REGTTLAR MEETING COUNCIL CHAMBERS JULY 2, 1957
CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Hrrry V. Custer presiding.
ROLL CALL:

READING OF THE MINUTES:
Minutes of meetings held June 18th and June 27th, 1957 were read and approved.
BILLS:
Current bills against the City presented as follows. Motion made by Van Hoy,
seconded by Thompson that all vouchers properly signed and approved be paid.

COMMUNICATIONS:
NOTICE OF PUBLIC HEARING ON ASSESSMENT ROLL, L. I. D. #62:
Legal notice was read and hearing declared open. No protests were made in person;
one letter was received and read from. T. B. Jackson objecting to raising the assess-
ment on Lots 131 and 132, Block 5, Terrace Heights Addition. He said that he would
be present at the hearing; however he did not appear.. Jack and W. F. Frenger
asked questions relating to payments; same was answered by City Engineer George R.
Fisher. No further discussion on assessments. Hearing declared closed. Motion
made by VanHoy, seconded by Hicks to approve by Ordinance the assessments and the
assessment roll for Local Improvement District No. 62 and authorize the City Eng-
ineer and Clerk to sign. Motion carried.
PUBLIC HEARING VACATING NORTH & SOUTH ALLEY, BLOCK 15, PASCO IMPROVEMENT
CO'S. FIRST ADDITION:
Legal notice of hearing was read and hearing declared open. No protests were
received by letter or in person. Mayor declared the hearing closed. Motion made
by Combs, seconded by VanHoy to grant the vacation as requested by petition and
renuest the City Attorney to draw up an ordinance. Motion carried.
DUST ON NORTH WERE:
A letter was read from Mrs. M. M. Stairet requesting that North Wehe be oiled
account dust being created. by truck and car traffic. Mrs. Stairet to be informed
by letter the procedure to be taken in setting up a Street Improvement Program.
'Mayor said he would take care of this.
- REPAIR TO PICKUP FOR STREET DEPARTMENT:
A letter was read from City Engineer George R. Fisher stating that the brake
system in the 1950 Studebaker Pickup needed replacement and the estimated cost
is $75.00 to $100.00. Motion made by VanRoy, seconded by Zier that the request
be granted. Motion carried.
PROPOSAL FOR FINANCING COMPREHENSIVE ENGINEERING PLAN:
A letter was read from Terry Thompson stating that he will prepare a written
proposal setting forth details of oral offer made to the finance committee for
approval also thanking the 'Aayor and Council for selecting him to prepare the
report.

AIRPORT RUNWAY LIGHTING SYSTEM:
A letter was read from Stanley L. Perry which included a statement for fees
payable to date. Amoub;t paid February 28, 1957 - $750.00; amount due at this
,time is $1,330.69 and balance due on completion of contract is $250:00.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
BRUCE LEE,, GLASS VAULTS:
- Mr. Lee spoke to the Council relative to the installation of glass vaults in
_place of concrete. Motion made by Adams, seconded by VanHoy to turn this to
the Cemetery Committee (Thompson, Moore and Adams) for investigation and re-
port. Motion carried.
STADIUM PARK ADDITION, IMPROVETE NTS:
Mr. Ungerecht made inquiry relative to comtemplated street improvements for
Stadium Park Addition; he was informed by the City Engineer George R. Fisher
,that a petition was being circulated which would have a public hearing before
being considered.
BRYCE HALL PARKING STRIP:
Mr. Hall was present in interest of a report on his request for parking strip
and curb change. Motion made by Adams, seconded by Thompson to accept the
Committees recommendation allowing Mr. Hall to fill-in on both sides of the
curb and park on same area he is now using. Motion carried.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT.
BIDS ON SIDING FOR AIRPORT:
Airport Manager spoke to the Council regarding price extensions on siding and
figures that.the Uestern Materials submitted the lowest bid. City Attorney
examined the bids and approved Western Materials bid. Motion made by Hicks,
seconded by VanHoy to accept the bid ofWestern Materials subject to a letter
from Madison Lumber & Mill withdrawing their bid. Motion carried by roll call
vote of seven (7).
BUSINESS LICENSE APPLICATIONS:
Eighteen (18) applications were received as follows. Motion made by Hicks,
seconded by Moore authorizing,all applicants -.be furnished a license. Motion
carried.

Councilman Moore recommends that Mr. Jessen be advised by letter to register for
soliciting. Motion made by Moore, seconded by Hicks to so do. Motion carried.

COURTESY ENVELOPES:
Councilman Adams reports on meeting with the Retail Trades Committee with Howard
Young as Chairman. In conclusion motion made by Adams, seconded by Hicks that
the Meter Collector give each car a courtesy envelope on notice of the first viol-
ation; second trip around if the envelope is still there, give a $1.00 arrest
citation. Motion carried.
FUNERAL HOME, PANEL TRUCK:
Councilman VanNo,y requests legal advise on accepting a 1950 Truck by the Fire
Department as a donation or small fee; he was advised that this could be done
by legal document or appraised and offered for sale to the Department. Fire
,Committee to get something in writing for the files; nothing with strings
attached would be acceptable. Motion made by VanHoy, seconded by Moore that
the Committee investigate and report. Motion carried.
TRANSFERS:
Motion made by Combs, seconded by Thompson authorizing transfers as follows:
From Current Expense Fund to Airport Fund to repay part of loan $151450.00
From Current Expense Fund to Water Revenue Fund to reimburse
for Gas Inspector's Salary paid by
Cascade Gas Corp 3,250.00
CONVENTION - LIBRARY BOARD:
Motion made by Thompson, seconded by Combs that one member from the Library be
allowed to attend convention. Motion carried.
REMOVING TREES, EAST LEWIS - CLOVER COURT MOTEL:
Stanley Brice desires to have trees in parking area at 1512 E. Lewis removed.
Motion made by Combs, sec,�nded by Thompson authorizing Mr. Brice to remove trees
in accordance to City Ordinances. Motion carried. -
WEST DOOR FOR CITY HALL BUILDING:
A sketch was presented by City Exgineer George R. Fisher and reviewed by the
Council. Motion made by Hicks, seconded by VanHoy that the work be done as per
specifications drawn by Mr. Fisher. Motion carried.
FIRE CALL AGREEMENT ARMY ENGINEERING DEPOT:
An agreement to assist at fire calls from Pasco army Engineering Depot was pre-
sented by Fire Chief Lyle Cooney, setting out charge per hour for equipment and
wages per hour for each fireman. Motion made by VanHoy, seconded by Thompson
authorizing the Mayor to sign. Motion carried.
OLD GOLF COURSE FRANKLIN COUNTY IRRIGATION DISTRICT:
City Attorney spoke about action being taken to have the property in Section 33
returned to Franklin County Irrigation District account not being used for rec-
reation purposes. Council feels that steps should be taken to retain the prop-
erty. Motion made by Zier, seconded by VanHoy that the rark Committee study the
situation and make recommendation. Motion Carried.
ESQUATZEL CANAL:
Councilman Hicks spoke about the Corps of Engineers being set up to work with
the Bureau of Reclamation on enlarging the Esquatzel Canal; they are trying to
work this proram at the same t ime therefore it is suggested that Senators
Magnuson and ackson also Congressmen be urged to get bill passed. Motion made
by Hicks, seconded by Adams authorizing the Mayor to write the Sanators and the
Congressmen. Motion carried.
PACIFIC TELEPHONE & TELEGRAPH FRANCHISE:
Payment of vouchers now held up account information on cancellation of franchise
not clear. City Attorney desires to obtain an opinion from the Attorney Generals
Office. Motion made by Adams, seconded by Thompson that the Mayor write for an
opinion. Motion carried.
YACHT BASIN & FISH POND AREA:
Annexation discussed. The State -owns property adjacent to the Pond. City Eng-
ineer to contact the State Highway Department relative to annexing their -property
at the same time as part of it joins the water edge.

R MEETING
DRIVE WAY ON LEWIS STREET FOR POST OFFICE:
Blue prints furnished the Building Inspector R. B. Lovelace shows a curb cut on
Lewis Street to be 422' wide. Council not in favor of this cut permitting mail
trucks to pull out in the traffic. Motion made by Adams, seconded by Thompson
to delete driveway across sidewalk and curb. Motion carried.
RESOLUTION OF INTENT on L. I. D. #63 has not been received.
FILTRATION PLANT SUPERINTENDENT:
Motion made by Moore, seconded by Combs authorizing the 'vlayor to employ C. F.
Whetsler as Superintendent of the Plant. Motion carried.
DRIVE WAY ON CLARK STREET FOR STROMME MOTORS:
Mr. Stromme requests
Same was granted.
READING OF ORDINANCES:
ORDINANCE NO. 899:
a driveway to his shop. Committee requests more time.

STRUCTION OF LATERAL SANITARY SEWER MAINS
IN PERRY'S ADDITION, TERRACE HEIGHTS, KURTZ-
MAN'S. FIRST ADDITION OF PASCO, AND ACRE PARK
ADDITION TO PASCO, AND FOR THE CONSTRUCTION
OF LATERAL WATER MAINS IN TERRACE HEIGHTS,
AS PROVIDED RY ORDINANCE NO. 884, AND LEVYING
AND ASSESSING THE AMOUNTS THEREOF AGAINST THE
SEVERAL LOTS, TRACTS, PARCELS OF LAND AND OTHER
PROPERTY AS SHOWN ON SAID ROLL
