REGULAR MEETING COUNCIL CHAMBERS DECEMBER 3, 1957
CALL TO ORDER:
Meeting called to order at 8:05. P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk:: Councilmen present were 0. C. Adams, C. R. Combs, Raymond Hicks, K. E. Moore, Ed
Thompson and David Zier. Absent was;. T. R. VanHoy. City Attorney Richard G. Patrick was present.
READING OF THE MINUTES:
Minutes of meeting held November 19, 1957 were read and approved.
BILLS:
Current bills against the City were presented as follows. Motion made by Combs, seconded by Adams
that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6).

COMMUNICATIONS:
HEALTH DISTRICT REPRESENTATIVE:
A letter was read from W. E. Hansen, City Manager from Kennewick, stating that Don Visger was
nominated as a candidate for the Health Board; wishes to be advised if Mr. Visger would be con-
sidered by the Pasco Council or if the Pasco Council wishes to nominate a candidate. Hicks and
Adams were appointed as a committee to make recommendation for approval.
STATE HIGHWAY COMMISSION, SLIVER OF LAND ON EMPIRE WAY - PARCEL NO. 10377:
A letter was read from City Attorney Richard G. Patrick to V. L. Arnold, Right of Way Agent,
Department of Highways, Olympia, Washington, regarding approval of this transaction by the Civil
Aeronautics Administration.
STATE HIGHWAY COMMISSION PERMITS 2289 and 2290:
nPermits signed by R. H. Pyle granting permission to install light p61es on the Highway at Empire
Way and Lucas; Empire Way and Chase Streets for our files.
CLAIM BY VOUCHER - JAMES M. HOWELL:
Mr. Howell presented a claim by voucher for reimbursement of $34.00 to cover digging out sewer
service; work performed by Harris & Rogers. City Engineer reports that the City installed a new
manhold on city property but that the cloggage was on Howell's property or rented property and
not the fault of the city. Motion made by Adams, seconded by Zier that the claim be denied.
Motion carried.
AIRPORT LIGHTING PROJECT NO. 9-45-060-5701, AMENDMENT NO. 1 TO GRANT AGREEMENT:
A letter was read from Charles W. Drew also form correcting an incorrect date, also to provide for
installation of a new cable to the existing tetrahedron. Motion made by Hicks, seconded by Adams
authorizing the Mayor to sign amendment No. 1 to grant agreement. Motion carried.
AIRPORT LIGHTING PROJECT NO. 9-45-060-5701:
A letter was read from Airport Manager 0. V. Cotton stating that final inspection by a .representative
from Charles Drew's office inspected and gave a verbal final approval of the installation November
20, 1957, confirmation to follow. Motion made by Hicks, seconded by Adams accepting and approving
installation of the lighting system as passed on by Drew's Representatiffe and releasing the Con-
tractor upon receipt of tax report and expiration of thirty (30) days. Motion carried.
TRANSFER:
The City Treasurer requests a transfer of $35,000.00 from Cemetery Trust Cash Fund into Local
Improvement District No. 63 Construction Fund so it can be put to use fight away. Following
a discussion with the City Attorney it was thought best to make this transfer by Resolution.

VACATING EASEMENT -WEST COURT ADDITION:
A letter was read from the Planning Commission relative to petition to vacate a 10' alley in West
Court Addition. The Commission found this to be not favorable to the P. U. D. as they have a pole
line established there. The petition was denied and is being forwarded to the Council for final
action. Motion made by Moore, seconded by Zier to concur with the Planning Commission action.
Motion carried.

A letter was read frmm Fire Chief Lyle Cooney requesting that a resolution be drawn correcting an
error in the 1958 Budget. This was turned to the Fire Committee to check and contact the City'::
Attorney relative to Resolution. Motion -carried.
TERRY THOMPSON - SERIES NO. 2, ISSUE WATER & SEWER REVENUE BONDS OF 1957:
Agreement read regarding $401,000.00 issue at 5% per annum, printed bonds furnished by Thompson
with his fee as consultant cancelled. Agreement approved by Weter, Roberts &Shefelman. Motion
made by Thompson, seconded by Zier that the agreement be accepted as presented. Motion carried.
REPORTS:

Motion made by Hicks, seconded by Thompson that the following applications be approved. Motion
carried.

Motion made by Hicks, secoubd by Adams authorizing the Mayor to sign the following leases. Motion

INSURANCE CITY BOILERS, PIPING INCLUDED; BROAD COVERAGE:
Councilman Moore read a letter from Sherwood & Roberts relative to coverage on City Boilers. The
present policy expires on December 7, 1958 and a return premium of $124.17 would be available if
this policy is cancelled by December 7, 1957. Motion made by Moore, seconded by Thompson to
accept the three year policy at $534.96. City.Engineer to notify W. W. Mirus immediately. Motion
carried.
CITY SUPERINTENDENT:
Committee requests more time.
CIVILIAN DEFENSE:
Glenn Mack made a shOrt oral report on the meeting in Olympia called by the Governor. A Civilian
Defense resolution and ordinance to be ready for the next meeting.
PURCHASES:
Motion made by Zier, seconded by Adams that the following purchases as requested be allowed.

GREEN RIVER ORDINANCE:
Councilman Adams stated that he would like to see the Green River Ordinance reactivated. Motion
made by Adams, seconded by Thompson authorizing the City Attorney to draw ordinance. Motion
carried.
READING OF ORDINANCE:
RESOLUTION NO. 404:
A RESOLUTION AUTHORIZING THE ISSUANCE OF
INTEREST BEARING WARRANTS TO MAKE PAYMENTS
DUE UNDER L. I. D. NO. 63 UNTIL THE PROCEEDS
OF THE L. I. D. NO. 63 BOND ISSUE ARE AVAILABLE
A letter was read from the City TBeasurer relative to transferring money into L. I. D. #63 constr-
uction fund. City Attorney '.furnished Resolution No. 404 to authorize same. Motion made by Adams,
seconded by Zier that Resolution No. 404 be read. Motion carried. Resolution No. 404 was read.

OF THE WATERWORKS UTILITY OF THE CITY, INCLUDING AS
A PART THEREOF THE SYSTEM OF SEWERAGE OF THE CITY;
DECLARING THE ESTIMATED COST THEREOF AS NEAR AS MAY
BE; PROVIDING FOR THE ISSUANCE OF $650,000.00 PAR
VALUE OF "WATER AND SEWER,.REVENUE BONDS, 1957," TO
PAY THS COST THEREOF; CREATING A SPECIAL FUND TO PRO-

AND PHONE" UNDER THE PARK DEPARTMENT BUDGET FOR THE YEAR
1957 TO PROVIDE FOR THE ADDITIONAL COST OF HEAT, LIGHT
AND WATER DURING THE EARLY WINTER MONTHS OF 1957; AND
TRANSFERRING FUNDS FROM "SALARY - LABOR" TO "SEWER LINE
CONSTRUCTION -MEMORIAL PARK" UNDER THE PARK DEPARTMENT
BUDGET FOR THE YEAR 1957 TO PAY FOR THE EXTENSION OF A

CONDITION OF VENTS, PIPING AND APPLIANCES UNDER
THE GAS ORDINANCES OF THE CITY OF PASCO

BOND CERTIFICATION -HOLLY A. CORNELL, ENGINEER:
Engineer's certificate, dated December 2, 1957, as to sufficiency of revenue for the issuance of
$650,000.00 par value "Water & Sewer Revenue Bonds 1957", was presented with the following exhibits:
(a) A statement outlining the basis for estimates of future annual revenue and expenses
(b) T.abulationtof-actugl and estimated future water system income and expense
(c) Schedule of annual principal & interest requirements of outstanding water and sewer
revenue bonds and the proposed issue of $,650,000.00
(d) Tabulaltion showing calculation of coverage for proposed and previously issued water
and sewer revenue bonds.
Documents accepted by the Mayor and Council for Bond Issue File.
