the material needed and prices obtained from three lumber companies.
Motion made by Moore, seconded by Thompson that suggestion in the letter be followed and purchase
of lumber for partition in the amount of $57.56, plus tax be allowed. Question debated. Adams
feels that a plan is needed as to uses of the City Hall Basement. Motion placed and carried by
roll call vote of four to two. Zier and Adams voting k'No".
Also requested were tables to be erected in the basement with cost not to exceed $150.00. No action
taken at this time.
FIRE STATION NO. 2 PURCHASES:
Chief Cooney wishes to purchase beds and bedding in the amount of $134.95 from Perry's Furniture.
WATER DEPARTMENT:
Sleeves and impeller rings at $75.00.
Motion made ,by Zier, seconded by Adams authorizing the purchases as requested. Motion carried
by roll call vote of six (6).

HEALTH BOARD CANDIDATE:
PASCO, WASHINGTON
Committee reports on letter regarding member on Health Board.
Motion made by Adams, seconded by Hicks to nominate Don Visger of Kennewick. Motion carried.

READING OF RESOLUTIONS & ORDINANCES:
RESOLUTION NO. 406:
A RESOLUTION TRANSFERRING FUNDS UNDER THE "FIRE DEPARTMENT"
SECTION OF THE 1958 BUDGET AND CLARIFYING SALARIES UNDER THE
TERMS OF R. C. W. 35.33.120
Motion made by Adams, seconded by Combs that Resolution No. 406 be read. Motion carried. Resolution

RESOLUTION NO. 407:

RESOLUTION NO. 408:
A RESOLUTION TRANSFERRING THE SUM OF $25,000.00 FROM THE
"STREET DEPARTMENT FUND" TO THE "PERMANENT STREET CONSTRUCT-
ION AND STORM SEWER CONSTRUCTION RESERVE FUND"
Motion made by Thompson, seconded by Adams that Resolution No. 408 be read. Motion carried. Resolution

ORDINANCE NO. 918:
AN ORDINANCE ESTABLISHING THE SALARY OF THE DIRECTOR OF
CIVIL DEFENSE AND APPROPRIATING A SALARY OF THE DIRECTOR
OF CIVIL" DEFENSE FOR THE YEAR 1958
Motion made by Adams, seconded by Zier to read Ordinance No. 918. Motion carried. Ordinance No. 918

ORDINANCE NO. 919:
AN ORDINANCE TRANSFERRING FUNDS UNDER THE "BUILDING INSPECTOR"
SECTION OF THE 1957 BUDGET FROM "GAS, OIL AND REPAIR" TO "NEW
CAR (TRADE "48;.COUPS)" UNDER TERMS OF R. C. W. 35.33.120
Motion made by Thompson, seconded by Adams that Ordinance No. 919 be read. Motion carried. Ordinance
No. 919 was read. Motion made by Adams, seconded by Zier that Ordinance No. 919 has been read. Motion
carried. Motion made by Adams, seconded byThompson to adopt Ordinance No. 919. Motion carried by
roll call vote of six (6).
REDUCING FIRE RATES:
A discussion was entered into relative to reducing Pasco rate from 6 to a five classification. Fire
Chief Cooney to contact Braun's Fieldman as he is in the area frequestly. Motion made by Adams,
seconded by Thompson instructing Fire Chief Cooney to see what can be done even if it necessitates
a trip to Olympia, Motion carried.
PAY SUBSISTANCE:
Captain Sickels spoke to the Council about investigating the possibility of passing an ordinance
allowing $5.00 per day subsistance which would be deductable from income tax.
City Attorney states that he is of the opinion that an enabling act would be necessary before this
would be workable. The Association of Washington Cities can furnish some information of this.
The 1954 Code covers Policemen exclusively. Motion made by Adams, seconded by Hicks to turn this
to the City Attorney to investigate. Motion carried.

L. I. D. #64: STREET SURFACING:
City Engineer George R. Fisher requests that the Engineering work be contracted as the City
Office is to busy to get this underway. It was pointed out that the cost to the district would
be no more than if the City did it. Motion made by Adams, seconded by Moore that the Street
Committee investigate and make report. Motion carried.
BUILDING INSPECTOR'S REPORT:
Report for November 1957 was presented for the file.
ADJOURNMENT:
Motion made by Adams, seconded by Zier to adjourn to next regular meeting, Tuesday, 8:00 P. M.,
January 7, 19%. Motion carried.
