Custer presiding. ROLL CALL: By Clerk. Councilmen present were C. R. Combs, Raymond Hicks, K. E. Moore, Ed Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick was absent. 0. C. Adams was absent. Meeting adjourned to finish regular business not attended to September 17, 1957 account canvassing the absentee ballots. COMMUNICATIONS: REFUND, L. H. COLEMAN: Mr. Coleman, No. 7 West "A" Street requests a refund in the amount of $6.00 paid for gas install- ation. The Gas Company will not furnish gauge and tools to make inspection therefore Mr. Coleman is not installing gas. BID DEPOSITS: SEWAGE & PUMP STATION: City Clerk requests permission to return deposits submitted with bids for the following firms: Harold Kaeser M. F. Castle Company E. M. Goslovich Const. Motion made by Combs, seconded by Thompson that all the above mentioned refunds be authorized. Motion carried by roll call vote of six (6). RESOLUTION TO GOVERN SPEED ON BOUNDRY LINE ROADS: A letter was read from George R. Fisher, City Engineer recommending that a resolution be drawn establishing the same speed limit on the county side of streets which are half in and half out of the City limits; this is favored by the Sheriff and Chief of Police. Effected streets would be Road 36; Wernett Road; Road 24; Court Street; Chase Avenue; "A" Street; East Lewis Street; Cedar Street and North Wehe Street. Motion made by Hicks, seconded by Thompson that any street or road governed one-half by City and one-half by County be posted to conform with city speed limits. Motion carried. ANTI FREEZE: A letter was read from City Engineer George R. Fisher requesting permission to purchase ten cases of anti -freeze for the City equipment. Motion made by .Hicks, seconded by Zier authorizing the City Engineer to purchase at best :ppicc obtainable. Motion carried by roll call vote of six (6). RESOLUTION-NAVAGATION RADIO -AIRPORT: A letter was read from Warren G. Magnuson stating he is checking with James Pyle, Administrator of Civil Aeronautics, for the latest information on CAA's;proposals. UP RIVER PARK: A letter was read from Max K. Tysor, enclosed in triplicate Supplemental Agreement No. 1 to the Department of the Army License dated January 14, 1954; this agreement deletes Riverside Park from the license as recommended by the City of Pasco May 9, 1957. Motion made by Thompson, seconded by Hicks authorizing the Mayor to sign Supplement Agreement No. 1. Motion carried. CASCADE NATURAL GAS LEASE, GOVERNMENT LOT $: A letter and lease renewal was read from the Cascade Natural Gas Company covering premises located in Government Lot 8, Section 31, Twp 9N, Range 30E.W.M. and stating the company had executed a first mortgage and deed of trust dated as of April 1, 1956 as amended. Motion made by Hicks, eec- onded byCombs authorizing the Mayor to sign lease. Motion carried. CLAIM RELEASES: LYALL B. AKEHUAST damage to street light August 27, 1957 to the amount of $25.00. Insurance adjustor submits form of release. Motion made by Thompson, seconded by Combs authorizing the Mayor to signRAease. Motion carried. TORIBIO ARMIJO damaged a street truck at the east end of the underpass on August 3, 1957; same was repaired by Smith Truck & Tractor in the amount of $161.23; paid September 16, 1957; release form submitted. Motion made by Hicks, seconded by Zier authorizing the Mayor to sign release. Motion carried. Terry Thomason Contract Offer L. I. D. No. -,63: Agreement contract re�riewed by Committee. Motion made by Moore, seconded by Hicks that Terry Thompson�s Bond Contract be accepted on L. I. D. #63. Motion carried unanimous by roll call vote -of six (6). REPORTS OF COMMITTEES: HILL NORTH OF AIRPORT NEEDS LIGHTS OR REMOVAL: The Committee reports that an estimate from L. W. Vail Company at $20.00 per hour for grading hill down would be the cheapest and best action to take. Motion madelby Hicks, seconded by Thompson authorizing Airport Manager to have L. W. Vail grade the -hill down to a safe altitude. Motion carried. 2A ADJOURNED MEETING PASCO, WASHINGTON COUNCIL CHAMBERS SEPTEMBER 18. 1957 W. H. PARKINSON FLYING SERVICE SOLD TO JACK LONEY, SEPTEMBER 15, 1957: Letter read from Parkinson notifying the Airport Manager of transaction. Motion made by Hicks, seconded by VanHoy approving transfer. Motion carried. AMERICAN NEWS COMPANY'S LEASE CANCELLATION: A letter was read from Max Borste, Station A, Box 72, Spokane, Washington, stating they had discontinued business all over the north American Continent and request that their lease be terminated .n Building No. 84 and feel that a fair proposition would be to pay $750.00 for the lease cancellation. Motion made by Hicks, seconded by Zier to accept Lease cancellation upon payment of $750.00. Motion caraied. INSURANCE -VENDING MACHINE AT AIRPORT: Agreement to locate an Insurance Vending Machine in West Coast Airlines Building by the Airport sales, in the Federal Building, New York International Airport, Jamaica 30, New York and agrees to pay 13% of gross sal6s to the City monthly. Motion made by Hicks, seconded by VanHoy to accept the recommendation of the Airport Committee and allow installation of vending machines. Motion carried. BUSINESS LICENSE APPLICATIONS: Ray F. STREET COMMITTEE reports on conddtion of Sylvester Street in the vicinity of Stadium Park. City Engineer to straighten up and grade. PURCHASES: CEMETERY DEPARTMENT: Parts for mower $ 33.26 WATER DEPARTMENT: Ells, Nipples, Meter boxes - 466.75 SEWAGE TREATMENT PLANT: Check balls for sludge pumps, chloroben wire & pipe new water seal pump 341.00 Motion made by Zier, seconded by Combs authorizing purchases as required. Motion carried by toll call vote of six (6). POLICE CAR REPAIRS: Police Committee reports investigating car damaged by accident and state that the cost of repairs would not warrant this service therefore motion was made by VanHoy, seconded by Zier to accept the committee's recommendation and ;authorize the purchase of a new car from Murphy Motors Inc. in the amount of $1,799.80 which was the lowest and best price obtained. Motion carried by roll call vote of six (6). EMERGENCY ORDINANCE to be drawn to finance purchase made necessary by accident with one Police Car Motion made by Hicks, seconded by ;Moore to instruct the City Attorney to draw emergency Ordinance in the amount of $1,799.86. Motion carri4d by roll call vote of six (6). READING OF RESOLUTIONS & ORDINANCES: RESOLUTION NO. 401: RESOLVING TO ADOPT PRELIMINARY BUDGET FOR 1958 AND ORDINANCE No. 907 Motion made by Combs, seconded by VAnHoy to read Resolution No. 401. Motion carried. Resolution No. 401 was read. Motion made by Hicks, seconded by Thompson _!to adopt Resolution No. 401 and advertise Ordinance No. 907 for public hearing on Monday, October 7, 1957 at 8:00 P. M. RESOLUTION NO. 402: A RESOLUTION AUTHORIZING THE ISSUANCE OF INTEREST BEARING WARRANrS'$?0 PAY FOR CERTAIN IMPROVEMENTS NOW BEING MADE TO THE SEWER AND WATER SYSTEMS OF THE CITY OF PASCO UNTIL THE PROCEEDS OF A REVENUE BOND ISSUE ARE AVAILABLE Mobion made by Combs,t.seconded by Zier to read resolution No. 402.
