ROLL CALL: NOVEMBER 19, 1957 By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, Raymond Hicks, K. E. Moore and David Zier. T. R. VanHoy and Ed Thompson were absent. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meeting held November 5, 1957 were read and approved. COMMUNICATIONS: ENCROACHMENT PERMITS, WASHINGTON STATE HIGHWAY COMMISSION: A letter was read from R. H. Pyle, District Engineer submitting permits No. 2289 and 2290 for illumination poles at the intersection of Lucas and Empire Way, Chase and Empire Way. Motion made by Adams, seconded by Hicks accepting permits and authorizing the Mayor to sign and that the P. U. D. be so notified. Motion carried. WETER, ROBERTS & SHEFELMAN, L. I. D. # 64: A letter was read from James Gay to Richard G. Patrick accepting legal work in connection with Water and Sewer Improvements also L. I. D. No. 64; their fee will be $350.00,*` TRANSFER REQUEST: City Treasurer requests transfer of $934.95 from L. I. D. #62 to L. I. D. #62 Construction Fund. Motion made by Hicks, seconded by Combs that transfer be authorized. Motion carried. SALE OF ROBERSON & LAPE HOUSES ON SOUTH 12TH AVENUE: A letter was read from City Engineer Geoage R. Fisher requesting council action on selling these houses preparitory to Filtration Plant expansion. Motion made by Zier, seconded by Combs that a committee be appointed to arrive at a minimum price to be placed on the sale and then advertise for bids to be opened on Tuesday, December 3, 1957.; Motion carried. Zier and Hicks were appointed. REPLACING SINK IN TERMINAL BUILDING: A letter was read from Airport Manager 0. V. Cotton suggesting that thesink be replaced with a stainless steel sink to stop perpetual replacement. Motion made by Hicks, seconded by Combs that the request be granted. Motion carried. PARTITION IN HANGER: The Loney Aviation desires to have;aportion of the hanger partitioned for work room so same may be heated; space to be approximately 40 x 100. Mr. Loney agrees to a $75.00 per month increase in rent to cover expenditure; cost of material estimated at $1,200.00. Motion made by Hicks, seconded by Combs recommending that the request be granted and authorizing purchase of material. Motion carried by roll call vote of five (5). REZONING FOR JOHN K. REED: A letter from the Planning Commission states that following a public hearing on petition to rezone the Commission approved the change in zone classification and submit to the City Council for final action. Motion made by Moore, seconded by Zier concurring with the Commission and requesting the City Attorney to draw ordinance. Motion carried. COLUMBIA TV FRANCHISE: A letter was read from the City Attorney to the Mayor and Councilmen suggesting that the Franchise as set out in Ordinance No. 911 have another section added stating regulations and records, showing location of.poles, wires, conductors and appliances, maps for city files and names of officials be furnished the City Clerk three times each year - the first of7January, May and September. Motion made by Adams, seconded by Zier to grant the franchise for a ten (10,) year period instead of five (5) years as considered and approving the adding of another section as suggested by the City Attorney. Park Shangra La Motion -made by Hicks, seconded by Zier approving applications. Motion carried. 2652 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS NOVEMBER 19, 1957 AIRPORT LEASE: One lease renewal submitted by Lester J. Piro for hanger space. Motion made by Hicks, seconded Moore authorizing the Mayor to sign lease renewal. Motion carried. CIVILIAN DEFENSE: Councilman Moore stated that the Civilian Defense needed a place for headquarters and requests that space be allowed in the City Hall Basement for desk and facilities. Motion made by Combs seconded by Hicks granting the request. Motion carried. Mr. Glen Mack spoke to the Mayor and Council relative to his activities thus far; -furnished all members with pamphlets and literature on Civilian Defense. CITY ADMINISTRATOR: Councilman Moore thinks that steps should be taken now relative to employing an administrator. Motion made by Moore, sec.,nded by Adams that the Mayor appoint a special committee of the Council to set up duties, authority and title of position. Motion carried. Moore, Adams and Hicks were appointed by the Mayor. PURCHASES: The following purchases were presented for approval: BUILDING INSPECTOR: Building Permits & Plumbing Permits $ 93.41 CITY CLERK: Envelopes, typewriter table 118.23 WATER DEPARTMENT: Envelopes, pads & hydrants 813.52 Motion made by Zier, seconded by Adams approving purchases as requested. Motion carried by roll call vote of five (5). PRICES ON PICKUP TRUCK FOR FILTRATION PLANT: Two (2) prices were received as follows: Murphy Motors Inc. '58 Chev ' ton Fulton-Lahtinen Buick Co '58 GMC ' ton $1,733.54 1,806.32 Motion made by Zier, seconded by Moore to accept the offer of Murphy Motors in the amount of $1,733.54. Motion carried by roll call vote of five (5). GAS CODE CHANGE: A letter was read froom the Building Inspector Robert B) Lovelace requesting a slight change in Ordinance No. 868, Section 30, Paragraph 5 in regard to flue liners. Motion made by Adams, sec- onded by Moore that the recommended change as follows be granted. Motion carried. Recommended change: Except where it is impossible to put proper size liner in chimney due to offset in chimney or other reason that will cut the area of flue, the liner may be left out. READING OF RESOLUTIONS AND ORDINANCES: RESOLUTION N0. 403: A RESOLUTION AUTHORIZING THE ISSUANCE OF INTEREST BEARING WARRANTS TO PAY FOR CERTAIN IMPROVEMENTS NOW BEING MADE TO THE SEWER AND WATER SYSTEMS OF THE CITY OF PASCO UNTIL THE PROCEEDS OF A REVENUE BOND ISSUE ARE AVAILABLE Motion made by Combs, seconded by: Zier to give Resolution No. 403 a reading in full. Resolution No. 403 was read. Motion made by Combs, seconded by Zier that Resolution No. 403 has been given a reading. Motion carried. Motion made by Hicks, seconded by Combs to adopt Resolution No. 403. Motion carried by roll call vote of five (5). ORDINANCE NO. 911: AN ORDINANCE GRANTING TO THE COLUMBIA T. V. SERVICE CO. A CORPORATION, THE RIGHT AND PRIVILEGE OF PROVIDING A C COMMUNITY TELEVISION ANTENNA SYSTEM AND TO PLACE, ERECT, LAY, MAINTAIN, AND OPERATE IN, UPON AND UNDER THE STREETS, ALLEYS, AVENUES, THOROUGHFARES AND OTHER PUBLIC HIGHWAYS WITHIN THE CITY OF PASCO, WASHINGTON, POLES, WIRES AND OTHER APPLIANCES AND CONDUCTORS FOR SUCH TELEVISION ANTENNA SYSTEM, AND GRANTING A FRANCHISE THEREFORE FOR A TERM OF TEN YEARS Motion made by Adams, seconded by Zier to read Ordinance No. 911 as amended. Ordinance No. 911 was read with Section 13 added. Motion made by Hicks, seconded by Combs that Ordinance No. 911 was read as amended. Motion carried. Motion made by Hicks, seconded by Combs to adopt Ord- inance No. 911. Motion carried by roll call vote of five (5);' ORDINANCE NO. 912: PASCO, WASHINGTON COUNCIL CHAMBERS AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 595 AND PASCO CITY CODE 5-9.08 AND 5-9.12, AND BEING AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF THE FOLLOWING DESCRIBED PROPERTY SITUATED IN FRANKLIN COUNTY, WASHINGTON, FROM RESIDENTIAL R-1 TO RESIDENT- IAL R-2, LOTS 1 TO 5 AND 21 TO 30, INCLUSIVE, BLOCK 5, SYLVESTER PARK ADDITION TO PASCO, ACCORDING TO PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 52, RECORDS OF SAID COUNTY NOVEMBER 19, 1957 Motion made by -Combs, seconded by Adams to read Ordinance No. 912 by title. Motion carried by roll call vote of five (5). ORDINANCE NO. 913: AN ORDINANCE ESTABLISHING ANNUAL SALARIES OF THE ELECTIVE OFFICIALS OF THE CITY OF PASSO AND REPEALING ORD. NO. 674 G Motion made by Combs, seconded by Adams to read Ordinance No. 913. by title. Motion carried. Ordinance No. 913 was read by title. Motion made by Adams, seconded by Zier that Ordinance No. 913 .has been read. Motibn carried. Motion made by Hicks, seconded by Zier to adopt Ordinance No. 913. Motion carried by roll call vote of five (5). MONTHLY BUDGET: The monthly budget report for October 1957 for all departments was furnish6d each member.
