ROLL CALL: By Clerk. Councilmen present were C. R. Combs, Raymond Hicks, K. E: Moore, Ed Thompson, T. R. Van Hoy and David Zier. Councilman 0. C. Adams and City Attorney Richard G. Patrick were absent. READING OF THE MINUTES: BILLS: Minutes of meetings held July 16th and 30th, 1957 were read and approved. Current bills against the City were presented as follows. Motion made by Van Hoy, seconded by C. R. Combs that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6). Current Expense $19,335.91 Water Department 27,186.31 Street Department 5,962.53 Park Department 5,767.00 Airport Department 4,673.23 Cemetery Department 1,338.64 Library Department 1,278.23 Building & Alteration 99.20 L. I. D. #62 2,01 Total -- All Departments $65,643.06 REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT TO HEAR FROM THE AUDIENCE. PUBLIC HEARING - L.I.D. #63 PRELIMINARY ASSESSMENT ROLLS: Legal Notice of Hearing was read. Mayor Custer declared the hearing open. Fourteen (14) protests were received by letter. These were given to the City Engineer to figure percentage, which he reported was 10.33% of the total assessment. Sixty per- cent (60%) is necessary to effect the district. These protests are'on file as a' part'of the permanent record. Questions were asked about location of sewer line, cost, payments, etc., deleting certain properties, some unplatted. All questions were answered.- All persons present were given an opportunity to be heard. No fur- ther questions, the hearing was declared closed. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMCUS CONSENT. C OItMlIUN ICAT I ONS : PROJECT SCHEDULE FOR BIDS: A letter was read from Consulting Engineer Holly A. Cornell setting up a schedule for advertising, opening and awarding bid on L.I.D. #63 Construction as follows: Advertise for Bids -- August 12, 1957 Open Bids -- September 9,-1957 Award Contract -- September 17, 1957 Motion made by C. R. Combs, seconded by Van Hoy to proceed with L.I.D. #63 schedule in its entirety. Motion carried. ADD I TI ONS TO WATER DISTRIBUTION SYSTEM : Advertise for Bids -- August 8,-1957 Open Bids -- August 27, 1957 Award contract -- September 3, 1957 Following a short discussion, Motion was made by C. R. Combs, seconded by Zier to accept recommendation of the Consulting Engineer, calling for bids on water trunk lines as per schedule. Motion carried. 2622 REGULAR SESSION �V .ESQUATZEL-CANAL : PASCO WASHINGTON COUNCIL CHAMBERS A letter was read from Henry M. Jackson, United States Senate, enclosing a report which contained committeets remarks concerning the diversion canal. LOCOMOTIVE, VOLUNTEER PARK: A letter was read from C. A. Northrup of the P.U.D. stating a light had been installed lighting the railway engine in the park, same to be billed on the Street lighting circuit. CITY HALL TEMPERATURE CONTROLS: A letter was read from Johnson Service Company, Spokane quoting a maximum sum of $100.00 per year for inspecting and making adjustments. Motion made by Van Hoy, seconded by Thompson to turn this proposal to the Building Committee for study and report. Motion carried. PACIFIC TELEPHONE & TELEGRAPH COMPANYtS FRANCHISE: A copy of a letter to City Attorney Richard G. Patrick from the Telephone Companyts Attorney John N. Rupp was read, suggesting that he advise the City to pay accumulated bills on telephone service formally rendered free under franchise -- he refers to 1890 statutes. PACIFIC TELEPHONE AND TELEGRAPH COMPANYtS FRANCHISE: Motion made by Van Hoy, seconded by Thompson that the City Attorney proceed through the Prosecuting Attorney for an opinion from the Attorney General on the Pacific Telephone & Telegraph Company operating without a franchise, Motion Carried. OLD GOLF COURSE PROPERTY: Motion made by Moore, seconded by Zier that since the City has no forseeable need to use land east of Pasco originally acquired from the Franklin County Irrigation District in 1934 for park purposes only, and since the land could not be used for anything other than a park, and since the citizens of the City.of Pasco would benefit more by development of other lands located within the City for park purposes, that the City of Pasco not resist the quiet title actio.n.Lcommenced:,by,the Franklin County Irrigation District in Franklin County Superior Court for the return to it of the aforesaid lands east of Pasco. Further, that the City attempt to recover irrigation assessments paid on the land from 1941 through 1955, inclusive. Motion carried. AMBULANCE -- PANEL TRUCK LEASE AGREEMENT -- FIRE DEPARTMENT: Lease Agreement on one (1) 1950 Chevrolet panel approved by the Council, July 16, 1957, for a.consideration of $4.00 per month. READING OF ORDINANCES: ORDINANCE 900: AN ORDINANCE VACATING TIE NORTH AND SOUTH ALLEY IN BLOCK 15, PASCO IM- PROVEIVIENT COMPANYTS FIRST ADDITION TO PASC O, ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 38, RECORDS OF FRANKLIN COUNTY, WASH- INGTON. Motion made by -Van Hoy, seconded by Zier to give Ordinance 900 the third reading. Motion carried. Ordinance No. 900 was read. ORDINANCE NO. 902: AN ORDINANCE DECLARING AN EMERGENCY IN THE CURRENT EXPENSE FUND OF THE CITY OF PASCO AND APPROPRIATING THE sum OF $3,000.00 FROM THE CURRENT EX- PENSE FUND FOR A SPECIAL ELECTION ON THE QUESTION OF WHETHER OR NOT THE CITY OF PASCO SHALL ADOPT A COUNCIL- MANAGER PLAN OF MUNICIPAL GOVERNMENT. Motion made by Van Hoy, seconded by Hicks to give Ordinance No. 902 the first (lst) reading. Motion carried. Ordinance No. 902 was read. Motion carried. AIRPORT -- CLAIM, PAUL P. BARR: A letter was read from Airport Manager 0. V. Cotton, letter attached from Paul P. Barr relative to reimbursement on a power bill caused by a water leak work- ing the sump pump. Motion made by Hicks, seconded by C. R. Combs to allow claim in the amount of $20.00. Motion carried by roll call vote of six (6). MILITARY LEAVE WITH PAY: Mr. Cotton requesting time offfor military leave on pay. The laws of 1957 state that it is mandatory that cities allow this leave with pay. This answers Mr. Cottonts request. FOUNTAIN IN LOBBY OF TERMINAL BUILDING: The West Coast Airlines in a letter to 0. V. Cotton state the urgent need for a water cooler type of fountain. Motion made by Hicks, seconded by C. R. Combs authorizing installation of the fountain not to exceed $300.00. Notion carried, by roll call vote of six (6). AIRPORT LEASES: Two leases were presented for renewal as follows: Truets Oil Company - August 1, 1957 to August 1, 1958 --6130.00 Per Mo. Basin Typewriter Company - August 15, 1957 to August 15, 1958 - $60.00 Per Mo. Motion made by Hicks, seconded by Thompson approving leases and authorizing the Mayor to sign. Motion carried by roll call vote of six (6). L. I. D. #63 -- CONTRACT -- TERRY THOMPSON: A letter was read from Terry Thompson, attached was a copy of'.Contract for Financial Advisory Services. Both were read in full to'the Council. Mr. Thompson was present and made comments also clarified items discussed. Motion made by C. R. Combs, seconded by Thompson that the contract be accepted upon approval by the City Attorney. Motion carried. PARKING METERS AT THEATER LOCATIONS: Unable to place meters at Liberty Theater site account excavation underneath the sidewalk. PORT DISTRICT PROPERTY AND GRAVEL: The deed has been signed and delivered. Now the gravel is available to the City. CEMETERY -- GLASS VAULTS: No report. FALSE ARREST INSURANCE FOR POLICE DEPARTMENT: Councilman Adams reports on false arrest insurance, stating the Police and Insurance Committees did meet and recommend:.that the insurance be authorized to cover eighteen (18) men at ten dollars ($10.00) per man, and be put in effect soon as possible. Motion made by Van Hoy, seconded by Hicks to so do. Motion carried. BOILER INSPECTION: Changes recommended by Lee C. Baltzelle were discussed. Motion made by Combs, seconded by Thompson that this be turned to property and insurance committees for study and report. (Moore, Zier & Thompson). Motion carried. BUILDING INSPECTOR'S REPORT: Building Inspector's report was submitted for filing. ADJOURNMENT: Motion made by Combs, seconded by Thompson to adjourn to next regular meeting, Tuesday 8:00 P.M., August 20, 1957.
