Custer presiding. ROLL CALL: By Clerk. Councilmen present were 0. C. Adams, Raymond Hicks, K. E. Moore, Ed Thompson, T. R. VanHoy and David Zier. C. R. Combs was absent. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meetings held October 1st, 7th and 15th, 1957 were read and approved. BILLS: Current bills against the City were presented as follows. Motion made by VanHoy, seconded by Thompson that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6). Current Expense 21,248.02 Water Department 26,068.54 Park Department 21449.56 Street Department 9,596.90 Airport Department 4,189.01 Cemetery Department 1,672.78 Library Department 1,029.58 Building & Alterations 716.47 L. I. D. #62 . 7.91 Ordinance.No. 786, Const. 17,523.73 Grand total for all Departments 84,502.50 COMMUNICATIONS: FRANCHISE - COLUMBIA T V SERVICE COMPANY: A letter was read from Leavy & Taber requesting franchise renewal as the present franchise expires November 7, 1957,.granted under Ordinance No. 728, amended by Ordinance No. 883. They submitted a new ordinance No. 911 to cover more current conditions and longer grant. Ordinance will be read under reading of ordinances. WATER LINE TO SERVE JAN AND JAY, VIEW TERRACE ADDITION: M. C. Briggs of the United Builders of Washington, Inc., requests that a service line be constructed in alley between Jan and Jay. The City Engineer recommends that the city stick to the policy of constructing sewer lines in the alley and water lines in the street upon payment of front footage charge to extend service to 18 lots on Jan Street./ Motion made by Adams, seconded by Hicks accepting the Engineer's recommendation. Motion carried. TRANSFER: City Treasurer Mary Ellison requests a transfer order to transfer $367.77 from L. I. D. No. 61 construction fund to the L. I. D. No. 61 fund. Motion made by Adams, seconded by Zier authorizing transfer. Motion carried. L. I. D. NO. 64: A letter was read from City Attorney to James Gay regarding legal work in connect- ion with premanent street and storm sewer improvements for a fee of $1,000.00; the total cost of which will probably be $100,000.00. The council has authorized the drawing of the Resolution of Intent for this L. I. D. by you. A confirmation to the City Council would be appreciated. REFUND: BYRON LARSON requests'a refund of 610.00 paid for filing fee on August 9, 1957. Motion made by VanHoy, seconded by Adams that the claim be denied. Motion carried. LEAVE OF ABSENCE: T. R. VanHoy states that it will be necessary for him to be absent for a few meetings. This was granted. REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS PASCO BY-PASS NORTH 4th PSH #3, STATE CS1102-1: NOVEMBER 5, 1957 T A letter of October 7, 1957 from R. H. Pyle to '41ayor Pro tem C. R. Combs regarding resolution and deeds presented to Mayor Custer covering cemetery property owned by the City and Juvenile. Fishpond property owned by the State of Washington. Injected into this t-Cansaction comes the North 4th Avenue by-pass. Mr. Pyles states that plans for full development have not been completed even to the stage of preliminary line drawings also Federal Aid Act of 1956 requires a hearing as to the economic effect of the by-pass;.1957 Legislature of the State of Washington requires an additional hearing for limited access highways within corporate limits. It is hoped the council will see fit to sign documents which y.:ou now have. Motion ms de by Adams, seconded by Hicks that the Mayor answer letter stating delayed action for cause. Motion carried. CITY EMPLOYEES INSURANCE: Jess Mast presented data on group insurance in booklet form for study by the council. Mr.,Mast spoke about city,.participation in the plan to the extent of approximately 25%. Motion made by -aier, seconded by Hicks to turn to Committee consisting of Adams, VanHoy and Moore. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT CIVILIAN DEFENSE: Dean Widdows presented the Mayor with a check in the amount of $517.00 from the State Auditor ,as reimbursement for half of the expense on transmitter mobile units in Police Cars. Mayor signed acceptance. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT REPORTS: BUSINESS LICENSE APPLICATIONS: Four (4) license applications presented as follows. Thornton Motion made by Hicks, seconded by VanHoy authorizing the Mayor to sign. Motion carried. CIVILIAN DEFENSE DIRECTOR: Councilman Moore reported on a Director for the City of P sco. Recommends that Glenn Mack be appointed at 0100.00 per month, desk and telephone to be furnished. Councilman Adams suggested that this be discussed with the entire council before final action is taken. Motion made by Moore, seconded by Zier that the Mayor be authorized to appoint Ulenn Mack as Civilian Defense Director. Motion carried by roll call vote of 4 to 2. Adams and Zier voting "No". Motion made by Moore, seconded by Thompson authorizing the City Attorney to draw ordinance approving $lOO.v0 per month for Civilian Defense Director to be .paid from the 1958 Budget. Motion carried five (5) to one (1). Adams.voting "No". PLANNING DIRECTOR: A discussion relative to employing a Planning Director was entered into. Mr. Erwen stated the need of a director's ssrvices by the Commission and the Public to work under the direction of the Commission. Councilman Hicks expressed his views on the program. Motion made by Moore, seconded b4 Adams that the Planning Commission recommend a person for planning director at 50U.UU a month to be appointed by the Mayor and approved by the Council. Motion carried.roll call vote o four (4). VanHoy and Zier voting "No". PURCHASES: ADDIN..G MACHINE 0392-52.- A 392.52: A letter was read from the City Treasurer stating the Burroughs Machine that they have been trying out and.anticipate purchasing the first of the year can be re- tained until that time by consent of the Council. L• 2618 PASCO, WASHINGTON REGULAR MEETING COUNCIL QUTAMBERS NOVEMBER 5, 1 SEWER SERVICE NORTH ON THIRD: A letter was read from City Engineer George R. Fisher relative to extending sewer service north on Third from the manhole between Nixon and Margaret 6001 north to the Recreation Center. Estimated cost is $3,000.00. Would recommend that Mr. Lohse,making,the request, pay one half of the construction cost based on bids to do the job and be refunded any front footage collected along the line within a five year period. Credit should be given the Court Apartments in the amount of $450.00. Motion made by Zier, seconded by Adams approving the City Engineer's recommendation and that the City Attorney draw an agreement to cover. Motion carried. Motion carried by roll call vote of six (6). FILTER PLANT REFRIGERATOR: Quotations submitted. Motion made by Zier, seconded by Hicks -to accept the lowest price for Hot Point Refrigerator $183.00. Motion carried by roll call vote of six (6). FILTER PLANT PICKUP: City Engineer reouests authority to obtain prices on one pickup truck. Motion made by Zier, seconded by Adams authorizing the City Engineer to so do. Motion carried. 7RANSFER FUNDS - PARK DEPARTMENT: , Harold Wyman requests a transfer of $690.00 from Labor to Perk Development. Motion made by Adams, seconded by Thompson requesting the City Attorney to draw an ord- inance covering transfer. Motion carried. CITY LIBRARY RESURFACING: Thompson reports that every thing is in the hands of the City Attorney. READING OF CR DINANCES: ORDINANCE N0, 909: AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE 857 AND PASCO CITY CODE 1-4.04, AND BEING AN ORDINANCE ADOPTING A PROCEDURE FOR THE ENACT - MENT OF ORDINANCES Motion made by Moore, seconded by Thompson to give Ordinance No. 909 the third reading. ORDINANCE NO. 910: AN ORDINANCE TRANSFERRING FUNDS UNDER "MAPS, PHOTOS, AND PRINTS" AND "REPORT PRINTING AND DRAFTS" IN THE PLANNING COMMISSION AND BOARD OF ADJUSTMENT SECTION OF THE BUDGET FOR THE YEAR 1957 TO PURCHASE A TYPEWRITER FOR THE PLANNING COMMISSION AND BOARD OF ADJUSTMENT UNDER THE TERMS -OF R. C. W. 35.33.120 Motion made by Moore, seconded by Thompson to give Ordinance No. 910 the third reading. Motion carried. Ordinance No. 910 was read. SERVICE CO., A CORPORATION, THE RIGHT AND PRIVILEGE OF PROVIDING A COMMUNITY TELEVISION ANTENNA SYSTEM AND TO PLACE, ERECT, LAY, MAINTAIN AND OPERATE IN, UPON AND UNDER THE STREETS, ALLEYS, AVENUES, THOROUGHFARES AND OTHER PUBLIC HIGHWAYS WITHIN THE CITY OF PASCO, WASHINGTON, POLES, WIRES AND OTHER APPLIANCES AND CONDUCTORS FOR SUCH TELEVISION ANTENNA SYSTEM, AND GRANTING A FRANCHISE THEREFORE FOR A TERM OF YEARS NOVEMBER 5, 1957 Motion made by VanHoy, seconded by Thompson to give Ordinance No. 911 the first reading, by title only. ORDINANCE NO. 912: AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 595 -AND PASCO CITY CODE 5-9.08 AND 5-9.12, AND BEING AN ORD- INANCE CHANGING THE ZONE CLASSIFICATION OF THE FOLLOWING DESCRIBED PROPERTY SIT- UATED IN FRANKLIN COUNTY, WASHINGTON FROM RESIDENTIAL R-1 TO RESIDENTIAL R-2; LOTS 1 TO 5 AND 21 TO 30, INCLUSIVE, BLOCK jai 5--- SYLVESTER PARK ADDITION TO PASCO,, ACCORD- ING TO PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 52, RECORDS OF SAID COUNrY Motion made by Hicks, seconded by Thompson to give Ordinance No. 912 the first reading, by title only. BOND PURCHASE: A detailed letter and schedule of Water & Sewer Revenue Bonds submitted by Terry Thompson to Councilman Adams was discussed with Mr. Thompson also a proposed agree- ment for the purchase of $249,000.00 of Revenue Bonds as follows: "I hereby agree to pay you 97.00 per each $100.00 principal amount, plus accrued interest from date of issuance to date of delive4y to me, for $249,000.00 legally issued PASCO, WASHINGTON, WATER & SEWER REVENUE BONDS OF 1957 issued on.,a parity with the lien and other covenants of the Water & Sewer Revenue Bonds of 1954, to be dated December 1, 1957, to bear Interest at the rate of 5% per annum, and to mature in accord- ance dvith the following schedule: 1959 - $ 5,000 1965 - $lo,000 1971 - $14,000 1960 - 51-000 1966 - 11,u00 1972 - 15,000 1961 - 8;000 1967 - 11,000 1973 - 15,000 1962 - 16,000 1958 - 12,000 1974 - 15,000 1963 - 17;000 1969 - 122000 1975 - 17,000 1964 - 18,000 1970 - 13,000 1976 - 17,000 1977 - 18,000 This agreement is for bonds bearing the approving legal opinion of IWeter, Roberts & Shefelman, which the city agrees to furnish. I hereby agree to furnish the printed bonds ready for your sig- nature, and to cancel my fee as consultant in connection with this portion of the Water & Sewer Revenue Bond financing. By mutual agreement, an extra interest coupon may be added to the bonds of this issue in the amount of 3% payable July 1, 1958 upon payment of a price of 100.00 per each $100.00 principal amount, instead of the 3% discount price of $97.00 mentioned in the first paragraph above." PASCO, WASHINGTON REGUTAAR:MEPPING (' COUNCIL CHAMBERS NOVEMBER 5, 1957 FILTRATION PLANT EXTENSION: Resident Engineer Holly Cornell, Terry Thompson and City Engineer George R. Fisher wish to meet with the Committee and as many members of the Council as can attend. They decided to have a noon meeting, Wednesday, November 6, 1957• ADJOURNMENT: Motion made by Thompson, seconded by Lier to adjourn to next regular meeting, Tuesday, 8:00 P.
