REGULAR MEETING COUNCIL CHAMBERS AUGUST, 20, 1957
CALL. TO ORDER:
Meeting called to order at 8:00 P.M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, K. E. Moore, Ed
Thompson, T. R. VanHoy and David Zier. Councilman Raymond Hicks was absent.
City Attorney Richard G. Patrick was present.
READING OF THE MINUTES:
Minutes of meeting held August 6th, 1957 were read and approved.
Cg;&UNICATIONS:
REZONING NORTH 1/2 OF BLOCK 5 SYLVESTER I S PARK ADDITION FROM, RESIDENTIAL
R-1 TO RESIDENTIAL R-2:
A letter was read from Henry L. Martin, Attorney for the Petitioner, requesting
that the Mayor be authorized to sign for City property across the street from
the affected property.
Motion made by Zier seconded by Thompson authorizing Mayor Custer to sign petition
favoring change of zone from Residential R-1 to Residential R-2. Motion carried.
FILTER PLANT PROPERTY -- REZONE FROM RESIDENTIAL R-2 TO MANUFACTURING M-1:
A letter was read from City Engineer George R. Fisher requesting a variance at
this time and recommends the eventual rezoning of two (2) blocks owned by the
City and occupied by the plant.
Cornell's letter was read stating that size of plant considered feasible would
necessitate using set back area on 12th, suggesting that arrangements be made
to allow construction to proceed. City Attorney advises the City Council to
rezone from Residential R-2 to Manufacturing M-1.
Motion made by Van Hoy, seconded by Moore to proceed with petition on rezoning.
City Attorney will prepare petition. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT."
BOAT BASIN -- JOHN B. OWSLEY:
Collateral Assignment of Lease for loan to be made by Mr. Owsley in the sum
of $10,000.00 from the Small Business Administration. The lease was reviewed also
Consent to Collateral Assignment of Lease dated October 18, 1955 with the City
of Pasco,Lessor.and John B. Owsley, Lessee. Motion made by Van Hoy, seconded
by Adams that the Mayor be authorized to sign lease when same is returned from
Army 'Engineer Office in Walla 'Ictal la. Motion carried.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT.
REPORTS:
AIR PORT LEASES:
Two leases were presented as follows:
A. G. Panter - October 1, 1956 to October 1, 1957 - :30.00 Per Month.
Elmer Matheson - August 1, 1957 to August 1, 1958 - 325.00 Per Mongh.
Motion made by Moore, seconded by Van Hoy authorizing Mayor to sign leases
as recommended by the Committee. Motion carried.
BOILER INSURANCE:
Committee to meet Wednesday, August 21, 1957 at 11:00 A.M. (Zier, Thompson
and Moore)`.
PURCHASES:
Requests for purchases were presented as follows:

Motion made by Zier, seconded by Moore allowing purchases as requested. Motion
carried by roll call vote of six (6) .

Motion carried.
LIGHT BEACON FOR AIRPORT:
A letter was read from Charles W. Drew, with forms attached, in regard to pur-
chasing a surplus beacon from Pendleton, Oregon. Motion made by Van Hoy, seconded
by Thompson that the City take proper action toward purchase. Motion carried by
roll call vote of six (6) .
ADDITION -- STREET LIGHTING:
A letter from City Engineer, George R. Fisher with a list of locations not now
served by street lights was read,41recommending that the council determine which
lights are needed and so notify P.U.D. so they may proceed with the installa-
tion and order necessary material. Motion made by Van Hoy, seconded by Adams
that the request be granted and the City Engineer notify the P.U.D. to proceed
with installations. Motion carried.
CtIIETERY -- GLASS VAULTS:
Cemetery Code 4-1.44 stipulates type of vaults to be used, adding the use of
fiber glass vaults was agreed on by the Committee.:. Motion made by Thompson
seconded by C. R. Combs authorizing the amendment of code 4-1.44 to include
fiber glass vaults. Motion carried.
WEST DOOR FOR CITY HALL:
City Engineer reports plans are in order for the installation of a west side
door to the City Hall.
CITY HALL TEMPERATURE CONTROL:
Johnson Service Company, Spokane, submitted a contract for $100.00 per year
for inspecting system and making adjustments. Motion made by Moore, seconded
by Thompson to disregard contract. Motion carried.

CEMETERY PROPERTY WANTED BY STATE HIGHWAY DEPARTMENT:

AUGUST 201, 1957
The State Highway Department desires to trade for City property North of the
cemetery for highway purposes, the location they offer would need consider-
able grading, the sum of ?500.00 was mentioned for garding purposes -- property
located on East side of cemetery. Fishing pond property on the river joins
State Department of Highways.property, which could be considered in the trans-
action. Motion made by Van Hoy, seconded by Combs to turn this to the
Cemetery Committee (Thompson, Moore and Adams). Motion carried.

Motion made by Combs, seconded by Thompson to give Ordinance No. 901 the third
reading. Motion carried. Ordinance Number 901 was read.
Motion made by Van Hoy, seconded by Thompson that Ordinance No. 901 has been
given the third reading. Motion carried.
Motion made by Combs, seconded by Adams to adopt Ordinance No. 901. Motion
carried by roll call vote of six (6).
ORDINANCE NO. 902:
AN ORDINANCE DECLARING AN EMERGENCY IN
THE CURRENT EXPENSE FUND OF 'IH E CITY OF
PASCO AND APPROPRIATING THE SUM OF 33,000-00
FROM THE CURRENT EXPENSE FUND FOR A SPECIAL
ELECTION ON THE QUESTION OF WHETHER OR NOT
THE CITY OF PASCO SITALL ADOPT A COUNCIL-
MANAGER PLAN OF MUNICIPAL GOVERNMENT.
L,egal notice of public hearing was read. Hearing was declared open. Joe Walker
in person objected to the appropriation. No objections were received by letter.
No further objections, the hearing was declared closed. Motion made by Van Hoy,
seconded by Thompson to give Ordinance No. 902 the third reading. Motion car-
ried. Ordinance No. 902 was read. Motion made by Van Hoy, seconded by Adams
that Ordinance No. 902 has been given the third reading. Motion carried.
Motion made by Van Hoy, seconded by Moore to adopt Ordinance No. 902. Motion
carried by roll call vote of six (6) .
GOLF CCURSE PROPERTY:
City Attorney states the City will be reimbursed for assessments paid by the
City.
