HomeMy WebLinkAbout07-16-1957 Minutes2 PASCO, WASHINGTON REGTTLA R MEETING= COUNCIL CHAMBERS _ JULY 16, 1957 CALL TO ORDER: Meeting called to order at 8:00 P. -M. Honorable Mayor Harry V. Custer presiding. ROLL CALL: By Clerk. Councilmen present were 0. C. Adams, C. R. Combs, K. E. Moore, Ed Thompson, T. R. VanHoy and David Zier. Raymond Hicks was absent. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meeting held July 2nd and 9th, 1957 were read and approved. COTRAUNICATTONS: POST OFFICE BUILDING: A letter was read from S. G. Scliwartz stating that their Regional Engineer Harry 0. Clark would like a meeting with the Council members during the week of July 22nd. PLANNING COMMISSION: A letter was read from E. P. Erwen recommending that an ordinance be drawn for rezoning as petitioned by Earl Churchman; property face's -on Court Street between Chase and Road 24 in Lewis and Kidwell Additions. Obtaining half of Road 22 was discussed. City Engineer thinks this will be taken care of right away Motion made by Combs, seconded by Zier to accept the recommendations of the Planning Commission and request the City Attorney to draw an ordinance to be adopted when street property has been obtained. Motion carried. PORT OF PASCO GRAVEL & C.ITY PROPERTY: An agreement and letter received.from John Horrigan was read and discussed. Motion made by VanHoy, seconded by Thompson to accept the agreement and request the City Attorney to draw deed to property as itemized and authorize the Mayor to sign deed. Motion carried. REGTTLA R ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. KORD ANNIVERSARY: Walter Reed, in person, spoke to the Council about buying all the parking meters for one day - the first day of August- to give free parking to shoppers on that day. Hoods will be placed on meter heads stating one hour parking to avoid long time parking. Fee to be determined by average for one day of one week collection. Motion made by Combs, seconddd by Thompson that request be granted. Treasurer to furnish figures. Motion carried. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. REPORTS CEMETERY - GLASS VAULTS: More time asked. Thompson, More & Adams. BUSINESS LICENSE APPLICATIONS: Eight (8) applications submitted as follows. CLARK: Motion made by Moore, seconded by Thomspon to authorize curb cut for in -going traffic and out by way of alley. Motion carried. Purchases requests were made by the following departments: WATER: Pipe couplings, adapters, meter boxes, supplies, etc $ 739.26 STREET: patching material 1,995.00 SPRAY: Spray material 366.58 RP'GTTLAR MEETING PARKING METERS AT THEATERS: PASCO,, WASHINGTON COUNCIL CHAMBERS JULY 16. 1 2619 Retail Merchants Association meeting with Committee Councilman Adams reports favoring installation of meters in front of the Theaters. These can be hooded and not used during the time the Theater is open. Motion made by Adams, seconded by- Tliompson that this be done.. Police Committee to contact Police Chief and get this installation made. Motion carried. - AIRPORT LEASES: Four (4) leases presented as follows: Buchanan News Agency Mansfield Distributing Company Agriform Company of Washington Blake, Moffitt & Towne Motion made by VanHoy, seconded by Combs authorizing the Mayor to sign. Motion carried. AMBULANCE PANEL FOR FIRE DEPARTMENT: Motion made by VanHoy, seconded by Adams to authorize the City Attorpey if,16.gal, to draw an agreement between the owner of the panel and the City of Pasco to lease the panel at $50.00 per year with cancellation clause of 30 days by either party and t1athorize the Mayor to sign. Motion carried. TREES, 1512 EAST LEWIS, CLOVER COURT MOTEL: With reference to a letter from Stanley Bright. Motion made by Combs, seconded by Adams to have trees pulled out by street crew. Motion carried. PORT OF PASCO GRAVEL: Councilman Combs would like to see work started on graveling streets or stock piling gravel from Port of Pasco. MONTHLY BUDGET: A monthly budget report furnished each member of the Council of all departments for the month of June, 1957• READING OF ORDINANCES.: ORDINANCE NO. 898: AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASStSSMENT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 62 FOR THE CON- STRUCTION OF LATERAL SANITARY SEWER MAINS IN PERRY' S ADDITION, TERRACE HEIGHTS, KTTRTZMAN' S. FIRST ADDITION TO PASCO AND ACRE PARK ADDITION TO PASCO,. AND FOR THE CONSTRUCTION OF LATERAL WATER MAINS IN TERRACE HEIGHTS, AS PROVIDED BY ORDINANCE NO. 884, AND LEVYING AND ASSESSING THE AMOUNTS THEREOF AGAINST THE SEVERAL LOTS,. TRACTS, PARCELS OF LAND AND OTHER PROPERTY AS SHOWN ON SAID ROLL Motion made by Combs, seconded by Moore to give Ordinance No. 898 the third reading. Motion carried. Ordinance No. 898 was read. Motion made by Combs, seconded by VanHoy that Ordinance No. 898 has been given the third reading. Motion carried. Motion made by Combs, seconded by Moore to adopt Ordinance No. 898. Motion carried by roll call vote of six (6). ORDINANCE NO. 900: AN ORDINANCE VACATING THE NORTH AND SOUTH ALLEY IN BLOCK 15, PASCO IMPROVEMENT COMPANY'S FIRST ADDITION TO PASCO, ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 38, RECORDS OF FRANKLIN COUNTY, WASHINGTON Motion made by Combs, seconded by VanHoy.to give Ordinance No. 900 the first read- ing. Motion carried. Ordinance No. 900 was read. Motion made by 11ombs, seconded by VanHoy that Ordinance No. 900 has been given the first reading. Motion carried.
