ROLL CALL: By Clerk. Councilmen present were 0. C. Adams, Raymond Hicks, K. E. Moore, Ed Thompson, T. R. VanHoy and David Zier. C. R. Combs arrived late. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meetings held September 3rd and 9th, 1957 were read and approved. BILLS: Current bills against the City were read as follows. Motion made by VanHoy, seconded by Thompson that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6). Current Expense $ 23 136.65 Water Department 99,026.22 Park Department 3,317.51 Cemetery Department 2,295.08 Library Department 1,180.35 Airport Department 3,837.55 Street Department 5,563.25 Firemen's Pension 375.00 Bldg & Alterations 2.40 Grand total for all Departments $138,734.01 COMMUNICATIONS: REPORT ON EMPIRE WATER WORKS SCHOOL: Mr. Whetsler submitted a report on the program. Copy to be furnished each Councilman. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. STREET PETITION FOR L. I. D.: Art Glaswo states the petition is about completed; would like to have some idea as to the amount of money the City will participate. The Mayor suggests that the Street Committee study the situat- ion and report back at the next regular meeting. Committee consists of C. R. Combs, Hicks and Moore. COMMITTEE REPORTS: BUSINESS LICENSE APPLICATIONS: Five (5) applications submitted as follows: Starlite Motel Motel 2634 North 4th Avenue Glen L. or Mary K. Mowery Vending machines Kennewick Meindert (Mike) DeVries Soltitor 1531 W. Yakims Appliance Sales & Service Sales & repair 1815 E. Lewis Black Studio Photographer 820 W. Lewis Motion made by Hicks, seconded by Zier approving applications to be issued. Motion carried. PURCHASES: The following purchases were requested: CEMETERY: Black top material and liners $ 87.0.00 WATER: Valve boxes, meter boxes, sleeves, valves, plugs, sawdust, envelopes purchase orders & calculator mtnce 1,741.96 SEWAGE PLANT: Diaphragms, wire, gaskets, 34.45 PARK DEPARTMENT: Valves, hobby horse swing, slide, wirl, seats & hangers 724.16 Prestong antifreese 28.93 Motion made by Zier, seconded•by Thmmpson allowing purchases as requested. Motion carfied by roll call vote of six (6). CIVILIAN DEFENSE: Moore spoke of the need for a Council Committee to take care of funds and people working. Motion made by Moore, seconded by Hicks authorizing the Mayor to appoint a three (3) man Committee to work on Civilian Defense. Motion carried. Mayor appointed Moore as Chairman and authorizing him to select other members to assist him. REPORT FROM OFFICERS: CLERK OF CANVASSING BOARD REPORTS: Recount bAllots cast at Council Manager Election held September 10, 1957. Recount conducted by the canvassing board on September 23, 1957. Councilman Adams conducted recount. Group for Manager REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS OCTWBER 1, 1957 Form of Government was represented by members as set out by law. Procedure followed closely. A few mistakes were found and corrections tabulated. Final count including all ballots and absentees, 1408 for the change and 1420 against the change of the present form of municipal government. READING OF ORDINANCES: Councilman Adams spoke of changing Ordinance No. 193 and 857 regulating procedure of the reading of ordinances. He submitted a letter from Terry Thompson stating he had been informed by Weter, Roberts & Shefelman that the present procedure could be modified. This letter was turned to Richard G. Patrick, City Attorney for assistance in amending present ordinances. ORDINANCE NO -905: AN ORDINANCE ORDERING THE IMPROVEMENT OF CERTAIN PROPERTIES WITHIN THE CITY OF PASCO, WASHINGTON, BY CONSTRUCTION AND INSTALLATION OF SANITARY SEWERS IN ACCORDANCE WITH RESOLUTION NO. 400 OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON; ESTABLISH- ING LOCAL IMPROVEMENT DISTRICT NO. 63; PROVIDING THE METHOD OF ASSESSMENT IN SAID DISTRICT; PROVIDING THAT PAYMENT FOR SAID IMPROVEMENT BE MADE BY SPECIAL ESSESS- MENTS UPON PROPERTY IN SAID DISTRICT, PAYABLE BY THE MODE OF "PAYMENT BY BONDS"; AND PROVIDING FOR THE ISSU- ANCE AND SALE OF LOCAL IMPROVE;tENT DISTRICT WARRANTS REDEEMABLE IN CASH AND LOCAL IMPROVEMENT DISTRICT BONDS 2617:��1 Motion made by VanHoy, seconded'by Thompson to give.Ordinance No. 905 the third reading. Motion carried. Ordinance No. 905 was read. Motion made by VanHoy, seconded by Zier that Ordinance No. 905 has been given the third reading. Motion carried. Motion made by VanHoy, seconded by Zier to adopt Ordinance No. 905. Motion carried by roll call vote of six (6). Councilman Combs arrived later ORDINANCE N0. 906 -:-- AN ORDINRNCE AMENDING SECTION L OF ORDINANCE NO. 595 AND PASCO CITY CODE 5-9.12 AND 5-9.28, AND BVING AN'ORDINANCE CHANGING THE ZONE CLASSIFICATION OF THE FOLLOWING DESCRIBED PROPERTY SITUATED IN FRANKLIN COUNTY, WASHINGTON FROM RES- IDENTIAL R-2 TO MANUFACTURING M-1; BLOCKS 6 AND 10, RIVERSIDE ADDITION TO PASCO, ACCORDING TO PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 44, RECORDS OF SAID COUNTY Motion made by Adams, seconded by Thompson to give carried. Ordinance No. 906 was read. Motion made No. 906 has been given the third reading. Motion Moore to adopt Ordinance No. 906. Motion carried ORDINANCE NO. 908: Ordinance No. 906 the third reading. Motion by Thompson, seconded by Zier that Ordirn nc8 carried. Motion made by Thompson, seconded by by roll call vote of six (6). AN ORDINANCE DECLARING AN EMERGENCY FOR THE POLICE DEPARTMENT AND APPROPRIATING THE SUM OF $1,799.80 FROM THE CURRENT EXPENSE FUND TO PURCHASE A NEW POLICE CAR TO REPLACE THE ONE DAMAGVD BY ACCIDENT Motion made by VanHoy, seconded by Thompson to give Ordinance No. 908 the first reading. Motion carried. Ordinance No. 908 was read. Motion made by Thompson, seconded by Zier that Ordinance No. 908 has been given the first reading. Motion carried. Motion made by Thompson, seconded by Zier to give Ordinance No. 908 the second reading by title only. Motion carried. Ordinance No. 908 was -read by title. Motion made by Thompson, seconded by Zier to give Ordinance No. 908 a public hearing on Tuesday, 8:00 P. M., October 15, 1957. Motion carried.: ADJOURNMENT: Motion made by Zier, seconded by Thompson to adjourn to Monday, 8:00 P. M., October 7, 1957 for the adoption of the Budget for 1958. Motion carried.
