Custer. ROLL CALL: By Clerk. Councilmen present were 0. C. Adams, C. A. Combs, Raymona Hicks, K. E. Moore, Ed Thompson, T. R. VanHoy and Uavid Lier. City Attorney Richard G. Patrick was also present. READING OF THE MINUTES: Minutes of meetings held September 3rd and 9th, 1957 were not ready to be presented City Clerk states. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. To canvass Polling books and open absentee ballous for tabulation. Councilman 0. C. Adams was appointed Chairman of .the canvassing board and Adah M. Peary to act as.Clerk. All councilmen comprised. -the canvassing board., Seventy-two (72) absentee ballots were presented to the Chairman of the Board by the Clerk. Chairman Adams took charge of the meeting and opened the envelopes containing the ballot.s which completely lost their identity at this point., Affidavits of registr- ation and request presented by the Clerk were attached to the envelopes by.Chairman Adams. No discrepancies found to this point. Chairman Adams had invited members of the City Council Manager Group to witness the canvass; they came forward and viewed each ballot as it was unfolded and read.. In Precincts 3, 4 and 5, an error of ten (10)_ tally count had been corrected on the instructions from Olympia. Tally was right only carried count in error from beginning on all candidates and the issue. Out of the 72 absentee ballots 55 were cons and 17 pros thus the final count of 1415 pros and 1418 cons -thus a margin of three votes. Attorney Mr. McKinlay for the pros mentioned the possibility of applying for a re- count of all ballots. Meeting now turned back to Mayor Custer by Chairman Adams for regular order of business. Chairman U. C. Adams clerk Adah M. Perry REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. BIDS ON CONSTRUCTION, L. I. D. NO. 63: Consulting Engineer Holly Cornell presented bid received by him for study and recommend- ation. Murphy Bros., Inc. $177,498.70 Harold Kaeser Co. 183,792.21 Phoenix -Matthews, Inc. 208,025.14 Kenneth Nelson Co. 252,387.87 Mr. Cornell recommends the acceptance of Murphy Bros bid in the amount of 4146,346.03 and Kenneth Nelson Company $23,616.76 and submitted report on all his findings. Motion made by Hicks, seconded by VanHoy to accept the recommendation of the Consult- ing Engineer Holly Cornell and award the bid for sewer construction to Murphy Bros. Inc. which was the lowest and best bid in the amount of 4146,346.03 and the bid of $23,616.78 for Pump Station Construction to Kenneth 1�elson Company which was the lowest and best bid. Motion carried by roll call vote of seven (7). Motion made by Adams, seconded by Moore authorizing the Mayor to sign contract with Murphy Bros and Kenneth Nelson. Motion carried by roll call vote of seven (7). TERRY THOMPSON CONTRACT L, I. D. #63 BONDS: Mr. Thompson presented an offer to buy bonds issued at 52%6 interest for L. I. 5. x#63 and issued under the protection of the L. I. D. Guaranty Fund. He agrees as a con- dition of this purchase agreement to waive fee as financial consultant on issue in the amount of of 1% of the principal amount of the bonas of this issue. 0 REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS SEPTEMBER 17r;, 19.57 Chairman of the Finance Committee states that he would favor the agreene nt but would like to check his file on this subject. Mr. Thompson renders an opinion on temporarily investing 0420000.OU of idle cash in the Water & Sewer Revenue Bond fund in the Water and Sewer Construction fund until bonds are received about December 1, 1957 at interest rate of 4ja. READING OF ORDINANCES ORDINANCE NO. 904: AN ORDINANCE FIXING THE AMOUNT, FORM, DATE, INTEREST RATE, MATURITY AND DENOMINATIONS FOR LOCAL IMPROVE- MENT DISTRICT NO. 62 BONDS, AND DIRECTING THE ISSU- ANCE AND SALE OF SAID BONDS TO THE CITY OF PASCO Motion made by VanHoy, seconded by Thompson to give Ordinance tvo. 9U4 the second reading. Motion carried. Ordinance No. 9U4 was read in full. Motion made by VanHoy, seconded by Thompson that Ordinance No. 9U4 has been given the second reading. Motion carried. Motion made by VanHoy, seconded by Adams -to give Ord- inance No. 904 the third reading. Motion carried. Ordinance No. 904 was read. Motion made by VanHoy, seconded by Adams that Ordinance No. 904 has been given the third reading. Motion carried. Motion made by Combs, seconded by Thompson to adopt Ordinance No.- 904.
